    Administrative Technical Assistant

    Type: Full Time
    Status: National Employee

    Background

    • The INGO Forum in Nigeria (NIF) was formed in late 2014 to develop a collaborative platform for effective and principled INGO interaction, engagement and coordination for humanitarian, recovery and development interventions in Nigeria.
    • Since inception, the INGO Forum has become a critical platform for ensuring effective information sharing and analysis; leadership on advocacy and policy engagement; and liaison with government/donor/UN engagement and engagement ensuring the perspectives of INGOs and affected populations are ultimately included in decision-making processes.
    • The INGO Forum is governed by a core membership of 54 members (and 7 observers) with new member applications pending approval on a regular basis, The INGO Forum is governed by an elected Steering Committee of five Country Directors and a Chair that works alongside a full term Secretariat. Since November 2020, the INGO Forum is administratively hosted by iMMAP in Nigeria’s capital city of Abuja as well as Maiduguri.

    Description of Duties
    Administration and Logistics:

    • Adheres to and supports the implementation of host organization policies, procedures, and guidelines.
    • Supports the Forum in communications, information management and coordination, as needed.
    • Manage the logistics of meetings, take minutes of meetings, and disseminate in a timely manner.
    • Responsible for travel and accommodation arrangements for NIF guests and staff by liaising with iMMAP's security and operations team.
    • Support in organizing all trainings, meetings, workshops, events, and other INGO Forum activities.
    • Maintain an accurate inventory of office supplies, stationery, consumables and be responsible for re-stocking when office supplies and NIF communication products are running low.
    • Handles for all logistical aspects of NIF events and workshops, including raising the PR, liaising with relevant focal persons at the event venue, tracking number of participants, participant sign up, support agenda development and any other responsibilities assigned.
    • Ensure NIF asset register is updated regularly with information on purchase and transfer of items.

    Procurement:

    • Support the Program Officer in procurement processes for NIF internal and external meetings, events and purchases/services.
    • Responsible for filing and updating procurement and contract trackers.
    • Maintain an electronic filing system for all procurement and contractual documents.
    • Management of vendor and service providers deliverables.
    • Responsible for processing of payment for consultants, vendors and service providers invoicing and payments.

    Requirements
    Education:

    • University Degree in Business Administration, Social Science, Management, or relevant field

    Experience:

    • A minimum of 2 years of experience in working with financial, administrative and procurement systems.

    Soft skills:

    • Excellent communication skills (Writing and speaking)
    • Experience working in administration, procurement, and logistics.
    • Ability to work under pressure, independently and with limited supervision.
    • Able to learn and work under pressure.
    • Flexible and adaptable to changing situations.

    INGO Forum Program Officer

    Description of Duties
    Programs and Operations:

    • Assist in program activity planning and work plans for all NIF teams.
    • Plan and organize all required meetings, workshops, events, and other INGO Forum activities.
    • Provide general operations, procurement, and administrative support to all NIF teams.
    • Work closely with the host organizations operations team to ensure compliance with all procurement, asset, and operations policies and procedures.
    • Assist the Senior Programs Officer in providing support to NIF members, particularly from the HR, Finance, and Logistics working groups.

     Procurement and Logistics:

    • Assist in the preparing of NIF procurement plan, liaising with internal teams and team leads.
    •  Ensure NIF’s adherence to the host organizations procurement, and administrative requirements and policies.
    •  Manage procurement processes for NIF internal and external meetings, events and purchases/services.
    • Coordinate all NIF’s procurement process, liaising with the senior program officer and internal teams.
    • Manage relationship with NIF’s external stakeholders, vendors and suppliers.
    •  Oversee the management for all travel and accommodation for NIF staff, visitors, and participants.
    • Oversee the Administrative Assistant in ensuring support activities including travel, logistics arrangement, and procurement needs of teams and participants are met.
    • Ensure all NIF procurement related documents and contract tracker are updated, retained, and filed appropriately.
    • Assist with organizing NIF event logistics, ensuring all necessary resources are available for events.
    • Supervise the maintenance of all asset and non-asset records of NIF office in Abuja and Maiduguri.

    Requirements
    Experience and Skills:

    • BA / BSc or equivalent level of Education in Business, Management, International Development, or any relevant course.
    • A minimum of 3 years of experience in working with programs management, operations, and procurement systems.
    • Experience working in programs support and operations.
    • Excellent organizational skills, ability to plan and manage diverse tasks and responsibilities
    • Attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
    • Excellent work habits with the ability to work in a multi-cultural environment.
    • Good level of computer skills, particularly working with Outlook, and Microsoft 365 (Excel, Word, and PowerPoint).

    Senior Program Officer (INGO Forum)

    Description of Duties
    Finance Support:

    • Manage NIFs internal monthly accounting and financial reporting in partnership with the host agencies finance team.
    • Manage and monitor the cash flow of Membership Fees in accordance with host agency finance procedures and ensure reporting to the membership.
    • Work with NIF Director to ensure compliance with donor, and host agency regulations. Ensuring a high level of compliance.
    •  Coordinates with host agency grants management team responsible for writing, developing, and implementing grant proposals.
    • Research information and data necessary for grants and grant reporting. Develop narrative and donor reports on all grants and budgets. Manage reporting deadlines, coordinate, and consolidate reports as necessary from team members, ensure documents are fit for purpose and in line with donor requirement.
    • Develops outlines, timelines, staffing, budgets, outcomes, and indicators according to funding guidelines.
    • Maintains necessary records, files, reports, databases, and resource materials pertinent to Grants Office activities.

    Membership Support Management:

    • Directly manage, coordinate, and ensure relevant technical support is provided to NIF working groups (Logistics, Human Resources and Finance) with regular follow up and provide updates to the NIF Director.
    • Provide new agencies on mission or being deployed with relevant information, including linking them up with admin units in various INGOs for support.
    • Manage the application process for prospective members, present new member applications to the NIF Director and welcome new members to the Forum through the induction process.
    • Prepare the annual membership invoices and receipts upon payment and share information related to all payments to the director.

    Administrative Management:

    • Support the recruitment process, Terms of Reference and contract drafting for consultants in close collaboration with the host agency.
    • Manage the procurement, financial, and administrative systems in compliance with host agency and donor requirements.
    • Oversee the management of the asset and non-asset record of NIF office in Abuja and Maiduguri.
    • Function as a focal point for all communications with INGO Forum logistics, human resources and finance team at HQ and national level.
    • Supervise support staff in ensuring support activities including procurement, travel, and logistical arrangements for in country and international travel are provided.
    • Oversee the general office operations management.

    Requirements
    Education:

    • University an Institute Degree in Business Administration, Finance or relevant field

    Experience:

    • With at least 4 years or work experience in Administration, finance and NGO operations field.
    • Grant management experience with knowledge of the grant submission processes of major humanitarian and development donors, is an advantage
    • Proven and well-demonstrated experience in relationship-building skills and stakeholder management

    Soft Skills:

    • Flexible and adaptable to any situation.
    • Ability to work independently while under pressure and during long hours.
    • Excellent work habits with a willingness to work in a multi-cultural environment.
    • Excellent organizational skills, including proven ability in administration, financial and logistics.
    • Excellent communication skills, including drafting documents;
