Job Summary:
You will be responsible for technical oversight of MSH support on routine bimonthly malaria LMIS data collection in collaboration with NMEP, NPSCMP, SMEPs and State LMCUs starting from July/August 2024 cycle to the end of the GC7 grant under the leadership of the Senior SCM Manager. You will support the Senior SC Manager in the development/update of malaria LMIS data management project documents such as annual and bimonthly budgets, activity/milestone schedules, and scope of work. You will support the Senior Manager to monitor implementation progress, performance/risks, prepare reports and provide updates to stakeholders. You will be responsible for data management for the Global Fund malaria program relating to oversight of quality implementation of routine data collection and management processes quality, update of SOPs and data collection tools, validate site visits and verification of data quality (timeliness, accuracy, and completeness), training and facilitation of data collectors in the 13 supported states. You will oversee design and implementation of the data management plan by MSH to ensure timely and high-quality data collection processes and validation as well as monitoring of selected performance metrics for the 13 supported states. You will be the focal person in fostering collaboration between MSH role in data collection and the 4PL for routine warehousing and distribution for improved bimonthly last mile distribution of malaria health products in the 13 supported states.
Roles and Key Responsibilities:
SCM technical data management:
- Focal person to MSH on all routine data collection and management deliverables on the GC7 grant.
- Review routine data collection bimonthly/annual work plan and budget for malaria data collection by MSH for program approval.
- Technical support to MSH in setting up routine data collection and management systems and tools for improved program implementation.
- Technical oversight on design and implementation of the data management plan by MSH to ensure timely and high-quality data collection processes and validation.
- Reviews implementation of bimonthly/annual work plan for timely implementation and evaluating progress towards achievement of program objectives.
- Provide technical support on the verification of routine data collected, validated, and entered on NHLMIS for data quality (timeliness, accuracy, and completeness) in the 13 supported states.
- Coordinates with NMEP, NPSCMP, State Logistics Management Coordinating Unit (LMCUs) and MSH to facilitate seamless routine logistics data collection, analysis, and reporting on the NHLMIS.
- Collaborate with the Senior Manager SCM to identify and report any data management problems and proactively address issues affecting routine data collection and management for uninterrupted bimonthly LMDs in the 13 supported states.
- Provide capacity building to MSH on data collection and management.
- Collaborate with program monitoring and evaluation team for integrated analysis of LMIS and HMIS data to identify potential data quality issues in the different sources including service statistics, commodity consumption, HF capacity, population statistics, surveillance data including disease seasonal variations, etc.
- Collaborate with MSH, NMEP and NPSCMP to update health product allocation guidelines and to support States to apply a uniform and robust qualitative adjustment criterion to improve HF stock replenishment to achieve the stocked-according-to-plan targets.
- Coordinate with NMEP and State DMAs to test the roll out of parallel tracking and analysis of government funded procurement of malaria products and their allocations to GF supported sites where applicable. Contribute to improved use of this data to monitor service availability and allocation of products from different sources.
- Contribute to NHLMIS malaria data quality audits, validations, and resolve data errors and anomalies, and to ensure consistence in the program SC indicator definitions. Collaborate with NPSCMP to update malaria SC performance dashboards in the NHLMIS and to generate measurements for GF PFSCM metrics.
Monitoring and Reporting:
- Monitor performance metrics for routine data collection and management and proffer performance improvement plans as needed.
- Review bimonthly report and Key Performance Indicators on data collection, reporting and management.
- Review SCM data on National Health Logistics Management Information System (NHLMIS), analysis of BFSR reports and KPIs for accuracy before submission to the donor on quarterly basis.
- Monitor budget implementation on data collection and management and escalate any identified bottlenecks to the Senior SCM Manager.
Representation and Stakeholder Management:
- In collaboration with the Senior Manager, SCM, strengthen linkages of MSH in data collection and management with all relevant stakeholders including NMEP, NPSCMP and service provider responsible for routine warehousing and distribution on the grant.
- As delegated by the Senior SCM Manage, represent CRS in all coordination meetings related to routine data collection and management with national and subnational stakeholders e.g. LMD pre and post planning coordination meetings.
- Perform any other duties as assigned by the Senior Manager, SCM.

Preferred Qualifications
- Master’s degree in supply chain or in a related field is a plus.
- Proficiency in the use of analytic and business intelligence tools such as Power BI, Tableau preferred.
