    Senior Program Officer, MOFA (N4)

    Background

    • We are seeking to recruit qualified candidates of Nigerian national for projects of which one is to be funded by the Japan's Ministry of Foreign Affairs project (MOFA) - a 1-year development project which aims are on the revitalization of rice cooperatives and decarbonization of rice production under the Nasarawa Agricultural Development Program, Lafia, Nasarawa State.
    • The project seeks to strengthen the functions of two rice cooperatives in Nasarawa State through the development of infrastructure, such as storage for aggregation centers.
    • It also aims to promote digitalization through mobile apps and decarbonize the rice production and processing process. The second vacancy is under the Nippon Foundation core project, where a qualified candidate shall be recruited for its SAFE Program under capacity building initiatives.

    Job Description

    • Under the guidance and direction of Sasakawa Africa Association (SAA) Nigeria Office, the Senior Program Officer will carry out activities and provides day-to-day monitoring of the MOFA project.
    • He/she reports to the Country Director/ Deputy Country Director, SAA Nigeria office.

    Roles and Responsibilities

    • Acts as the main Technical Adviser to the Contractor and supervise the works of the Site Engineer, Manager, Technicians, Craftsmen, Masons, Plumbers and other related workers.
    • Oversees quality control on the construction site, and visit the project sites regularly.
    • Manage, monitor, interpret and explain the building plan, drawing and design documents supplied by the concerned authority.
    • Maintains constant liaison with the Contractor and their representatives (Architects, Engineers and Surveyors), including attending regular meetings to ensure the pace of work progress.
    • Maintains liaison with the local authority (where appropriate to the project) and sort out emerging issues in consultation with the Country Office to ensure uninterrupted progress of the construction works.
    • Ensures that the construction activities are carried out according to the plans, designs and drawings and ascertain accuracy of the qualities, quantities and proportions of the construction materials are precisely maintained. Ensures that all materials used and works performed are in accordance with the specifications indicated in the contract document.
    • Reviews and agree on the quantity, quality and materials used for construction of the building by the Contractor. Resolves any unforeseen technical difficulties and other problems that may arise in the process of the work in consultation with the Country Office.
    • Provides progress report of the project as at when required by the SAA Country office and HQ
    • Responds to all enquiries from the SAA Country Office and the HQ as any time required

    • Ensures that the work gets timely progress in order to meet agreed deadlines.
    • Reporting and Communication
    • Maintains constant coordination between the Contractor and SAA Nigeria Office.
    • Prepares various narratives, and technical reports as required.
    • Submits Monthly/Interim/Compilation reports to SAA Nigeria Office. Performs any other duties assigned by the supervisor and the Country Director.

    Education Background and Experience

    • B.Eng / B.Sc / M.Sc in Civil, Mechanical or Electrical Engineering.
    • Minimum of 10 years practical working experience in construction/installation in a refutable company/organization.
    • Membership of professional bodies and Other related engineering qualifications such as COREN are added advantage.

    Competence:

    • Advanced knowledge of AUTOCAD, and Microsoft Power Point and Word.
    • Evidence of working under similar project
    • Project coordination and management skills.
    • Respect teamwork and cultural diversity
    • Ability to deliver by due date and response in timely manner
    • Ability to pay attention in detail while meeting deadline.
