    Humanitarian Advisor(Expatraite)

    PURPOSE

    Building on the achievements of GHIV Africa, the Humanitarian Advisor under the management of the  Executive Director, will provide technical, operational, programmatic, financial and personnel management advisory to the Senior Management Team (SMT) to ensure an effective and pragmatic )design, implementation, monitoring evaluation and learning of the various projects implemented by GHIV Africa and to assure compliance to various donor funding requirements.

    RELATIONSHIPS

    • Internally, interacts with the GHIV Africa program team and other departments.
    • Externally, interacts with a network of contacts at the National, State and Sector levels, such as authorities, community leaders, civilians, international organizations and NGOs.

    GENERAL DUTIES

    • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
    • Understands and adheres to the GHIV Africa’s Code of Conduct
    • Understands the roles of the components of GHIV Africa and it’s parent organization, Ambassadors for the World
    • Respects and observes staff regulations and security rules at all times
    • Represents GHIV Africa in a professional manner at all times
    • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
    • Performs all duties with the highest level of confidentiality in the interest of the employees and the GHIV Africa
    • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

    ACCOUNTABILITIES AND RESPONSIBILITIES

    Program Implementation:

    • In conjunction with the Executive Director, provide guidance and support to Senior Management Team (SMT), supporting capacity development and strengthening for project staff in humanitarian principles and other protection concerns in Health, Nutrition, WASH, Education and Program Management.
    • Provide technical support, input and advisory in the various expression of interest, call for proposals and other concept note development.
    • In collaboration with the SMT, provide input and advisory to the grant review processes to ensure tracking of progress and appraisal project performance and action to achieve project goals.
    • Review and afford support to the M&E focal point and Technical Coordinators, to ensure the implementation of a comprehensive monitoring and evaluation system to deliver desired outputs and results.
    • Support integration across programs and operations, holding regular coordination meetings and promoting active collaboration across sectors.
    • Support and offer technical guidance on Risk analysis and fraud prevention mechanism and all other zero tolerance policies.

    Operations

    • Offer guidance on the effective management and operationalization of appropriate supply chain systems, including procurement, stock and asset management, vehicle operations, equipment.
    • As may be desired by the Country Director, provide guidance and support to the finance team to ensure documentation of accurate records of financial transactions and compliance with various donor funding conditions including preparation for audit.
    • Review quarterly financial reports along with program reports and offer guidance to project teams on project performance and project effectiveness issues.
    • Strategy, Resourcing, and Accountability
    • Contribute to developing and implementing a relevant strategy and resourcing plan, adapting to a changing context, maintaining flexibility and innovation, taking advantage of new opportunities as they arise.
    • Work closely with the SMT to support the establishment of a functional and responsive Accountability to affected population mechanism,

    Reporting

    • Review monthly and quarterly performance and donor related reports and provide supportive feedback to the team including mentorship.
    • Provide supportive mentorship and capacity strengthening in data handling, documentation, analysis, report writing and utilization of information to improve project outcome.
    • Coordination/External Representation
    • Participate the various interagency, sectoral and other government organized operational and program coordination meeting.
    • Monitor the security situation in the region routinely and offer advisory on the revision needed for the safety and security instructions.

    PEOPLE MANAGEMENT RESPONSIBILITIES

    • Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision
    • Makes sure that deadlines for the PMD cycle are met
    • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members
    • Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information
    • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed
    • Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year
    • Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities

    ADDITIONAL DUTIES

    • Follows up on all work-related messages and correspondence with the relevant contacts and departments
    • Is aware of the organization’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
    • Collects and shares information so as to improve the GHIV Africa’s understanding of the environment and humanitarian trends and responses
    • Represents the GIV Africa in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the GHIV Africa’s image
