POSITION SUMMARY
The WaSH Assistant leads projects implementation in the field, reach and keep good relationship with the project communities, planning reporting functions of the country office WASH activities such as water access and sanitation facilities construction or rehabilitation, hygiene promotion awareness, Behavior change strategies, MHM Strategies, Wash training to the communities, etc., ensuring compliance with NCA policies, donor requirements, and local regulations. He is responsible for the WASH volunteer on ground in the field and for the implementation of the program activities in the whole area of responsibility. He coordinates and oversees the Wash vendors or service providers and partners on ground, provides updates to the WaSH Seniors Officers, ensures timely and effective implementation of activities, including identification of financial, logistics and security needs in the deep field and sharing with his/her supervisor.
AREAS OF RESPONSIBILITY
- Coordination and Project development: The Wash Assistant coordinates in the field with other actors, communities and local authorities. He sends field information to the central coordination level in Maiduguri. He contributes to the project needs assessment to support the project development. Lead the project implementation and management on ground, manage the Wash volunteer, and ensuring the quality of the works.
- Project implementation quality insurance: Ensure the timely and effective implementation of activities under his/her supervision in the specific deep-field locations (daily coordination of activities, BoQs, procurement requests, financial requests): Based on project documentation, develop and submit to the supervisor the monthly activity planning in coordination with contractor’s teams from the specific deep-field location.
- WASH Partners management: Support, Guide and supervise WASH partners implementing team, ensuring they are implementing timely their project according to the framework result and the required compliance for each activity .
- Monitoring, Evaluation, and Learning: Support with MEAL to effectively monitoring and reporting of the activities and expected results (relevant data collection and documentation, internal activity reporting). Support the MEAL for monitoring and reporting partners projects. To arouse, highlight and encourage the capitalization of lessons learned.
- Ensure Cross Cutting Issues (Gender, Protection, Environment & Other): Ensures the centrality of protection, GBV mainstreaming and respect of CHS and AAP standards in all the projects activity’s location.
MAIN TASKS
Task 1 : Coordination and Implementation
- Ensure coordination and proper implementation of weekly and monthly plans.
- Coordinate Wash volunteer and project activity plans.
- Give weekly feedback on the activities planned.
- Represent NCA in coordination meetings in the field.
- Ensure adherence to security policies and update on security developments.
- Share with the Seniors Officers relevant information from the deep field.
- Provide updates on procurement needs.
- Submit and clear advance requests for the project needs.
- Report on security issues.
- Ensure timely implementation of Wash activities.
- Maintain links with partners, projects targets, local authorities and other sectors.
Task 2 : Supervision, monitoring, evaluation, learning and capacity building
- Monitor the project implementation and progress.
- Ensure compliance with NCA policies.
- Ensure projects target those with the greatest needs.
- Supervise partners activities in the field.
- Prepare monthly progress reports.
- Contribute to capacity building of the Wash volunteer.
- Give feedback on the tools and strategies for the WASH programme.
- Manage volunteer performance.
- Supervise wash construction and hygiene promotion activities on ground.
- Plan and organize properly the hygiene and MHM Kit distribution
- Participate in cross-sectoral assessments.
- Supervise Wash kits procurement process, vendor delivery and partners, ensuring quality and compliance.
- Train beneficiaries on O&M of WASH facilities.
- Provide regular reports and document results.
- Ensure operationalisation and monitoring of partner activities.
- Report on difficulties and lessons learned.
Task 3: Representation and visibility
- Ensure NCA\'s representation and visibility in the field.
- Ensure NCA\'s role as an active humanitarian actor in the field.
- Report on difficulties and lessons learned from the field.
- Ensure good coordination with partners and actors in the WASH sector in the field.
- Representing the office in WASH working group meetings in the field.
- Undertake any other WASH-related tasks as necessary in the field.
OTHER DUTIES / FUNCTIONS ASSIGNED TO THE POSTION
- Be flexible to work anywhere in Nigeria where NCA expresses the need
- Comply with and promote NCA security requirements and program routines, regulations and Standard Operating Procedures
- Ensure the timely preparation and submission of relevant documents for archiving in the NCA system.
- Feed the Wash activities tracker and contribute to update NCA activities in the Wash sector activities matrix
