    MEAL Officer

    Job Title: Monitoring and Evaluation Officer

    PROJECT BACKGROUND:

    Community Health Justice and Peace Initiative for Development (JDPH) a Non-Governmental Organization, is implementing a General Food Distribution (GFD) and Blanket Supplementary Feeding Program (BSFP) project in Fika LGA, as funded by the World Food Programme (WFP). This project is aimed at providing emergency food support and special nutritious food rations to targeted beneficiaries to improve the deteriorating food security and nutritional status of the most vulnerable households. This intervention, is focused particularly on the most vulnerable households, young children 6 – 23/24 months and pregnant women and lactating women and girls (PLW/G) in Fika LGA of Yobe state.

    JOB SUMMARY:

    The MEAL Officer is responsible for the internal monitoring, reporting and documenting lessons learnt of the project activities. He/She is responsible for ensuring that the day to day activity implementation, documentation and reporting are performed in accordance with JDPH/WFP policies and Standard Operating Procedures (SOPs). The MEAL Officer will support and contributes to the success of the implementation of all GFD and BSFP activities.

    KEY ROLES/RESPONSIBILITIES

    Under the direct supervision of the Project Coordinator, the MEAL officer will carry out the following responsibilities:

    1 Design and implement monitoring and evaluation system.

    • Develop and implement plan of project to generate regular information related to progress of the project
    • Develop common indicators for data collection, design data collection tools template and assist for regular data collection/generation process.
    • Provide technical support to project Staff on implementing Monitoring and Evaluation plan and logical frame work.

    2 Project Information Management

    • Track project outputs and outcome level result on the periodic basis in close coordination with project implementing team as well as with the implementing partners.
    • Review and compile monitoring reports, Project progress report, Evaluate report, Photographs, case studies Video documentaries, Power point presentation etc.
    • Updated and maintain the project data base.

    3 Capacity Development in Monitoring and Evaluation

    • Provide technical support to Staff members for all Monitoring and Evaluation related activities.
    • Train MEAL Assistants and other Staff Members on Monitoring and Evaluation concepts and Skills.
    • Work closely with implementing team for enhancing their Capacity for proper data collection and reporting.
    • Contribute to design TOR, Training materials, Communication materials related to project and monitoring and Evaluation system.

    4 Quality Assurance

    • Review field assessment report, baseline Survey and evaluation report.
    • Ensure that reports from Partners consultancy are compute and meet the quality requirement.
    • Under take the quality control of projects implementing strategies and approaches.

    5 Reporting and Documentation

    • Prepare the monitoring and evaluation units’ periodic progress report and submit to Management.
    • Assist project team to prepare period reports of projects through providing monitoring and evaluation related information.
    • Assist to collect case story, best practices documentation, lesson learnt and update and manage that information in projects reports and other knowledge product.
    • Work closely with the project to ensure that lesson learnt from project evaluations are documented properly.
    • Contribute for developing and managing knowledge products (knowledge management) of projects.

    6 General Responsibilities

    • Prepare monitoring field visit plan to projects sites and conduct monitoring visits as and when required.
    • Conduct regular monitoring to projects intervention to ensure quality delivery of inputs and contribute for generating expected results.
    • Participate in internal and external monitoring mission.
    • Work closely with the project team members and relevant stakeholders for monitoring and evaluation of project interventions.
    • Assist to organize and facilitate various events such as meetings, Workshop, conference and seminars.
    • Ensures all outgoing correspondence, reports are shared with all team members and obtains Team leader’s permit before it is sent out.
    • Carry out other duties and responsibilities related to monitoring and evaluation as assigned by the Project Coordinator.
    • Report to the Project Coordinator.

    QUALIFICATIONS AND EXPERIENCE:

    • University degree in social sciences, statistics, computer science and or other relevant fields (bachelors as a minimum);
    • Possess 3 – 5 years of experience in monitoring and evaluation.
    • Experience in emergency program implementation (minimum 3 years) focused on cash and/or in-kind distributions (assessments, distributions, monitoring);
    • Experience of coordinating monitoring activities across various locations;
    • Prior experience in working in complex emergency settings, including internal displacement settings;
    • Demonstrable experience in coordinating other MEAL Assistants;
    • Demonstrable experience in designing and implementing gender disaggregated monitoring tools;
    • Proven experience in evidence based monitoring and report writing;
    • Strong experience with assessment tools and systems.

    TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

    • Admin/finance skills;
    • Good computer skills (proven computer literacy, in particular Excel knowledge is a must);
    • Representation and negotiation skills, demonstrated interpersonal skills, strong communication and diplomatic skills;
    • Has very reliable reporting and documentation skills;
    • Analytical skills, observation and analysis capacity;
    • Strong team spirit, comfortable in a multi-cultural environment;
    • Ability to plan ahead and stress-resilient;
    • Additional qualities: ability to multi-task, ability to handle pressure, ability to improvise, flexibility, adaptability to transitions.

    LANGUAGE SKILLS:  Fluency in written and spoken English and a good command of the Hausa language.
