    Technical Advisor - Livestock Integration

    The project “Integrated approach to climate change in the rice production system in Nigeria” (InACC) aims to contribute to climate change resilience and food security in rural areas of Nigeria. The Joint Action is jointly financed by the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the Special Initiative ONE WORLD - No Hunger and the Global Programme Green Innovation Centre for the Agriculture and Food Sector, Nigeria (GIAE NG). Its objective is a concretisation of the Special Objective 1 of the EU Action for Sustainable Agri-Food Systems which reads “agricultural innovations have contributed to climate change resilience, food security and close collaboration between small-scale rice producers and agro-pastoralists in selected rural areas in Nigeria” and contributes on a higher level to the Overall Objective of the Action for Sustainable Agri-Food Systems which reads “Improved food and nutrition security in partner countries”.

     In collaboration with Research Institutions, State Government extension services, and civil society organizations and as part of the GIAE Nigeria, InACC will disseminate proven innovations and support smallholder farmers and MSME’s among rice farmers and Agropastoralists to increase yields, incomes, and the number of jobs in selected communities from Benue and Nasarawa states. Through a multi-level approach, relevant governmental, private, and civil society actors at local, regional, and national levels will be advised on climate-smart innovations and practices in rice and agro-pastoral systems.

    A.    Responsibilities & Tasks

    • The Technical Advisor will support the Project Manager of the GIAE NG InACC EU-BMZ co-finance project in the implementation and coordination of the project’s activities with the grantees, Kluster of Transformation of Agrifood Systems, GIAE NG, other GIZ projects, GIZ Country Office, as well as the Federal/State Governments, ADP programs, other international organizations, and the private sector.
    • Under the direct supervision of the Project Manager, and in close collaboration with the Technical Adviser of Rice and Climate Change and with the Technical Adviser in Monitoring and Evaluation, the Technical Adviser in Livestock integration will:
    • Support the Project Manager in planning, implementation, and coordination of project activities
    • Provide technical advice on climate-smart practices for livestock production, particularly as these link to the rice value chain and support to implementing partners.
    • Support development of inclusive business models and support to enterprises that can sustain the livestock climate smart practices and provide jobs in the livestock value chain
    • Mapping and identification of civil society organisation to implement social cohesion and fragility management between rice farmers and agro-pastoralists
    • Support the implementation partners on peace building and conflict resolution aspects of rice and livestock integration
    • Provide support to research and analytical work
    • Coordinate and supervise local and international consultancies
    • Plan and prepare conferences, workshops, study trips and other events
    • Provide input to project monitoring and evaluation methodology and design
    • Support the Project Manager in overseeing the monitoring and preparation of reports to GIZ as well as to the EU Delegation
    • Support the development and review of training materials for trainers and for the target group
    • Coordinate the implementation activities closely with the GIAE NG particularly in the livestock value chain as well as with other relevant GIZ projects       
    • Support the design and some activities related to M&E
    • Monitoring activities with the Grant Agreement for Neem Foundation
    • Perform other duties, tasks, and responsibilities at the request of the Project Manager.

    B.    Required qualifications, Competences and Experience

     Qualifications

    • Master’s degree in Livestock, Agriculture, animal husbandry, natural resources, or related field

    Professional experience

    • At least 5 years of professional working experience in a similar position
    • Broad experience working with capacity development related to climate change adaptation and mitigation in livestock-based value chains.
    • Work experience and insights in crop and livestock integrated approaches, particularly when related to pastoralist and agro-pastoralist systems.
    • Previous experience in projects relates to reducing/resolving conflict between farmers and herders.
    • Good understanding of community participation in program design.
    • Experience with conflict-sensitive approaches to community development is an added advantage
    • Experience in planning, monitoring, and evaluation systems in the agricultural sector is an added advantage
    • Previous experience working in development organizations is an advantage

    Personal Skills

    • Good analytical, decision making and problem-solving skills
    • Strong oral and written communication skills
    • Ability to communicate adequately with interdisciplinary/multi-institutional teams (units/research organizations, NGOs and government agencies, farmers, farmers organizations, and donors)
    • Team player and constructive attitude responding positively to critical feedback and differing points of view
    • Advanced working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
    • Developed attitude and awareness of service delivery
    • Personal integrity and accountability
    • Positive, collaborative, and constructive attitude to people and work.
    • Open to change and ability to manage complexities
    • Knowledge of local Nigerian languages in the implementation areas is an asset
