    Distribution Assistant

    Location: Damboa, Borno

    Job Summary

    • The selected candidate(s) will work as part of the core team implementing food and cash distribution and will be responsible for distribution of food and cash during the General Food Distribution in-kind and Cash-based transfers (CBT) to IDPs and during the nutrition Blanket Supplementary Feeding Program (BSFP) for vulnerable children and Pregnant and Lactating women in all program sites.

    Responsibilities
    Implementation of Programs Activities:

    • Conduct community meetings to sensitize communities on the organization’s program and beneficiary entitlements.
    • Assist and monitor the general running of Nutrition activities of IMC within the scope of the project area.
    • Assist the Nutrition/ FSL Officer in preparing food distribution plans and program related internal and external reports for IMC and the community, including case studies and success stories.
    • Work closely with Nutrition/FSL Officer to contribute to organizational and sector-wide learning through good quality documentation of lessons learned, best practices, evaluations etc.
    • In collaboration with the Nutrition/ FSL Officer, propose and initiate improvements according to the lessons learnt during programming and the findings from assessments conducted within the program period.
    • Support the team to supervise community promotion and awareness session on all planned activities while collaborating with community leaders and volunteers for smooth running of program activities.
    • Plan field movement on a daily basis to ensure smooth project implementation.
    • Support the integration of behavior change in health and nutrition, WASH activities to promote FSL program sustainability.
    • Identify and prioritize vulnerable people on distribution days
    • Work with the security manager to ensure effective crowd control and safety of beneficiaries and staff.
    • Work with team leaders to organize materials required for food distribution.
    • Timely report to the team leaders about food received, suspected or confirmed losses or damages and amounts distributed.
    • Supervise and coordinate with the casual workers, transporters and other team members to ensure effective distribution, safety and no losses of commodities.
    • Plan and carry out MUAC screenings at BSFP sites.
    • Any other duties that may be assigned from time by supervisors

    Qualifications and Experience

    • Diploma in Food Security or Agriculture, Nutrition, Social Science, Social Works related discipline and at least two years of professional experience in food assistance interventions.
    • Experience in north east Nigeria is an added advantage.

    Required Skills:

    • Experience in community mobilization and sensitization.
    • Experience in food, cash and NFI distribution
    • Basic computer skills especially Word and Excel, access. Knowledge of other databases preferred.
    • Good human relations and diplomacy.
    • Capacity to organize work with high inventory management skills.
    • Ability to follow instructions properly and efficiently handle tasks.
    • Good problem solver and have efficient communication and writing skills.
    • Attention to detail and with integrity and accountability to work expectations.
    • Good knowledge of English (reading, writing, speaking). Knowledge of Hausa and Kanuri is preferred.

    FSL Assistant

    Location: Damboa, Borno

    Job Summary

    • The selected candidate(s) will work as part of the core team implementing daily food distribution and all activities at food distribution points.
    • This will include activities during the General Food Distribution in-kind and cash-based transfers to IDPs and host communities and any other livelihood activities implemented within the program areas in Borno State.

    Responsibilities
    Implementation of Programs Activities:

    • Work with M&E and data clerks to conduct beneficiary registration and update the register with new arrivals and exits regularly.
    • Compile and timely submit the food requests to WFP logistics and program unit.
    • Conduct beneficiary sensitization on- food rations, cash entitlement, distribution days, distribution points, beneficiary rights, etc.
    • Maintain open line of communication with the beneficiaries to obtain feedback and complaints and pass them on to the CFM Assistant or appropriate authority.
    • Conduct beneficiary verification, validation and registration on distribution days.
    • Identify and prioritize vulnerable people on distribution days with support from the Project Management Committee (PMC) members.
    • Update and reconcile stock issues against the distribution list after every distribution.
    • Disseminate findings from Post Distribution Monitoring (PDM) conducted to the beneficiaries.
    • Coordinate the food committee and SEMA/NEMA officials in the implementation of program activities and engage them in meetings to discuss program related issues.
    • Work with the security manager to ensure effective crowd control and safety of beneficiaries and staff at the distribution points.
    • Work with team leaders to organize vehicles and materials required for food and cash distributions and any other program materials needed.
    • Send timely reports to the team leaders about food received, suspected or confirmed losses or damages
    • Supervise and coordinate the casual workers, transporters and other team members to ensure effective distribution.
    • Ensure cases that have been referred by the CFM, protection officers or other actors that need food or cash assistance are addressed accordingly.
    • Any other duties that may be assigned from time to time by supervisors.

