    Finance Manager, TBHIV Integrated Project

    The Position:

    • The Finance Manager will provide strategic and operational financial leadership and reporting for the Global Fund TBHIV Integrated Grant, ensuring full compliance with Global Fund, IHVN, and organisational financial management requirements. The role is responsible for grant budgeting, financial reporting, internal controls, audit coordination, and supporting effective utilisation of funds to achieve programme objectives. The Finance Manager will work closely with programme, procurement, and M&E teams, and serve as the primary finance focal point with IHVN as the Principal Recipient.

    Specific Responsibilities

    Grant Financial Management

    • Lead the financial management of the Global Fund TB Grant in line with Global Fund and IHVN guidelines.
    • Develop, monitor, and manage grant budgets, cash forecasts, and burn rate analyses.
    • Ensure timely preparation and submission of accurate financial reports to IHVN in the required formats.
    • Track grant expenditures against approved budgets and address variances proactively.
    • Support budget revisions, reprogramming, and cost realignments as required.

    Compliance, Controls & Risk Management

    • Ensure strict compliance with Global Fund policies, IHVN financial procedures, and organisational policies.
    • Maintain strong internal control systems to safeguard grant assets and funds.
    • Ensure proper documentation and filing of all financial transactions for audit and verification purposes.
    • Prepare for and coordinate internal, external, Global Fund, and PR-led audits, and ensure timely resolution of audit findings.
    • Support fraud risk mitigation and compliance with whistleblowing and ethics policies.

    Accounting & Financial Reporting

    • Oversee day-to-day accounting operations, including general ledger, payments, payroll allocations, and reconciliations.
    • Ensure accurate recording of transactions in the accounting system in line with donor chart of accounts.
    • Produce monthly management accounts and grant-specific financial statements.
    • Manage cash flow and ensure availability of funds for programme implementation.

    Coordination & Capacity Support

    • Work closely with programme managers to ensure financial planning aligns with implementation plans and workplans.
    • Support capacity strengthening of finance and programme staff on Global Fund financial rules and cost eligibility.
    • Liaise regularly with IHVN finance and grants teams to ensure alignment and timely communication.
    • Provide financial inputs into grant performance reviews, implementation meetings, and planning sessions.

    Required Experience

    • Strong analytical, planning, and problem-solving skills.
    • High level of integrity, accountability, and attention to detail.
    • Ability to manage multiple priorities and meet strict donor deadlines.
    • Excellent communication and stakeholder management skills.
    • Strong leadership and team supervision capability.
    • Team-oriented with strong interpersonal skills.

    Minimum Qualifications

    • Bachelor’s degree in Accounting, Finance, Economics, or a related field.
    • Professional qualification (ICAN, ACCA, CPA or equivalent) is mandatory.
    • Minimum of 7–10 years relevant finance experience, with at least 3–5 years managing donor-funded grants.
    • Proven experience managing Global Fund or similar large donor-funded projects is highly desirable.
    • Strong understanding of Global Fund financial guidelines, grant compliance, and audit requirements.
    • Proficiency in accounting software (QuickBooks, Sage, or similar) and advanced Microsoft Excel skills.
