    Chief of Party

    Job Summary

    • The COP will have overall responsibility for administration, program management, performance monitoring and technical implementation and strategic oversight of all aspects of activities; s/he will serve as the principal institutional liaison to USAID/ Nigeria and should be expected to have regular and transparent communication with the USAID/ Nigeria AOR, other stakeholders and national- level partners.
    • This position reports directly to the Chief Executive Officer.

    Summary of Essential Duties and Responsibilities

    • Maintain overall programmatic and financial management responsibility for ACE activity and ensure that Heartland Alliance Ltd/Gte abides by USAID financial and programmatic procedures, rules and regulations.
    • Ensure that program goals and objectives are met within the agreed time frame and budget;
    • Oversee the development of annual work plans, monitoring and evaluation plans and other required documents.
    • Produce and deliver all required program reports.
    • Directly supervise the other key personnel on the program, as well as program staff, to ensure that all deliverables are met in a timely fashion.

    Qualifications

    • A minimum of a Master's Degree in Public Health, Health Administration, Management, Social Work or Business Administration with a focus on public health, social sciences, or related field. A First Degree in Medicine is preferred;
    • A minimum of twelve (12) years of experience with progressively increasing responsibility designing, implementing, managing, and leading large development program involving multiple partners, stakeholders, and geographic target areas in a developing country The 10 years must be inclusive of five (5) years prior experience as a Chief of Party or similar leadership role of similar size and complexity;
    • The 12 years must also be inclusive of a minimum of three (3) years of experience providing specific technical direction and oversight of the development and management of HIV and TB service delivery programs
    • Demonstrated ability through previous experience leading a technical activity through evidence and data driven decision making;
    • Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders;
    • Demonstrated ability through previous experience to effectively work with community leaders and members, senior government officials, dignitaries, executives of NGOs, Faith Based Organizations (FBOs), CBOs, and the for-profit business community, and senior members of the donor community; and
    • Excellent interpersonal, writing and oral presentation skills in English.

    Director of Monitoring, Evaluation, and Learning

    Job Summary

    • S/he will lead the design and implementation of the task order M&E framework to track activities against targets, outcomes, and impacts; provides strategic oversight of the program learning agenda and operational research activities. Generates evidence for programming and impact.
    • S/he will lead efforts to strengthen monitoring and evaluation, and performance reporting within the targeted geographic area, which may include overseeing support to community organizations to monitor, document and analyze the performance of their HIV and TB services and activities and ensure data quality.
    • S/he will liaise with relevant technical advisers and counterparts responsible for district and provincial level strategic information and monitoring and evaluation and support coordination with national data systems. This position reports directly to the Chief-of-Party.

    Summary of Essential Duties and Responsibilities

    • Developing and implementing effective monitoring and evaluation strategies including agreed project deliverables.
    • Provide and support planning and implementation of trainings in M&E and reporting as required by staff and local partners
    • Analyze and document the progress, impact, challenges, solutions and lessons learntfrom programs
    • Lead and coordinate the planning and implementation of periodic impact evaluation studies, operations research and preparing strategic documents/reports for donors, governments, and other stakeholders.
    • Lead the development of performance monitoring plans (PMP).

    Qualifications

    • A minimum of a Master's Degree in Public Health, Epidemiology, Social Work, Monitoring & Evaluation, Demography, Biostatistics, Statistics, analytics or a related field is required.
    • Minimum of 10 years of work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data intensive, performance-based programs funded by USG;
    • Demonstrated working knowledge of Nigeria’s health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting;
    • Demonstrated understanding, experience and competency in working with HIV and TB community-led organizations and community leaders;
    • Demonstrated written, presentation, communication and organizational skills in English.

    Director of Finance and Operations

    Job Summary

    • The DFO will be the lead expert for financial management as well as for administrative, human resource and logistics management. S/he is responsible for overseeing project accounting and finance/budget management, along with project operations, in line with USAID policies.
    • This includes being responsible for efficient resource deployment and use, program accounting arid financial reporting systems, cost-share and related reporting and ensuring compliance with USAID financial and accounting rules and regulations. This position reports directly to the Chief-of-Party.

