    Consultant / Evaluator - FFP V

    Location: Maiduguri & Environs - Borno
    Employment Type: Contract

    Details

    • In Northeast Nigeria, there is a protracted armed conflict that has affected communities and threatened the daily survival of households. The region has been severely affected by insurgency led by non-state armed groups since 2009 and part of the region has been declared “state of emergency” since 2013.
    • As clashes between Nigerian security forces and armed opposition groups (AOGs) persist into its eleventh year, over 2 million individuals remain displaced across the three (3) BAY States (Borno, Adamawa, and Yobe), while over 7 million individuals are in need. Borno remains the most crisis-affected state without a clear political solution in sight. Vulnerable people continue to suffer from acute humanitarian needs, displacement, and violence, which has been further exacerbated by the COVID-19 pandemic. Conflict, explosive remnants of war, and insecurity have cut people off from their main farming and fishing livelihoods, particularly in Borno state, reducing the already expected below-average harvest.
    • Borno hosts the largest number of internally displaced persons (IDP) and the highest number of vulnerable people with humanitarian needs. Of the over 7 million people in need in the BAY states, 84% reside in Borno State. Borno hosts 1.6 million of the over 2 million IDPs in the NE and 709,000 of the 1.4 million returnees in the NE.
    • In Borno, CRS and its partners are the only actors consistently delivering food assistance to households living in communities along the road from Magumeri town and Maiduguri which comprises of Magumeri town and villages (Magumeri Local Government Area), in Gubio 1 & 2 wards (Gubio LGA), and Benisheikh (Kaga LGA). CRS coordinates closely with WFP and INTERSOS in Magumeri LGA and Food Security Sector (FSS) and other actors in Jere LGA to reduce duplication of assistance and harmonize modalities.

    Planned Activities:

    • Through the fifth phase of the Emergency Food Assistance for Conflict-Affected HHs in Nigeria funded by United States Agency for International Development’s (USAID) Office of Food for Peace (FFP), CRS and its partner organizations planned on providing lifesaving support from April 1, 2020 to January 31, 2021 to a total of 15,900 households (95,400 individuals) in Borno state. CRS and its partners planned to provide monthly support to meet the immediate food and nutrition survival needs of 15,900 HHs and 3,000 children under-5 with treatment of Moderate Acute Malnutrition in four LGAs – Kaga, Jere, Gubio, Magumeri.
    • In addition, CRS and its partners planned to provide seasonal agricultural inputs to 2,500 households of its food assistance caseload who have access to farmland in Kaga and Magumeri.

    • Review existing data and analyze collected end-line data to obtain end-line values for select indicators.
    • Choose methods for primary data collection in consultation with CRS.
    • Organizedata collection team composition,consideringgender, language, and basic competencies.
    • Develop data collectiontools.
    • Train enumerators who are recruited and hired by CRS on data collection tools, methods, and objectives of the evaluation.
    • Supervise enumerators in collecting qualitative data in the field with regular observation of enumerators’ work. If needed, collect qualitative data directly.
    • Hold daily debrief meetings with enumeratorsand performing daily data quality checks.
    • Supervise transcription of notes from qualitative data collection into an electronic database.
    • Identify and present preliminary findings toCRS.
    • Write and submit draft evaluation report to CRS.
    • Incorporate comments and feedback into final evaluation report. Submit report to CRS.
    • Maintain safe and secure databases for data storage and analysis.
    • Submit all data and analyses to CRS with the submission of the draft evaluation report.
    • Deidentify data stored on evaluator’s devices after submission of final evaluation.

    CRS MEAL Coordinator and MEAL Manager

    • Review and approve primary data collection methods.
    • Review and provide feedback on data collection tools.
    • Provide feedback on draft evaluation report.

    CRS MEAL Officer

    • Assist with recruiting enumerators and develop the scope of work for these positions in conjunction with the evaluator.
    • Provide logistics support for training enumerators.
    • Process payments for enumerators.
    • Provide logistics support for transportation of enumerators to the field.

    CRS program management

    • Regularly update evaluator on security context and associated risks for completing the evaluation.
    • Provide feedback on draft evaluation report.

    Deliverables:

    • Updated IPTT with end-line values for select indicators.
    • File containing raw data and analyses to obtain end-line values for select indicators.
    • ToR that describes primary data collection, including but not limited to data sources, methodology, team composition, schedule of activities, budget, and draft data collection tools.
    • Enumerator training facilitation materials
    • Finalized data collection tools for primary data collection.
    • Database of notes from primary data collection
    • Analysis of primary data collection
    • Presentation on preliminary findings
    • Draft evaluation report
    • Final evaluation report

    Requirements for the Final Evaluation Report are as follows:

    • Maximum 30 pages excluding annexes in Microsoft Word and PDF format.
    • Written in English.
    • Sections:
      • Title page
      • List of acronyms and abbreviations
      • Table of contents, including a list of annexes.
      • Executive summary - (max. 2 pages) including bullets of main findings that answer the evaluation question and fulfill the evaluation purpose.
      • Introduction describing the program’s background and context.
      • Description of the program, including the results framework or theory of change.
      • Evaluation purpose and questions
      • Methodology
      • Description of findingsorganized by evaluation questions.
      • Annexes:
        • Relevant maps
        • Annotated photographs with consent for publication where relevant
        • List of existing data
        • Finalized data collection tools.
        • List of interviewees from primary data collection
        • IPTT with completed end-line values for select indicators.
        • Database of raw data, i.e. transcribed notes from primary data collection
        • File containing analyses of data, both end-line and primary data collection.
        • Facilitation materials for enumerators

    Other Requirements
    The competencies required from the external evaluator are:

    • Advanced degree in Social Sciences, Political Sciences, Economics, Development, or related fields.
    • Experience in leading evaluations, especially in the field of humanitarian response.
    • Ability to use participatory approaches to evaluation.
    • Experience of operational management of humanitarian/development programmes.
    • Ability to clean data and conduct analysis in Power BI.
    • Good knowledge of the local context.
    • Good analytical skills.
    • Excellent English writing skills.
    • At least one member of the evaluation team must be fluent in the local language.