    Qualifications and Experience

    • Bachelor's Degree in Food Security or Agriculture, Social Science, Social Works related discipline and at least two years of professional experience in food and cash assistance interventions.
    • Experience in northeast Nigeria is an added advantage.

    Required skills:

    Nutrition Program Assistant

    Location: Damboa, Borno

    Job Summary

    • The selected candidate (s) will be responsible for the overall implementation of the nutrition BSFP program and IYCF components in collaboration with other CMAM nutrition partners and integration with other programs/ sectors.
    • S/He will facilitate good practice and ensure compliance to applicable implementation of national CMAM guidelines.

    Main Responsibilities

    • Plan and organize nutrition activities at designated BSFP sites in liaison with the nutrition officer and other program staff.
    • Supporting targeting of beneficiaries; formation and establishment of Mother Care groups; selection of community volunteers and members of community structures.
    • Work closely with care group promoters and lead mothers to ensure all aspects of the program are understood and agreed and appropriate referrals take place to and from the community to BSFP sites.
    • Take lead on the BSFP services at the distribution sites including verification, validation and registration of beneficiaries.
    • Work closely with the teams to ensure all children and women are screened correctly.
    • Ensure all eligibility criteria are respected and understood by the teams, including admission, discharge and transfer to and from the BSFP.
    • Encourage caregivers to access health facilities and have all children in BSFP are immunized according to the national protocols.
    • Ensure correctness, consistence and completeness of the information in the BSFP registers.
    • Generate daily distribution reports including the screening and stock reports against distribution lists.
    • Ensure adequate availability of all food commodities and ensure stock is pre-positioned as planned by discussing with logistics and warehouse staff.
    • Through liaison with the community volunteers provide effective follow up of all beneficiaries: particularly tracing of children who are absent from the program, sick children and children with social problems... etc.
    • Provide key WASH, health and nutrition education messages to beneficiaries based on the protocols and guidelines including messages on food ratio, distribution days, beneficiary rights etc during sensitization sessions.
    • Respond to inquiries regarding the technical aspects of the program admission and discharge whenever necessary at the BSFP sites.
    • Follow-up and ensure the field team interacts with the beneficiaries and community leaders properly.
    • Represent the organization at LGA or camp coordination meetings involving nutrition actors.
    • Any other duties that may be assigned from time by supervisors.

    Qualifications and Experience

    • Degree in Health related course from a recognized accredited higher institution.
    • Over two (2) years’ experience in CMAM and IYCF programs
    • NYSC Certificate or Exemption letter
    • Valid and current practicing license.
    • Excellent report-writing skills is an advantage
    • Fluent in written and spoken English, Hausa and Kanuri
    • Commitment to and understanding of IMC’s aims, values and principles.

    Key Competencies:

    • Strong communication skills: oral, written and presentation skills.
    • Should be a team player and culturally sensitive.
    • Demonstrated proficiency in computer applications such as word processing, spreadsheets, email and utilization of the internet

    Logistics Officer

    Location: Maiduguri, Borno

    Job Purpose

    • To provide quality logistic support for all IMC project sites in Nigeria, work with other members of the logistics team to develop and implement efficient logistical support systems for IMC. To coordinate all logistics activities and address logistics needs of the WFP funded project.

    Dimensions:

    • Managing / supervising resources within defined boundaries, which include people and assets.
    • Providing professional advice to managers on areas of work covered in their remit.
    • Influences the development of strategy and supports operational implementation.
    • Develops solutions to diverse and complex problems within organizational policy.
    • Interprets and applies operational and specialist information in a variety of formats from a variety of sources.
    • Flexibility to anticipate and resolve challenges within corporate or divisional parameters, with moderate scope.
    • Contribute to and influence operational planning.
    • Influence managers, staff and volunteers in IMC and develop effective networks with external bodies.
    • Ensure Health and Safety procedures are followed at specific sites.
    • Continue to support security risks assessment and support the development of appropriate security plans in a complex and fast changing environment**

    Key Responsibilities
    General:

