    Safety / Environmental Compliance Manager

    Job Summary

    • The Safety / Environmental Compliance Manager is responsible for developing, implementing, and enforcing the project’s Health, Safety, and Environmental (HSE) plans.
    • The role ensures full compliance with safety regulations, environmental requirements, and project standards by proactively identifying hazards, monitoring site conditions, managing safety certifications, and preventing incidents.
    • The position also provides support as a Work Zone Traffic Control (WZTC) Officer during construction activities.

    Key Responsibilities

    • Develop, implement, and enforce the project Safety and Environmental Management Plans.
    • Ensure compliance with all applicable safety, environmental, and regulatory requirements.
    • Monitor site activities to identify danger zones, unsafe conditions, and environmental risks.
    • Ensure corrective actions are implemented promptly to eliminate hazards.
    • Conduct regular safety inspections and risk assessments across all work areas.
    • Identify and control hazards related to construction activities, equipment operation, and traffic interfaces.
    • Ensure hazardous materials are properly handled, stored, and disposed of in accordance with regulations.
    • Monitor environmental aspects such as waste management, spill prevention, and site cleanliness.
    • Assess construction equipment, tools, and machinery for defects or damage that could lead to injuries.
    • Ensure defective or unsafe equipment is removed from service immediately.
    • Manage all safety certifications, permits, and approvals required for the project.
    • Verify that workers and operators hold valid safety training and certifications.
    • Assist as a Work Zone Traffic Control Officer to ensure safe movement of vehicles and personnel.
    • Support implementation of traffic management plans during construction activities.
    • Coordinate with site teams to minimize risks to workers and road users.
    • Organize and conduct safety inductions, toolbox talks, and safety training sessions.
    • Promote safety awareness and environmental responsibility among all site personnel.
    • Enforce the use of personal protective equipment (PPE) on site.
    • Investigate accidents, near misses, and unsafe acts.
    • Prepare incident reports and recommend preventive measures.
    • Maintain accurate HSE records, inspection reports, and compliance documentation.
    • Report safety performance and issues to project management.

    Requirements

    • Bachelor’s Degree or Diploma in Engineering, Environmental Science, Occupational Health & Safety, or related discipline.
    • Professional HSE certifications (e.g., NEBOSH, ISPON, OSHA, or equivalent) are an advantage.
    • Minimum of 10–15 years’ experience in safety and environmental management on construction or highway projects.
    • Proven experience managing HSE programs on active construction sites.
    • Strong knowledge of construction safety and environmental regulations.
    • Excellent hazard identification and risk management skills.
    • Strong leadership and enforcement capability.
    • Good communication and training skills.
    • Ability to work effectively in high-risk construction environments.
    • Strong documentation and reporting skills.
