    EOI for Consultancy: Support for the Development and Implementation of Disaster Risk Reduction (DRR) Plans

    Location: MMC, JERE & KONDUGA LGA
    Duration: [Duration – 3 months]

    Background

    Novel Alliance and Development Aid (NADA) is a non-governmental organisation committed to building resilient communities through sustainable and inclusive development interventions. As part of our efforts to enhance disaster preparedness and risk reduction at the grassroots level, we are implementing a project aimed at strengthening local structures and systems for disaster risk management and response.

    The increasing frequency of natural and man-made disasters, including floods and conflicts, has exposed significant gaps in local preparedness and mitigation systems. This project, therefore, seeks to build local capacity and institutional frameworks to anticipate better, prevent, and respond to such disasters.

    In light of this, we invite expressions of interest from qualified consultants to support the development and implementation of Disaster Risk Reduction (DRR) Plans, including the establishment and training of Early Warning Systems (EWS) and DRR Committees at community and Local Government Area (LGA) levels.

    Objectives of the Consultancy

    • Developing clear, context-specific ToRs for DRR and EWS-related activities.
    • Facilitating the setup or review of DRR/EWS committees at community and LGA levels.
    • Training committee members to enhance capacity for disaster preparedness, response, and coordination.
    • Strengthening the integration of gender considerations across all DRR/EWS activities.

    Scope of Work

    The consultant will be expected to perform the following tasks:

    Task Description
    Inception Phase - Conduct a desk review of relevant policies, DRR plans, and community data
    - Participate in an inception meeting with the project team
    Development of Activity ToRs - Draft clear Terms of Reference (ToRs) for DRR and EWS activities, including training modules and implementation guides
    Committee Assessment and Establishment - Review existing DRR/EWS committees at the community and LGA levels
    - Identify gaps and recommend improvements
    - Facilitate the setup of new committees in locations where they do not exist
    Capacity Building - Design and conduct training for DRR/EWS committee members
    - Ensure the integration of gender themes across all training sessions and content
    Coordination Support and Monitoring - Support the organisation of quarterly meetings for DRR/EWS committees
    - Develop monitoring tools to assess committee performance at the community, LGA, and state levels
    Reporting - Submit a comprehensive final report covering methodology, outcomes, tools developed, training conducted, challenges, and recommendations

    Deliverables

    • Inception Report with work plan and methodology.
    • Developed ToRs for DRR and EWS activities.
    • Assessment Report on existing DRR/EWS committees.
    • Training modules and training report.
    • Quarterly coordination and review meeting templates.
    • Final consultancy report with tools and recommendations.

    Required Qualifications

    • Minimum of a Master’s Degree in Disaster Management, Development Studies, Environmental Science, or a related field.
    • At least 5 years of proven experience in DRR programming and community capacity strengthening.
    • Demonstrated expertise in early warning systems and community disaster preparedness.
    • Strong understanding of gender mainstreaming and inclusive community engagement.
    • Excellent writing, facilitation, and stakeholder coordination skills.
    • Familiarity with humanitarian and governance structures in NorthEast/ Borno State is an added advantage.
