    Cash Based Transfer (CBT) Officer

    JOB SUMMARY

    The Cash Officer will be responsible for efficiently implementing cash based/ in-kind response. He/She will also perform specialized and/or standardized Cash-Based-Transfer (CBT) programme-related processes and activities to support the effective delivery of assistance packages. To provide guidance and support to government and partner in implementing WFP plans. Part of the responsibility include travelling to remote field

    JOB DESCRIPTION

    I. RESPONSIBILITIES AND TASKS

    Key Duties and Responsibilities:  

    • Apply technical knowledge and skills to implement and/or assist in community delivery of cash based/in-kind programs.
    • Promptly identify and recommend solutions to cash based/GFD technical issues
    • Participate on the on-job training of how the e-voucher system works, how to handle data, accurately use the e- devices (e-voucher reader, Smartphone with application, and e-voucher) including the hand over process with the vendors
    • Participate on the on-job training on GFD and beneficiaries rationing/entitlement
    • Participate in the process of identifying beneficiary communities/targeting based on robust and participatory criteria if any
    • Ensure appropriate community messages are transferred to clients, local government partners, vendors, non-clients, and other key actors
    • Ensure training/re-orientation of the vendor staff e- voucher system (how it works, synchronization, handling including safe keeping of e-devices) until hand over of the e-devices to CARE
    • Ensure the conduct of beneficiary feedback and response mechanism (BFRM) activities are undertaken and serve field focal point for handling the BFRM data base
    • Work with and provide timely technical support to the CARE’s implementing partners; maintain encouraging and constructive relations with partner staff
    • Closely work with all CARE field team in general and with other partners how to integrate and align cash programming with other partners activities and priorities
    • Fully align with CARE safety and security procedures and provide support to security monitoring and assessments ensure a safe and secure environment for program implementation
    • Coordinate the cash transfer assistant.

    Project Monitoring and Reporting

    • Assist in the collection of data, conduct of assessments (needs, market, risks, and security), and provide input for concept note/ proposal development for cash transfer project in collaboration with the local community structures and community members
    • Monitor progress against grant work plan; promptly identifying any current or potential delays
    • Produce/give to CARE and donor reports as per set schedules (monthly, quarterly, and annually) on grant activities, indicators and achievements.
    • Assist his/her supervisors to ensure all monitoring activities are fully detailed, including systematic and timely data required under the grant and for CARE M&E purposes.

    Capacity Building and Coaching:

    • Aware the communities, and partners to consider cash response as one modality at appropriate situation.
    • Capacitate the community facilitators, staffs under his/her supervisee, and others (if any) on cash Transfer Programming.
    • Support and mentor the vendors to meet the humanitarian principles during Cash Response program/facilitating the payment to the beneficiaries.

    Coordination and Representation

    • Participate on seasonal and FSS cluster assessments and share findings
    • Work integrating with CARE warehouse, finance, procurement, and admin/HR staff to process Purchase Requests, and Payments
    • Represent the CARE on coordination meetings at different level like LGA, community and wards.
    • Build very good team sprit with CARE program and supporting staffs at field, at office
    • Other duties as assigned by the supervisor to enable and develop CARE programs.

    JOB EXPERIENCE

    II.  QUALIFICATIONS (KNOW HOW)

    A)    EDUCATION/TRAINING:

    Required:

    • University degree/HND/OND in any of the following disciplines: Agricultural Economics or related field.

     Desired:

    • 1st Degree in a related field.  

    B) EXPERIENCE:

    Required:

    • At least 3 years of experience in connection with project management in the food security and / or livelihood sector, and preferably in a non-governmental organization of humanitarian and international character
    • Previous experience in food distribution supervisory field is preferable
    • Ability to write reports
    • Able to work outside of regular working hours as required, including evenings and weekends if required.
    • A good experience in supervision is required. 
    • Experience with survey methodologies, nutrition assessment and relevant data analysis

    Desired:

    • Previous experience working with an INGO or a Development organization.  

    C) TECHNICAL SKILLS:

    Required:

    • 2-3 years progressively responsible experience in the food security and / or livelihood sector of INGO and/or directly related area
    • Fluency in English and Hausa.

    Desired:

    • 3 years progressively responsible experience in the food security and / or livelihood sector of INGO and/or directly related area
    • Experience in a development and/or humanitarian organization. 
    • Strong knowledge of Nutrition and/or Public Health
    • Advanced computers skills at least intermediate skills in windows based word processing, spreadsheet, and nutrition/public health software
    • Ability to establish priorities, plan, coordinate and organize own work plan.
    • Resourcefulness, initiative, maturity, tact, advocacy skills.
    • Excellent analytical, conceptual, communication and public speaking skills
    • Understanding of political dynamics, foreign policy decision making procedures
    • Ability to establish and maintain good working relations with people of different national and cultural backgrounds.
    • Good written and oral communication skills
    • Ability to exercise independent judgment and work without direction. 

    D) COMPETENCIES:

    WORKING CONDITIONS: 

    • 20% AO; 70% travel to other locations and 10% to HQ and Sub - office.
