Key Responsibilities:
- Reviewing subcontract partners’ monthly financial reports and supporting documents, ensuring they are complete, accurate and produced in a timely manner for consolidation and submission.
- Provide recommendations for payment, questioning and disallowing expense claims in line with FCDO cost eligibility guidelines.
- Ensuring financial reports are produced in compliance with FCDO and IRC exchange rate policies, including keeping track of expenditure in the various currencies.
- Share feedback on questioned costs with partners and follow up to ensure that recommendations are implemented. Maintain an action tracker for remediation of findings and questioned costs, and gaps and resources required to address these.
- Actively track expenditure versus project budget, prepare monthly Budget vs Actuals (BVA) reports highlighting variances and resource allocation needs to Project leads, and flagging any arising issues as relevant.

Job Overview/Summary
- The IRC’s AAP and Protection Manager will oversee an IDP and host a community Protection program in Adamawa and Yobe states under the supervision of the MEAL/Protection coordinators with the dotted line reporting to the Field coordinator. In this capacity, the Manager will be responsible for day-to-day supervision and oversight of the Protection Officer, Legal Officer, Training and Capacity Building Officer, MEL officers, Community Outreach and CFM assistants as well as various protection/MEAL/CFM activities, budget management, administration, and implementation of the requirements of the programs.
- The AAP and Protection Manager will be based in Damaturu with an oversight function to the Adamawa field office and will work closely with other IRC sector managers and partner organizations implementing the WFP program in Adamawa and Yobe states.

Major Responsibilities
Program Management & Development
- Create and execute a work plan, spending plans, procurement plans, and related systems to ensure that project deadlines are met, and targets achieved.
- Supervise and coach the Protection Officer and support Protection Officers to ensure protection mainstreaming during distribution at each distribution point under IRC supervision.
- Support the Protection officer to conduct protection monitoring during the distribution and analysis the identify issues and share with the cooperating partner/ in-charge of the distribution for future improvement as well as WFP in copy.
- Supervise and coach the MEAL officer Protection Officers and indirectly CFM/MEAL Assistant to carry out awareness-raising on the distribution date and entitlement of each beneficiary.

- Mediating support between WFP and the team by a collection of the protection tools, CFM tools, and Verification tools and ensuring adherence to the standing protocols in Adamawa/Yobe.
- Plan, support and facilitate all community structure capacity building and training community-based protection mechanisms and support, the maintenance of the PAGs throughout the LGAs of implementation.
- Support staff to conduct protection mainstreaming activities, including guidance and documentation of strength and gaps at distribution sites including WFP General Food Distributions to ensure that protection principles are prioritized in service delivery and that vulnerable IDPs and host community members have equal access to services.
- Support other protection programs as needed, including Child Protection and Women's Protection and Empowerment.
- Support and ensure the timely establishment of a help desk at every distribution point in all LGA under the supervision of IRC.

Scope of Work
- The IRC is implementing a protection program featuring strengthening of community-based protection structures, capacity building, protection monitoring, information dissemination and referral services.
- The IRC will also building capacity of government authorities, local organizations and local communities around child Protection, protection mainstreaming, GBV and protection monitoring.

- Minimum of 3 years of experience in humanitarian contexts, with a preference for experience in engaging across organizations, in community services and AAP, or in change management and organizational change.

Job Overview/Summary:
- The IRC is guided by three core principles/standards (the IRC Way); Service, Integrity, and Accountability. Also, the organization is guided by the principles of the Core Humanitarian standards (CHS) as well as the Humanitarian Accountability Partnership (HAP).
- To uphold and ensure commitment to these principles in all its projects, IRC Nigeria operates a Community Accountability Feedback Mechanism. One of the mechanisms is to collect community’s feedback through diverse preferred channels of the feedback. Thus, the IRC would like to hire an experienced person for this job.
- The purpose of the Help Desk Assistance, in general, is to receive feedback and complaints come in at the distribution points where WFP cooperating partner is working regarding the services the organization is rendering through the help desk will be establish at the specific distribution point.
- The position holder who will be directly supervised by the accountability assistant, this position will work between the community and the organization in terms of information flow from one to the other and vise-versa.
- S/he will collect feedback coming from the distribution point through help desk pass on to the WFP team following the WFP’s feedback mechanism information flow system or depending on the category level of the feedback, respond to the person who reported the complaint.
Major Responsibilities:
- Support with sensitization of the client on pre distribution information (entitlement, available feedback channels)
- Set up help desk early before the commencement of distribution and ensure provision of canopy and mat for waiting area.
- Record the complaints/feedback applying the template/s prepared for the purpose.
- Ensure confidentiality of all information received is upheld and respected.
- Regularly update herself/himself with selection criteria and distribution entitlement of each client.
- Understand well Accountability to affected population and educate Cooperating partner and clients.
- Regularly update herself/himself with the new policies and procedures of WFP particularly in relation to accountability.
- Understanding of Humanitarian Accountability Partnership (HAP), Core Humanitarian Standards and other relevant global standards.
- Respond to information requests or answer questions from clients, if it is within her/his mandate specified in the WFP Community Accountability Mechanism document.
- Systematically and securely document and share daily reports regularly with the Accountability Assistant
- Ensure timely request of the any tools about to finish not to runout of the tool.
- Ensure proper and complete documentation of the complaint/feedback received via help desk.
- Capture success story during feedback session with the client.
- Safe keeping of feedback/complaint registry under lock and key to ensure confidentiality.
Key Working Relationships:
- Position Reports to: MEAL Officer
- Indirect Reporting: AAP and Protection Manager
Qualifications
- Education: A minimum of Diploma in communication or any sector or sub-sector related field
Job Requirements:
- Excellent writing and communication skills.
- Experience in similar areas, developmental work and communication is an advantage.
- Must be able to maintain confidentiality of information and individuals.
- Good verbal communication skills in local languages of the area and working knowledge of English is a must.
- Passionate to humanitarian work.
Work Experience: At least one year experience as enumerator
