Background
- Save the Children has been working in Nigeria since 2001 in Lagos and several other states in Nigeria with a focus on child survival, maternal, newborn and child health, nutrition, education and child protection. Since 2011, Save the Children Nigeria has been supporting development activities in Lagos State, in thematic areas ranging from health system strengthening to capacity building and technical support, in partnership with the Lagos State Government through its various Ministries, Departments and Agencies.
- In 2018, the Integrated Sustainable Childhood Pneumonia and Infectious Diseases Reduction in Nigeria (INSPIRING) project kicked off with fund support from GSK, and a focus on the prevention and control of childhood Pneumonia in two project states, Lagos and Jigawa State. In Lagos state, the project focuses its implementation primarily in Ikorodu Local Government Area.
- As the project implementation draws to a gradual close, there is a need to fill the gap with a Child Health and Immunization consultant to steer the clinical and child health sub-component of the project for the next 6-month.
Scope of the Role
- The Child Health and Immunization Consultant will provide leadership and oversight for the programmatic, technical and research aspects of the clinical program.
- He / She will oversee the day - to - day implementation of the project’s clinical component, and will be accountable for the quality of interventions, and for the capacity building of health workers at State and LGA levels.
- He / She will support the State Program Manager to ensure that planning, budgeting, implementation, monitoring and evaluation, as well as donor reporting functions are executed efficiently and effectively so that the project achieves its purposes and objectives.
Key Areas of Responsibilities
The Child Health and Immunization Specialist (Consultant) will be responsible for the following:
Programme Quality:
- Provides advanced technical expertise and oversight to ensure programs are of high quality and develops new state of the art approaches
- Supports the Chief of Party and State Program Manager in the development of high quality programming, quarterly plans and budgeting processes for the program as and when necessary.
- Support the government in planning and delivering the MNCH weeks and other important child health events
- Strengthening relevant health systems for effective delivery of the pneumonia related interventions
- Support in procurements of clinical activities
- Prepare quality quarterly and annual reports and timely submission of deliverables.
- Any other duty assigned by the Chief of Party or the state project manager
Capacity Building:
- Develop the capacity of health workers in Integrated Management of Childhood Illness, Nutrition, Immunization and possibly Oxygen trainings.
- Conduct post training supervision and on the job monitoring.
Representation & Advocacy & Organizational Learning:
- Represent the program on all health technical working groups, partners and stakeholders’ forums.
- Create partnerships with Ministries of Health and other relevant organizations, WHO, and UNICEF to maximize program impact and harmonize agendas.
- Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and take a leadership role within the Health Sector, ensuring the specific needs of children are being addressed.

Requirements, Qualifications and Experience
- Required Master's Degree in Public Health required; a health professional (MD or nurse) with clinical training skills (pre-service and/or service clinical training) preferred.
- Minimum of 5 years’ experience implementing and delivering technical assistance to maternal, newborn and child health programs in developing country settings.
- Demonstrated expertise in program development and management child survival and strong experience in PHC and ICCM program design and implementation required; must have experience facilitating clinical training, supportive supervision.
- Conversant with evidence-based child health approaches such as the Integrated Community Case Management, Integrated Management of Childhood Illness, etc.

Role
- The Community Mobilization Coordinator will provide technical assistance for the design, implementation, monitoring, and evaluation of SBC/community mobilization strategies and strengthening the capacity of SC partners and their frontline workers in SBC/community mobilization. S/he will ensure the utilization of evidence-based, best practices and SC’s global SBC Framework and Process to inform the development of effective SBC strategies, frameworks, tools, materials for the SBC interventions on PLANE Window 3 in consultation with the SBC Manager.
- The post holder will also support SC's efforts to address the demand side barriers to education, particularly for out of school children, including girls and children living with disabilities, through SBC technical assistance.

Introduction
- Save the Children International is a 'dual mandate organization and as such equal priority will be given to both humanitarian and development work. Save the Children will support programs in sudden onset and chronic emergencies as part of a commitment to work with children through humanitarian interventions. This is the only way we will be able to ensure that some of the fundamental rights that we believe children have, such as survival, safety, and constant access to protection and education, can be guaranteed.
- Partnership For Learning For All In Nigeria (PLANE) - is an FCDO funded education project in Jigawa, Katsina and Kano, SC will be implementing window 3 in these three states and will use evidence-based approaches to enable and increase community-based support for learning for 200,000 marginalised children, especially girls and children with disabilities, through building foundational competencies, fostering empowerment, strengthening protection systems and supporting families to overcome demand-side barriers to productive education opportunities.