    Summary of Essential Duties and Responsibilities

    • Maintain financial management responsibility for the project
    • Develop and manage monthly, quarterly, and annual budgets.
    • Prepare periodic financial analyses and manage cash flow
    • Prepare financial reports and analyses for Heartland Alliance leadership monthly and USAID/NG quarterly.
    • Oversee the implementation of sub-contracts and sub-grants to ensure operational integrity and financial accountability.

    Operations Management:

    • Improve the operational systems, processes, and policies in support of organization’s mission.
    • Coordinate across and work to improve the quality of operational services (human resources, contracts, legal, logistics, budgeting, IT, etc.), through understanding current systems and working collaboratively with the teams to improve each function to respond to increases in scale.
    • Play a significant role in long-term planning, including an initiative geared toward operational excellence.
    • Regular and ongoing communication with Chief of Party, providing counsel and vision for operational planning.
    • Manage operational staff in human resources, IT, logistics, administration, and sub award management.

    Risk Management:

    • Manage the organization’s security systems, including ensuring the phone tree and Security plan are updated and liaise frequently with HALO’s Security Officer as needed to ensure risk and security management of all the HALO offices.
    • Serve as primary liaison to legal counsel in addressing legal issues.
    • Oversee organizational insurance policies.

    Qualifications

    • A minimum of a Master's Degree in Finance, Business Administration or a closely related field. An ACAIACCA/CPA, or other recognized professional accounting qualification is a must
    • A minimum of 10 years of progressively responsible experience in overseeing financial operations and management of large-scale, complex development activities in developing countries;
    • A minimum of 5 years of experience overseeing the procurement administration and financial management and expertise with USAID financial reporting and compliance requirements.
    • Demonstrated understanding, experience and competency in working with community-led organizations and community leaders;
    • Demonstrated written, presentation, communication and organizational skills in English.
    • In-depth knowledge of financial software applications, including QuickBooks and others.

    Deputy Chief of Party Director

    Job Summary

    • The Deputy Chief of Party is responsible for supporting the overall USAID Accelerating Control of the HIV Epidemic in Nigeria (ACE) Activity management and providing technical leadership and over sight for task order implementation at the facility and community-level of HIV/AIDS and TB service delivery.
    • S/he will deputize for the Chief of Party in her/his absence and will be primarily responsible for government engagement, advocacy.

    Summary of Essential Duties and Responsibilities

    • Serve as program technical lead and provide technical inputs into program activities, including program design, implementation, monitoring, and evaluation in coordination with the Chief of Party. Support research and innovations accelerated with improved impact on program implementation.
    • Ensure that program activities reflect best practices, including GON, PEPFAR, UNAIDS, and WHO guidelines.
    • Supports the promotion of synergy between sub-awardees inputs and ensuring that the right partner skills are harnessed in the most efficient way to deliver targeted, effective, high-quality implementation
    • Identify issues and risks related to project implementation in a timely manner, with recommendations for appropriate adjustments in programs and operations, that are subsequently implemented in response to USAID/Nigeria technical and managerial direction.
    • Serve as alternate liaison to USAID, consortium partners, Government agencies, project stakeholders, other national and international stakeholders as well as other counterparts in the public and private sectors on the project.

    Qualifications
    The following are the minimum qualifications required for the position:

    • A minimum of a Master's Degree in Public Health Administration, or Management Social Work, with a focus on public health, Social Sciences, or related field. A first degree in Medicine is preferred;
    • A minimum of ten (10) years of professional work experience in the field of Public Health and HIV and TB service delivery programs.
    • This should be inclusive of a minimum of five (5) years of progressively responsible experience in working on community engagement, mobilization, advocacy, or related activities under a United State Government (USG) funded activity that includes program planning, implementation, data use, monitoring and reporting.
    • Demonstrated ability and competency to effectively work with community leaders and organizations, and effectively coordinate with a range of stakeholders including government, and other civil society organizations, and the private sector; Demonstrated working knowledge of U.S. Government program management regulations; and
    • Demonstrated written, presentation, communication, and organizational skills in English.