    • To take overall responsibility for the management, co-ordination & implementation of logistics. This includes procurement, warehouse & stock management as well as vehicle/fleet management
    • To take overall responsibility for the preparedness and the operationalization of WFP project Site distributions (Foods, NFI, e-vouchers, cash).
    • Define the best approach and the Needs to ensure Goods operational support for any distribution Programs.
    • Ensure that appropriate measures are taken to implement and monitor Programme logistics plans. These should be through the IMC logistics, purchasing & supply procedures manual and close collaboration with the other programme support functions (particularly finance) and proactively planning with programme teams.
    • Ensure that logistical training plans and activities are developed and implemented. This should be targeted at key IMC staff and partners on relevant IMC logistical policies and procedures and compliance to donor requirements.
    • To develop and help implement appropriate logistical plans taking into account a contingency planning process in order to be prepared for any new emergency or urgency within the program as well as closure / scale down of program.
    • Provide Weekly /  Monthly logistics reports specific to the WFP program (Narrative Reports, Stock reports, Assets and Inventory, requisition tracking sheet, and vehicle reports) in a timely manner, feeding into donor reports and ensuring procurement and assets control is done in accordance to donor requirements.
    • Represent IMC at field level external meetings as and when required whilst establish effective transparent lines of communication with suppliers, INGOs/UN and local authorities
    • Ensure compliance with Government, Donor and IMC procedures and ensure risks are kept to a minimum.
    • Liaise with Procurement Manager and Finance on payments of vendors that were engaged for logistics services and materials for the program.

    Procurement and storage:

    • Coordinate with the procurement team to ensure that all the procurement for the respective project and interventions are done in time with good quality of goods and services
    • Contribute to overall procurement plans for field level requirements.
    • Ensure adequate specifications are provided from field level for all requisitions.
    • Provide timely information to the programme department, on local and national procurement by maintaining a requisition tracking system.

    Warehousing & Assets:

    • Keep on Track Asset Register and Stocks Reports for the respective project.
    • To set up secure, safe warehousing / Rub Hall for field storage of materials for the rainy season including fuel when needed.
    • Coordinate with the Asset Officer that coding and proper tagging of program assets and the maintenance of an up to date and proper asset inventory for Project team equipment are done.

    Transport and communication:

    • Ensure Field level rental Fleet, Rental Drivers or IMC drivers attached to the project comply with IMC vehicle and driver policies and that an effective fleet management system is established with minimum risks to IMC.
    • Train drivers in the maintenance and running vehicles, security and travel protocols, and standard procedures.
    • Oversee the regulation of the use of vehicles and communications equipment.
    • To oversee the installation, programming, adequate use and maintenance of communications equipment such as radios, sat-phones, telephones, fax and V-sat or other mode of internet connection in the field.
    • Oversee planning of vehicle allocation in order to optimally serve the needs of the programme.
    • Oversee the repair and regular maintenance of the fleet in the field where field level servicing is possible.
    • To ensure field level monitoring of the fuel consumption and maintenance of IMC vehicles and the skills of the drivers.
    • Ensure timely availability of trucks in good condition for movement of food commodities from the program warehouse to distribution sites

    Security:

    • Monitor and advice on security situation and, together with the Project manager, support appropriate actions to be undertaken in the field in relation to changes in the security environment.
    • Work in close collaboration with the Programme Team, Project Manager, and Country Supply Chain Coordinator to monitor and ensure that appropriate physical means are in place to ensure safety / evacuation of staff in their respective duty stations.

    Personnel:

    • Training on logistics procedures and participation in the development of work plans of the wider team and partners
    • Identify the Needs of Daily Workers and manage them in line with IMC Procedures
    • Ensure availability of casual laborers and coordinate on their loading and offloading of food commodities from the program warehouse to the distribution points.

    Skills and Competence

    • Preferably degree / diploma in Logistics and Supply or equivalent qualification plus mentioned experience.
    • At least four or three experience in logistics with a minimum two years managing, huge and complex distribution in logistics (FOOD, NFI, E-VOUCHER, CASH); Managing Logistics set-up for a Logistics Humanitarian Response; within an NGO or International Organisation.
    • Proven experience and knowledge of operational logistics & supply chain, policies & procedures**
    • Good command of English. Proven ability to communicate effectively internally and externally, both orally and in writing
    • Initiative and active problem-solving skills
    • Proven training and capacity building experience
    • Proficiency in the use of computers (Excel and Word)
    • Strong ability to pay attention to detail. Good organizational, coordination and planning skills
    • Ability to work and handle pressure & Strong team player.
    • Good understanding of the program coverage area.
    • Knowledge and good command of local languages (Hausa, Kanuri)
