    Assistant Technical Officer - General

    Description

    • The Assistant Technical Officer-General: will provide technical and programmatic support in the implementation, monitoring, and reporting of assigned program areas within AHNi’s integrated health interventions.
    • The ATO–General will assist in ensuring the quality and integrity of program deliverables across health systems, community engagement, and service delivery points in line with donor requirements, organizational standards, and national guidelines. 

    Minimum Recruitment Standard

    • BSc / BA Degree in Public Health, Health Sciences, Social Sciences, or related field with 1 - 3 years of relevant experience in program implementation and technical assistance in public health or development programs.
    • Familiarity with health program implementation in Nigeria, particularly within DoS, Global Fund, or similar donor-funded projects.
    • Demonstrated understanding of community engagement, data management, and quality improvement processes.
    • Strong communication, teamwork, and interpersonal skills with the ability to interact productively with partners and stakeholders at various levels.
    • Ability to multitask and deliver high-quality results under tight deadlines.
    • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
    • Willingness to travel frequently to implementation sites.

    Technical Officer - Laboratory Service

    Description

    • The Technical Officer-Laboratory Services: Under the supervision of the STO-Lab will technically support the implementation, optimization, and monitoring of laboratory systems to support the ACE 1 project’s HIV and TB diagnostic services.
    • The role involves strengthening viral load sample management, deploying advanced diagnostic tools, and ensuring continuity of services in Fragile, Conflict, and Violence (FCV) and Hard-to-Reach (H2R) settings.
    • This position supports the attainment of UNAIDS 95-95-95 targets through laboratory capacity building, quality assurance, and data utilization to ensure sustainable epidemic control.

    Minimum Recruitment Standard

    • A Degree in Medical Laboratory Science, Microbiology, Biochemistry, or a related field.
    • Certification in ISO 15189 or equivalent is highly preferred.
    • At least 8 years of progressive experience in laboratory diagnostics, including HIV and TB services in resource-limited settings.
    • Expertise in VL sample management, molecular diagnostics, and integration of TB diagnostics such as TB-LAM and CrAg.
    • Proven ability to implement laboratory systems in FCV and H2R environments.
    • Familiarity with USAID/PEPFAR programs, LIMS, and national laboratory policies.
    • Strong technical knowledge of PCR, GeneXpert, and advanced laboratory technologies.
    • Excellent problem-solving and project management skills in challenging settings.
    • Proficiency in data analysis, reporting, and visualization tools.

    Finance & Administrative Assistant

    Description

    • The Finance & Administrative Officer will be responsible for the provision of accounting, administrative, and logistical support services to AHNi State Offices.
    • S/He will assist in the preparation of monthly financial report forms, which accompany executed sub-awardee project documents, attend to all administrative functions in the Finance unit, prepare monthly reporting/ budgets data entry into excel spreadsheets and automated MIS reports and disseminate information to AHNi State offices/HQ.
    • Also, s/he will manage and ensure quality in all GF events logistics – Reservations (Accommodation/Flights/Venue etc.), meals, event materials, attendance, support finance with needed information’s/documents to make prompt participants payment, support in the State office’s procurement process including, but not limited to, purchase requests, prequalifying vendors, soliciting quotes, collating quotation/bids from prequalified/potential vendors, the vendor selection process through receipt and payment for goods and/or services etc.  

    Minimum Recruitment Standard

    • University Degree in Accounting, Finance or Business Administration
    • Experience with administrative and secretarial skills
    • Sound accounting skills
    • Experience with large complex organization is required, familiarity with international NGOs preferred.

    Technical Officer - General

    Descriotion

    • The Technical Officer – General: The TO-General provides multi-disciplinary technical, supervisory, and operational support to ensure delivery of high-quality HIV/AIDS and TB services in line with the National Guidelines, donor requirements, and ACE-1 SOPs.
    • Operating as part of the cluster command structure, the TO–General works under the first-line supervision of the Cluster Lead/Commandant (STO/STA) and the second-line oversight of the State Team Lead, with dotted-line technical support from PHO units.
    • The role includes mentorship for ATOs, Technical Assistants, and ad hoc staff; stakeholder management in assigned clusters/facilities; oversight of assets and inventory where backstopping is required; and leadership in ensuring adherence to case management and Know Your Client (KYC) processes.

    Minimum Recruitment Standard

    • MBBS, Nursing, Public Health, or related field; Master’s degree preferred.
    • Minimum of 5 years’ progressive experience in HIV/AIDS program implementation, with at least 2 years in a supervisory or mentorship role.
    • In-depth knowledge of National HIV Treatment Guidelines, case management models, and donor-funded project compliance.
    • Strong proficiency in EMR systems (LAMIS), Microsoft Office Suite, and DHIS2.
