The Urban Planning Specialist will be responsible for leading the design, development, and implementation of masterplans, spatial frameworks, land use policies, and regulatory guidelines for OYNTCDA.
This role is pivotal to ensuring that all new urban developments are efficient, inclusive, sustainable, and aligned with the state’s long-term growthstrategy.
The successful candidate will work collaboratively with architects, engineers, community development officers, GIS analysts, and external consultants to prepare comprehensive and implementable urban development plans.
The position requires strong technical expertise in spatial planning, stakeholder coordination, and knowledge of development control processes.
Key Responsibilities
Lead the preparation and review of masterplans, district plans, and land use frameworks for new towns and growth corridors
Conduct spatial needs assessments, demographic studies, and urban growth modelling to guide development priorities
Coordinate planning input for zoning regulations, urban design codes, and infrastructure layout proposals
Guide site layouts, subdivision planning, and integration of transport, housing, and public spaces
Ensure all planning activities comply with statutory requirements, physical planning laws, and environmental standards
Provide technical oversight on the implementation of urban plans, including monitoring alignment with development control guidelines
Liaise with local government authorities, landowners, and community groups to support participatory planning processes
Support project feasibility studies and infrastructure investment prioritisation based on spatial and socio-economic data
Contribute to the preparation of planning briefs,TORs, and evaluation of consultant submissions
Required Skills & Qualifications
Bachelor’s or Master’s degree in Urban and Regional Planning from an accredited institution
Minimum of 7 years’ experience in urban planning, with demonstrable work on city-scale or regional development projects
Registration with the Nigerian Institute of Town Planners (NITP) and the Town Planners Registration Council (TOPREC) is mandatory
Strong understanding of Nigerian urban development laws, land use regulations, and infrastructure planning standards
Proficiency in planning tools including AutoCAD, ArcGIS/QGIS, and urban modelling software
Experience in preparing planning reports, policy documents, and stakeholder presentation materials
Excellent communication, analytical, and team collaboration skills
Familiarity with public-private development models, land management, and affordable housing schemes is a plus.
