    Project Advisor - Differentiated Service Delivery

    Reports To (Title):Country Director

     POSITION SUMMARY

    ICAP at Columbia University (ICAP) supports a diverse portfolio of technical assistance activities in Nigeria, including two projects aimed at enhancing HIV differentiated service delivery. The multi-country CQUIN network, funded by the Bill & Melinda Gates Foundation, supports south-to-south learning between 21 countries in Africa and provides technical assistance to Ministries of Health and other partners engaged in the design, implementation, and evaluation of differentiated HIV programs. The DSD Strategic Initiative funded by the Global Fund also supports DSD related technical assistance, including state-to-state learning activities within Nigeria.

    Working closely with the ICAP Senior Care and Treatment lead in Nigeria, the DSD Advisor will provide technical support to CQUIN network and Global Fund activities in Nigeria, including promotion of uptake of DSD policies and tools; supporting ICAP’s technical assistance in a wide range of domains related to DSD; and helping to convene meetings, workshops, and visits. 

    MAJOR ACCOUNTABILITIES

    The DSD Advisor will:

    • Reporting to the Senior Technical Lead- Care and Treatment, the DSD advisor will provide technical and programmatic assistance for GF/CQUIN project implementation, including but not limited to support for: country needs assessments, situational analyses, stakeholder scans, and documentation of innovations.
    • Support the review of national HIV policies, strategies/guidelines and/or operational plan and engage policy makers to foster inclusion and the operationalization of DSD implementation with focus on key populations including persons in custodial and other closed settings.
    • Engage policy makers and program managers at national, regional, and state levels on the need for service delivery adaptations necessary for improvements in DSD service delivery along the HIV testing and treatment cascade
    • Support effective project management, including work plans, reports, meeting/call notes and project performance monitoring.
    • Support the design, implementation and evaluation of workshops and meetings, including developing concept notes, agendas, panels, and presentations; preparing participants; collecting and analyzing evaluation data; developing reports.
    • Support online meetings/teleconferences convening ‘communities of practice’ – experts from multiple countries working on shared projects.
    • Plan and lead learning visits with participants from GF/CQUIN network stake holders in Nigeria.
    • Stay up-to-date and serve as a repository on new information and knowledge in DSD service delivery and programming, driving the introduction and implementation of innovative strategies.
    • Routinely attend and provide appropriate technical leadership in program meetings, executing resolutions within her/his purview as appropriate.
    • Document project training and technical assistance activities and contribute to the production and dissemination of technical reports, guides, manuals, success stories, and other printed resources and toolkits.

    EDUCATION

    • A MBBS or international equivalent
    • MPH or other post graduate qualification preferred

    EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

    • Minimum five (5) years of progressive responsibility in the design and implementation of HIV care and treatment programs.
    • Experience designing, implementing and/or evaluating differentiated service delivery initiatives
    • Proven record of successful collaboration with Ministry of Health and donor partners
    • Demonstrated project management skills and experience writing program reports
    • Demonstrable experience, leading/supporting the review and/or development of national HIV policies, strategies, and guidelines
    • Ability to work independently with strong problem-solving skills
    • Experience working in resource limited settings
    • Strong computer skills with competencies in MS Office Suite required.
    • Fluent English oral and written communication skills; ability to interact professionally in English and oversee the production of comprehensive program reports

    TRAVEL REQUIREMENTS

    Substantial domestic travel within Nigeria is required, including up to 12 three-day visits to project states

    Only candidates who are eligible to work in Nigeria without a need for sponsorship will be considered for the position.

    The position is contingent upon availability of grant funding.
