    LNG Berth Risk Assessment and Safety Regulatory Specialist

    Job Summary

    • The LNG Berth Risk Assessment and Safety Regulatory Specialist will be responsible for evaluating and mitigating risks associated with the liquefied natural gas (LNG) berth, ensuring compliance with industry safety regulations, and enhancing operational safety measures

    Responsibilities
    Risk Assessment and Review:

    • Review the risk assessment report for the upcoming LNG berth to ensure compliance with international standards (such as ISO 28460, SIGTTO guidelines) and national regulations.
    • Evaluate the safety of LNG berth design, process flow, and equipment layout, identify potential risks, and provide recommendations for improvement.
    • Assess third-party risk evaluation reports to ensure the scientific validity, reasonableness, and feasibility of risk assessments.

    Safety Supervision and Compliance Management:

    • Oversee the safety management of LNG berth operations post-construction, ensuring adherence to safe operating procedures to minimize accident risks.
    • Supervise the berthing, loading, unloading, storage, and transfer of LNG to ensure compliance with best practices established by OCIMF (Oil Companies International Marine Forum) and SIGTTO (Society of International Gas Tanker and Terminal Operators).
    • Organize and participate in LNG emergency response drills, refine emergency plans, and enhance preparedness for unexpected incidents.
    • Liaise with government regulatory agencies, port authorities, shipowners, and operators to ensure compliance with all applicable regulations and standards.

    Training and Safety Culture Development:

    • Develop and implement safety training programs for LNG berth personnel to enhance safety awareness and emergency response capabilities.
    • Participate in the development and continuous improvement of the LNG Safety Management System (SMS), promoting a strong safety culture and increasing overall responsibility for safety.

    Educational Background

    • Bachelor’s degree or above in Safety Engineering, Chemical Engineering, Marine Engineering, Port Management, or a related field.
    • Minimum of 5 years of experience in safety management, risk assessment, or operational supervision in LNG terminals, LNG plants, oil and gas facilities, or similar industries.
    • Experience in LNG risk analysis (QRA, HAZID, HAZOP, etc.) or Process Safety Management (PSM) is preferred.
    • Experience in LNG ship berthing and loading/unloading operations is an advantage.
    • Familiar with international LNG safety standards (e.g., SIGTTO, OCIMF, NFPA 59A, ISO 28460) and local regulatory requirements.
    • Knowledgeable in LNG storage, transportation, loading/unloading operations, and hazardous goods transport safety management.
    • Capable of LNG emergency response, fire prevention, and accident investigation.
    • Proficiency in risk assessment tools (e.g., PHAST, Safeti, BowtieXP

    Certifications:

    • Holding internationally recognisedsafety management certifications related with LNGis preferred

    Experience:

    • Minimum of 5 years of experience in safety management, risk assessment, or operational supervision in LNG terminals, LNG plants, oil and gas facilities, or similar industries.

    Competency Framework:

    • Familiar with international LNG safety standards (e.g., SIGTTO, OCIMF, NFPA 59A, ISO 28460) and local regulatory requirements.
    • Knowledgeable in LNG storage, transportation, loading/unloading operations, and hazardous goods transport safety management.
    • Capable of LNG emergency response, fire prevention, and accident investigation.
    • Proficiency in risk assessment tools (e.g., PHAST, Safeti, BowtieXP)

    Soft Skills:

    • Strong proficiency in both written and spoken English.
    • Ability to prepare safety assessment reports and communicate professionally with local and international regulatory bodies and stakeholders.
    • Strong teamwork and collaboration skills to drive cross-departmental safety initiatives.
    • Ability to adapt to on-site supervision work with strong emergency response and stress management capabilities.
