    Programme Analyst- Affirmative Procurement - NPSA 8, PSA

    Key Functions And Accountabilities

    Project Management and Technical assistance and advice on Affirmative Procurement

    • Act as project officer for the national component of the project Women’s Economic Empowerment through Affirmative Finance in West Africa and lead implementation of national activities
    • Assist to monitor project progress according to work plan, and draft monitoring and donor reports
    • Assist the management, supervision, and coordination of consultants and other contractors for the implementation of project activities
    • Assist to coordinate relationships with key partners to support implementation, raise potential problems and suggest solutions
    • Assist the Management of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting
    • Act as Country Focal Person Alternate for the Regional Evaluation of the project
    • Advice CO/PP senior management and project partners on integration of affirmative finance principles in national policies.
    • Identify capacity building needs and support partners through technical assistance, training and capacity development initiatives, as needed to foster gender- responsive financial services, policies and practices
    • Support and oversee technical experts in the provision of technical assistance to institutional partners and Women-led SMEs to access finance

    Contribute technically to the development of programme strategies in the area of Women Economic Empowerment (WEE)

    • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to WEE

    Provide technical support to the implementation and management of the WEE programme

    • Provide inputs to the annual workplan and budget as required;
    • Coordinate and monitor the implementation of programme activities;
    • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
    • Review and coordinate the submission of implementing partner financial and narrative reports; and
    • Train partners on Results Based Management.

    Provide technical assistance and capacity development support to project/programme partners

    • Provide technical support to and technically oversee the implementation of programme activities with partners; and
    • Identify opportunities for capacity building.

    Provide technical inputs to the monitoring and reporting of the programme/project

    • Monitor progress on programme activity, results and indicators;
    • Monitor the implementation of proposals by responsible partners; and
    • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

    Provide technical inputs to the management of people and finances of WEE programme

    • Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
    • Provide inputs to financial reports; and
    • Oversee the work of Programme Associates and Assistants as needed.

    Contribute to building partnerships and resource mobilization strategies

    • Provide inputs to resource mobilization strategies; analyze and maintain information and databases; and
    • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

    Provide technical inputs to inter-agency coordination on WEE to achieve coherence and alignment of UN Women programmes with other partners in the Nigeria

    • Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by providing inputs to background reports and briefs.

    Provide inputs to advocacy, knowledge building and communication efforts

    • Provide technical inputs to background documents, briefs and presentations related to WEE;
    • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products; and
    • Provide inputs to the development of knowledge management products on WEE.
    • Support the CO in the formulation and implementation of learning strategies to build capacity of UN Women’s and its strategic partners in the area of affirmative finance.
    • Support the development of advocacy, knowledge building and communications activities at the national level
    • Contribute to the exchange of information and provide technical experts in the development of knowledge products
    • Actively participate in UN Women’s Community of Practice on Gender responsive procurement to share results, information and lessons from the project

    The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

    Education and certification:

    • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required.
    • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

    Experience:

    • At least 1 year of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
    • Experience in public policy and strategy to support women's entrepreneurship.
    • In-depth knowledge of gender/public procurement procedures and regulations in West and Central Africa;
    • Knowledge of and experience working with private sector affirmative sourcing and supply chain practices;
    • Experience working in programs and projects funded by international institutions (World Bank, African Development Bank; United Nations System) is an asset.
    • Experience designing and delivering training for women entrepreneurs is an asset
    • Experience in the WEE is desirable.
    • Experience coordinating and liaising with government agencies and/or donors is desirable.
