    Call For National Tender - Consultant for International Women’s Day Celebration

    The   Building   Community   Resilience   through   Agribusiness   Development   (BC-RAD) Project aims to promote food and nutrition security, enhance market access, improve farmers' access to financial services, and increase women's access to resources and representation.
    With a focus on empowering women, the BC-RAD project targets 70% women as its beneficiaries. To further advance women's rights, resources, and representation, the project will commemorate International Women's Day through a comprehensive event.

    The celebration of International Women's Day will be conducted in collaboration with the Office of the first lady Adamawa State, Adamawa State Ministry of Women Affairs and Social Development. Nuru Nigeria recognizes that effective women's empowerment in northern Nigeria requires the understanding and support of stakeholders with decision- making authority. By collaborating with key partners, the event aims to amplify the impact of its efforts and create lasting positive change for women in the region.

    OBJECTIVES

    • To promote the active participation of women in decision-making processes  related to agriculture and community development, advocating for increased  representation at all levels
    • The event aims to raise awareness about gender equality, women's  empowerment, and the importance of women's participation in agribusiness and community resilience.
    • Strengthen collaboration with the Adamawa State Ministry of Women Affairs  and Social Development and other stakeholders to amplify the impact of  women's empowerment efforts
    • Explore perspectives on gender equity within the Christian and Islamic  communities to foster a holistic understanding of women's roles

    SCOPE OF WORK

    • A consultant will be engaged to provide technical expertise and lead the  planning, coordination, and implementation of the event scheduled to take place on the 8th of March, 2025 in Yola, Adamawa State. The consultant will work  closely with all stakeholders to ensure the event meets its objectives effectively
    • The event will be organized and executed in collaboration with the Adamawa  State Ministry of Women Affairs and Social Development.  This collaboration is crucial to ensuring the event's success and reaching a wider audience of stakeholders who can support and promote women's empowerment in northern  Nigeria
    • Arrange presentations on gender equity and cultural norms, gender equity in  Christianity and Islam, success stories, GBV and legal implications, and the  prioritization of gender equity by the Adamawa State Government Include cultural performances that celebrate the diversity and contributions of  women in agribusiness

    Below are the activities to be organized for the International Women’s Day (IWD)

    OPENING, EVALUATION OF TENDERS AND SELECTION CRITERIA

    The opening and examination of tenders is for the purpose of checking whether the tenders are complete and whether the tenders are generally in order.

    Tender Process;

    The following processes will be applied to this Tender:

    • Tender Period
    • Tender Closing
    • Tender Opening
    • Administrative Evaluation
    • Technical Evaluation
    • Financial Evaluation
    • Contract Award
    • Notification of Contract Award

    The subsequent evaluation of the tenders shall be carried out in Yola by an Evaluation  Committee made up of representatives of Nuru Nigeria.

    Tenders will be evaluated on the criteria listed below

    • Financial Proposals based on best value for money. (Financials)
    • Must be a certified firm
    • Adherence with work methodology or scope of work requested. (Technical)
    • A Comprehensive draft of Proposal. (Technical)
    • Work Plan showing time of completion and stages of work progress. (Technical)
    • Similar past experiences with NGO/UN agencies. (Administrative)
    • Physical Operational Status of the company. (Technical)
    • Compliance with Payment Terms and Conditions. (Technical)
    • Provision of a CV of consultant(s)/technical staff in relevant field. (Administrative)

    In the interests of transparency and equal treatment and without being able to modify their tenders, bidders may be required, at the sole written request of the evaluation committee, to provide clarifications within forty-eight (48) hours. Any such request for clarification   must   not   seek   the   correction   of   formal   errors   or   of   major   restrictions affecting performance of the contract or distorting competition.
    Any   attempt   by   a   bidder   to   influence   the   evaluation   committee   in   the   process   of examination, clarification, evaluation and comparison of tenders, to obtain information
    on   how   the procedure   is   progressing   or   to   influence   Nuru   Nigeria   in   its   decision concerning the award of the contract will result in the immediate rejection of the tender.
    No liability can be accepted for late delivery of tenders. Late tenders will be rejected and will not be considered

    It shall consist of two categorizations, documents should be dully filled, signed and stamped.

    Order of arranging document

    • Administrative and technical document should be put in the same envelope and marked “Administrative and Technical”
    • Financial offers should be placed in a different envelop marked “Financial offer”
    • All copy placed in a sealed non-identifiable envelope.
    • This sealed non-identifiable envelope shall be titled: Tender for the Establishment of Event Consultant: ITB-2025-0089
    • NB: Only bidders that pass Administrative and Technical evaluation will  proceed to Financial Evaluation.

    Whichever format is chosen, offers must be received by no later than 23rd February,  2025 at 5:00 PM.

    NB: Late bids submission will not be accepted, and will be returned to the Proponent  or discarded. Also, all bids will be irrevocable after the Call for Tenders closing date.

    Content of Tenders

    The Tenderer must provide all the documents provided by NN in the tender package with other documents requested by NURU NIGERIA in compliance with the requirements set out. The proposal shall include, as a minimum: NN Supplier registration form” and Code of conduct duly completed. These NN forms should be completed with all required information and the below to be provided accordingly.

    • Proof of company registration in Nigeria (CAC certificate);
    • Proof of being a licensed construction company
    • Current Tax Payment Certificate;
    • Quotation or detailed Price offer.
    • Prices offered must be in Nigerian Naira currency.
    • Only Unit price with WHT included will be accepted.
    • Quotation must have a date and validity
    • Quotation must mention mode of payment.
    • Nuru Nigeria’s Code of Conduct filled and signed by the duly authorized person
    • Experience of working with INGOs and/or UN Agencies with two (2) relevant employees of such organizations as a reference.

    Failure to provide all of the above and in the formats stipulated will result to  disqualification of the Tenderer’s proposal.
