    Project Lead, Integrated Surveillance

    Position Summary:

    • Resolve to Save Lives seeks a Project Lead, Integrated Surveillance within our Epidemic Intelligence team. This role will focus on effective delivery of the new integrated surveillance initiative, including negotiation, implementation, and monitoring of project aims in multiple African countries, team, budget and grant management, and collaboration with country and global level operations teams to ensure an effective enabling environment.
    • The Project Lead, Integrated Surveillance will report to the Director, Epidemic Intelligence, supporting the development and implementation of strategy and overseeing programmatic management and technical capacity building among internal and external program staff.
    • This full-time, remote position is for a fixed term of three years, with the possibility of renewal. We will consider qualified candidates based in the US, UK, France, Ethiopia or Nigeria.
    • The incumbent will be expected to convene periodically for in-person team meetings and to be flexible for working during East Coast core working hours. The typical salary range for this role in the US is $145,000 to $170,000. 
    • The exact offer will be determined by a variety of factors such as the candidate’s individual skills and experience relative to the requirements of the role. Outside the US, salaries are set according to national labor rates for the international NGO sector.

    Core Duties and Responsibilities:

    The Project Lead, Integrated Surveillance will report to the Director of Epidemic Intelligence and will collaborate with HQ-based staff and in-country embedded teams, manage a core internal team, and provide oversight of program leads across implementation countries. Roles and responsibilities include but may not be limited to:

    • Inform and help drive the project strategy, lead planning, and direct the work
    • Develop and support a project team and provide oversight and guidance to in-country program leads
    • Coordination of RTSL multi-disciplinary program staff to provide assistance to government and embedded staff to assess surveillance systems, tools, and workflows for responses to identify priorities for implementation of integrated surveillance with a focus on people, process, and technologies required.
    • Liaison and collaboration with RTSL program teams including legal, digital and governance teams to support program implementation using systems approaches.
    • Grant management and donor relations
    • Overseeing delivery of targeted technical assistance to RTSL program staff to map available resources to an integrated strategy for implementation of integrated surveillance and identify points of synergy with domestic and external funding sources and support effective country absorption of donor funds
    • Coordination of a learning agenda within countries and across countries, including development and implementation of a maturity model and/or impact framework and a cross-country community of practice, identifying relevant learnings to share with external stakeholders including the World Health Organization
    • Liaison and collaboration with RTSL operations team to support in country recruitment and enabling environment, including required procurement and financial management processes for successful grant execution and the delivery and development of key digital prototypes
    • Collaboration with the Director on integrated delivery across the Epidemic Intelligence team’s program workstreams for key innovations and initiatives, including building and maintaining key partnerships

    Required Skills, Experience and Qualifications:

    • Master’s degree or higher in a relevant field (e.g., public health, epidemiology, informatics, statistics) and 15 years’ related experience, or equivalent experience
    • At least 5 years’ experience in surveillance strengthening in at least one African country (multi-country experience preferred)
    • Experience with and skilled at grant and program management with multi-country implementation
    • Proven ability to work collaboratively with government leadership (Ministers of Health or Directors of National Public Health Institutes) on strategy development and alignment on commitments and timelines
    • Capable of developing, motivating and inspiring teams to strive for excellence
    • Proven track record of directing and enabling team-focused, collective success
    • Excellent communication, presentation and interpersonal skills for engaging and influencing non-governmental partners, civil society organizations, donors, and multilateral agencies
    • Familiarity with multilateral funding organizations and in country implementation vehicles
    • Experience with business process mapping or systems thinking approaches
    • Strong analytical and decision-making capabilities for strategy and execution, including in areas of high complexity and ambiguity
    • Coaching and mentoring skills to support capacity strengthening of partner agencies and key government personnel
    • Ability to thrive in a collaborative and highly matrixed environment with experience serving many different internal and external stakeholders and demonstrating inclusiveness and active listening skills
    • Results and impact-oriented, with a problem solving attitude
    • Fluency in English is required, French or Portuguese language is desired but not required
    • Ability to travel up to 30%
