    National Programme Officer - Corruption Risk Mitigation (UNODC)

    Duties And Responsibilities

    • Within the assigned authority, the National Programme Officer will carry out a range of functions to support the anti-corruption work with institutions mandated with the management and protection of environmental resources.

    In particular the incumbent will carry out the following tasks:

    • Coordinate support to the implementation corruption risk mitigation plans of the Nigeria Park Service (NPS), the Federal Department of Forestry of the Federal Ministry of Environment of Nigeria (FDF-FMENV), the Nigeria Customs Service (NCS), and the National Environmental Standards and Regulations Enforcement Agency (NESREA), which have been developed with the support of UNODC. Liaise and coordinate with the relevant actors involved in the implementation of the corruption risk mitigation plans of these institutions.
    • Plan, design, prepare and implement technical assistance activities related to addressing corruption linked to the management and conservation of environmental resources, including organizing workshops, trainings and providing assistance for regulatory development and advocacy initiatives.
    • Provide substantive support to meetings and conferences including proposing agenda topics, identifying and proposing participants, preparing background documents and presentations, supporting administrative aspects if needed.
    • Provide support and capacity building to Anti-Corruption and Transparency Units (ACTUs) of the assisted institutions.
    • Participate in the preparation and conduction of field missions for the delivery of technical assistance or for research, analysis purposes.
    • Support the identification and engagement of, and coordination with, expert consultants hired for the implementation of specific risk mitigation strategies.
    • Coordinate corruption risk assessments and the development of risk mitigation strategies with other institutions mandated with the management and protection of environmental resources.
    • Contribute to substantive and financial reports, semi-annual and annual project progress reports, inputs to Quarterly Field Reports (QFRs), annual reports to donors.
    • Perform any other work-related duties as required/assigned.

Foresees risks and allows for contingencies when planning; monitors and adjusts plans and projects as necessary; uses time efficiently.
    • Technological Awareness: Proficiency in the MS Office package, specifically Word, Excel, and PowerPoint as required.

    Required Skills and Experience

    • Master's degree in Law, Criminal Justice, International Relations, or other relevant Human, Social or Political area, or a first level university degree with additional 02 years cognate experience, is required.

    Experience

    • A minimum of 02 years of progressively responsible professional experience in project/programme management or administration, preferably within the area of rule of law, anti-corruption, governance or a related field, at the national, regional or international level, is required.
    • Experience in providing technical assistance to national counterparts for preventing and/or fighting corruption is desirable.
    • Experience in supporting interventions targeted at combating crimes that affect the environment is desirable.
    • Working experience within the United Nations system or similar international organization is an added advantage.

    Language

    • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
