    Consultancy for ENRICH Mid Term Evaluation (B2J) Project

    Action Against Hunger tackles the causes and effects of hunger and diseases that threaten the lives of vulnerable children, women and men.

    Established in France in 1979, Action Against Hunger is a non-governmental, non-political, non-religious, non-profit organization

    The ENRICH GMMK Consortium Project, funded by the United States Department of State (USDS) and implemented by Action Against Hunger (ACF) in collaboration with consortium partners, aims to strengthen humanitarian response and resilience across targeted Local Government Areas (LGAs) in Northeast Nigeria. The project focuses on improving access to life-saving nutrition, health, water, sanitation and hygiene (WASH), food security and livelihoods (FSL), and protection services among crisis-affected populations in Borno states.

    As the project reaches its mid-implementation phase, conducting a Mid-Term Evaluation (MTE) is critical to assess progress towards achieving the intended outcomes, examine implementation efficiency, and identify key lessons to improve performance during the remaining project period.

    The Mid Term Evaluation is designed to provide evidence-based recommendations that will inform the adaptive management of the project, improve program quality, enhance accountability to stakeholders, and ultimately contribute to the attainment of the project’s overall goal to improve the health, nutrition, and resilience of conflict-affected populations in Northeast Nigeria.

    The purpose of the Mid Term Evaluation is to assess progress toward achieving project outcomes and outputs, evaluate effectiveness, efficiency, relevance, coherence, and sustainability, and provide actionable recommendations to improve coordination, program quality, and overall results delivery at the same time evaluate the performance of the project in line with its objectives. This evaluation will be conducted as an exercise of accountability towards the donor. It aims to provide useful insights for program learning and accountability especially in light of the transitioning process.

    Geographical scope coverage: Borno State, North-East, Nigeria.

    Profile of the consultant (Qualification and Experience)

    The evaluation will be carried out by an international/national evaluation consultant/firm with the following profile:

    • Advanced degree in Public Health, Nutrition, Social Sciences, or related field.
    • Minimum 7 years of experience in evaluating multi-sector humanitarian programs.
    • Proven experience in mixed-method evaluations.
    • Strong analytical and report-writing skills.
    • Knowledge of USDS evaluation standards.
    • Familiarity with the Northeast Nigeria context is an advantage

    SCOPE OF WORK:

    More specifically, the implementation of this evaluation aims for the following key specific objectives: Specifically, the evaluation will look into:

    • Measure progress toward project objectives as stated in the log frame and ITT.
    • Assess effectiveness and efficiency of implementation modalities and coordination mechanisms.
    • Evaluate the relevance and responsiveness of project interventions to community needs.
    • Assess the extent to which the project has strengthened community resilience and access to services.
    • Review integration across sectors (Nutrition, Health, WASH, FSL, and Protection).
    • Identify lessons learned and provide recommendations for improvement

     

    METHODOLOGY:

    The consultant will adopt a mixed-methods approach combining quantitative and qualitative techniques:

    • Desk Review: Review project documents, reports, IPTT, and MEAL plans.
    • Quantitative Survey: Household surveys using ODK/KoBo.
    • Qualitative Data Collection: FGDs, KIIs, and stakeholder consultations.
    • Triangulation of findings for validation and reliability.
    • Validation Workshop to present preliminary results

    The evaluation exercise would be conducted in a participatory manner, ensuring meaningful and ethical participation of beneficiaries and local partners/duty bearers across all sectors

    NOTE: The sending of full ToR will commence from 4th December 2025 until the deadline of the submissions to all expressions of interest from prospective consultants and submission of proposals will be on or before 12th December 2025 by 5:00PM, Nigerian time.
