    MEAL Manager-CGPP

    Specific Job Responsibilities:

    Data Management:

    • Provide technical support to partner organizations in data collection, collation, analysis and dissemination
    • Develop relevant data capture tools to ensure Polio and Routine Immunization (RI) data from the focal states are reported to the donor in good time
    • Develop milestones and targets for the project logical framework
    • Assist the Secretariat Director/CoP in the revision and update of project milestones and targets as may be required from time-to-time
    • Analyze and interpret all Polio and RI related data from government and partners
    • Set up the MEAL system for the Global Health Security Project (GHSA)
    • Refine the MEL plan including relevant indicators, data collection tools, and reporting formats the GHSA project
    • Coordinate the MEAL Training and Capacity building sessions on the data collection and reporting tools on polio, COVID-19 and GHSA projects across the 5 States of Nigeria.
    • Lead the conduct of internal Data Quality Assessments for the Polio, GHSA, and COVID-19 project interventions
    • Lead the design and printing of data collection tools for polio, GHSA, and COVID-19 activities.
    • Lead analysis and interpretation of all polio, GHSA and COVID-19 data.
    • Provide technical support in the designing and implementation of the CGPP Niger MEAL system including the baseline survey, introduction of tools, and training.
    • Support the Niger MEAL team in the review and analysis of their project data.
    • Act as the admin for the CGPP Nigeria ODK/ONA and Kobo servers and manage all the user rights of MEAL Officers across the 5 States.

    Reporting:

    • Develop and share appropriate reporting templates with the Secretariat Director/CoP for polio, GHSA, and COVID-19 programming
    • Support effective documentation and dissemination of project results
    • Ensure timely reporting of project results and outcomes
    • Assist the Secretariat Director/CoP in preparing monthly, Quarterly/Annual or other relevant reports
    • Produce relevant project-area maps for the country program
    • Design and deploy all electronic reporting forms on the CGPP ONA platform for reporting polio, GHSA and COVID-19 data.
    • Ensure CGPP focal States submit weekly and monthly COVID-19 data on the USAID APPR platform
    • Coordinate the analysis and reporting of Quarterly COVID-19 data on the USAID DIS platform
    • Ensure CGPP focal States conduct quality cascade MEAL training on reporting tools.
    • Represent CGPP Nigeria at Quarterly Community of practice (COP) and monthly review meetings organized by USAID and other donor agencies at the National level.
    • Work with the CGPP Nigeria Secretariat Director and CGPP HQ Senior Technical Advisor to build the capacity of the Niger team on reporting templates and tools

    Surveys:

    • Provide technical guidance on approaches and methodology for all survey data collection in the Nigeria and Niger projects including polio, GHSA, and COVID-19 including baseline, midterm, and final evaluation surveys and other KAP surveys done in project focal areas in Nigeria and Niger. 
    • Support the development of survey protocols, instruments, and documents for survey data collection.
    • Support CGPP and the National Polio Eradication program in the conduct of surveys including LQAS for campaign monitoring.
    • Provide technical assistance in the conduct of operational research and other research and learning initiatives.

    Documentation

    • Provide MEAL technical input into written products including reports, technical briefs, journal articles, and presentations from CGPP in Nigeria and Niger.
    • Support focal states in the documentation of data and key successes and lessons learned for polio, GHSA, and COVID-19. Ensure proper documentation and use of data for action across project focal areas in Nigeria and Niger.
    • Work with CGPP team to draft and submit abstracts at various conferences and international forums

    Staff Management

    • Manage all MEAL staff in the CGPP Nigeria program including PEI and GHSA MEAL Officers
    • Manage the state-level MEAL Officers on an alternate role separate from the state Team Lead

     

    Key Working Relationships:

    Internal: S/he will work closely with the CGPP Nigeria Secretariat team and with the Global Sr. Technical Advisor. S/he will be expected to work in close collaboration with other CGPP in-country consortium members (Save the Children, International Medical Corps and Catholic Relief Services) in the area of knowledge sharing, mentoring and training opportunities. S/he will liaise with CBOs and NGOs in the consortium to ensure there is a uniform MEAL protocol for the country program

    External: S/he is expected to work closely with MEAL Officers in key partner organizations like WHO, UNICEF, CDC, BMGF and government agencies like the National Primary Health Care Development Agency (NPHCDA) as well as the National Polio Emergency Operations Centre (EOC). S/he will also ensure GHSA MEAL processes are in alignment with that NCDC, FMARD and implementing partners such BA-N, FAO-ECTAD, MTaPs and others.

     

    Knowledge, Skills and Abilities:

    • University Degree preferably in Statistics, Mathematics, Applied Mathematics, Economics or related Science field.
    • Master’s degree and equivalent experience
    • At least 5 years of experience in the design and implementation of M&E development projects implemented by national/international NGOs/UN bodies/ Government.
    • Thorough familiarity with the principles of, and field experience in current approaches to monitoring and evaluation for development and emergency response programs, using both quantitative and qualitative methods.
    • Experience in the field of immunization in Nigeria and or Niger
    • Proven ability to work in a team is required
    • Knowledge of the local languages in the Northeast e.g., Kanuri and Hausa is an advantage.
    • Understanding of internationally recognized best practices of M&E in development and/or emergencies, HIV/AIDS, U.S. government expectations and trends for monitoring and evaluation, including donor funded programs.
    • Experience in facilitating M&E capacity building for diverse audiences, including those in local partner organizations.
    • Familiarity with USAID M&E system, reporting processes and program indicators
    • Flexibility to work in harsh field conditions in the communities is a major requirement
    • Experience in designing tools and strategies for data collection, analysis and production of reports.
    • Proven experience working with and through partner organizations including the public sector.
    • Experience in management, budget and work plan development is an advantage
    • Experience in conducting surveys
    • Expertise in analyzing data using statistical software
    • Ability and willingness to travel to North-Eastern Nigeria more than 50% of the time