Qualifications & Experience
Essential:
- Minimum of a B.Sc / HND in Social or Behavioral Sciences, Public Health, Education, Nutrition, Communications, Marketing, Public Relations, or related fields;
- At least three years experience implementing SBC/Community mobilization related interventions, monitoring, supervision and training;
- Experience in planning and implementing participatory learning and community action approaches is an asset;
- Master trainer and a good facilitator
- Ability to supervise and work collaboratively with community structures;
- Experienced in pre-testing and concept-testing of SBC approaches and content;
- Excellent communication skills and a willingness to be respectful, kind, sensitive, and empathize with all beneficiaries and their carers;
- Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions;
- Demonstrable ability at report writing;
- Prepared to live and work in an uncertain security environment;
- Ability to work independently as well as in cooperation with a multi-cultural team;
- Ability to think creatively and strategically;
- Proficient writing and verbal communication skills;
- Must be able to read, write and speak fluent English and Local languages (Hausa);

Role Purpose
- To provide technical leadership for development and management of accountability structures and systems across the country program.
- The role is responsible for ensuring fully embedded practical and effective mechanisms for accountability to children within the country program, via capacity building, championing and supporting implementation.
Key Areas of Accountability
Leadership and Strategy:
- Lead on strategies and provide guidance related to the CO’s accountability systems.
Accountability to Affected Population:
- Champion accountability to children and communities and child participation across programs and support all program team to understand their roles and responsibilities in this area.
- Support programs to develop and implement a strategy that is informed by children’s voices and promotes their rights.
- Ensure plans to promote accountability to affected populations (AAP) and child participation are documented in the strategy and adequately budgeted for in the master budget.
- Contribute to program strategy development by advising leadership to identify appropriate AAP and child participation approaches for different phases of the response (from the initial phase to longer term recovery efforts), recognising that approaches should evolve over time.
- Champion the use of accountability data and child/community participation analysis to influence strategic decision-making and advocacy.
Information Sharing:
- Support accountability focal points to develop information sharing plan, analyse information needs and appropriate and trusted information sharing approaches. This may be done through use of secondary data or/and through integrated information needs assessment
- Support focal points to establish appropriate information sharing channels for children and communities based on identified preference.
- In collaboration with child safeguarding and the communications team, lead on the development of child-friendly information sharing materials for all programs to ensure that children and communities are aware of Save the Children, its work and what they should expect (including expected behaviour of staff and volunteers).
- Advise thematic and project teams on good practice in child-friendly information sharing.
Child and Community Participation:
- Foster an environment of innovation and creativity in community participation especially child participation
- Build capacity of accountability focal points on child participation
- Provide support to focal point to conduct quarterly child consultation sessions in programs
- Coordinate, consolidate and document lessons learned and best practices of child participation and share with relevant stakeholders.
Feedback and Reporting Mechanisms:
- Use analysis of the context and community preferences to design appropriate feedback and reporting channels that are accessible to children and deprived and marginalised groups.
- Work with the focal points to develop a Feedback Handling Standard Operating Procedure and ensure that feedback is handled in line with it, with consideration of appropriate data protection procedures.
- Support the focal points to analyse and present feedback data to help inform decision-making and improve programme quality.
- Provide technical support to focal points and Programme Implementation teams to ensure the feedback loop is closed meaningfully, in a timely manner and with quality.
Manage Country Office Toll Free Line:
- Manage toll free number and other means of Feedback Response Mechanism (FRM) and ensure all FRMs (hotline, complaint box, hoarding board) are functional at State, LGA and community levels
- Manage FRM Central Database; aggregate complaints/feedbacks from field level databases into the central feedback database.
- Periodic supervision to ensure feedback are logged in a professional and timely manner and beneficiaries are communicated with the in a dignified manner regarding their complaints/feedback
- Provide FRM Report on a quarterly basis
- Support MEAL Coordinators/Accountability focal points to conduct survey for Feedback Satisfaction Assessment
- Coordinate, consolidate and document lessons learned and best practices and share with relevant stakeholders.
Coordination with Program Team:
- Work closely with accountability focal points to ensure timely information sharing and active participation of beneficiaries.
- Work closely with program staff to ensure quality are met in child participation.
- Ensure that Program Staff handle and document complaints as per FRM Design specifications.
- Support Program Team in verification of complaints registered & ensure the timely resolution of the feedback & completion of FRM database.
- Support in ensuring that all information gotten from affected persons is incorporated to program implementation where necessary
General:
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Qualifications and Experience
Essential:
- At least a Bachelor's Degree in related field and 7 years of professional experience.
- Previous experience with local or international NGOs on Accountability
- Good understanding of accountability principles in terms of donors and organisational management but critically also to beneficiaries.
- Promotes the rights of children in own work and in work with colleagues and peers.

- Extensive experience and understanding of programming cycles and key milestones and processes.
- Advanced computer literacy (MS Office applications, web-based applications and advanced statistical package utilization e.g SPSS,STATA-12,DHIS etc)
- Good interpersonal skills and influencing skills
