    Business Development Manager

    Job Summary
    An exciting new Business Development Manager position with Oxfam focusing on:

    • Leading the charge for pursuing current and future opportunities for all donors, including Global Affairs Canada, European Union, Office of US Foreign Disaster Assistance, US based foundations and corporate organizations; private US and UK-based donors; Funding from the Dutch Government and private sector as well as non-traditional UN, Tenders with an emphasis on competitive mechanisms. The Business Development Manager will be responsible for developing and implementing resource mobilisation strategies, for developing new business strategy in order to forge strategic partnerships between Oxfam and institutional donors. The Business Development Manager will identify and respond to funding opportunities, and oversee the donor cultivation cycle. This will include monitoring the evolution of donor regulations, funding mechanisms, and application requirements to ensure the compliance and responsiveness of Oxfam proposals.
    • Co-creating and managing - together with the Leadership Team of Oxfam in Nigeria - the organizational Key Performance Indicators and further develop the Balance Score Card. This position will guarantee that senior management and units of the organization work towards shared objectives, which need to be meaningful and measurable. The Business Development Manager oversees Oxfam in Nigeria’s drive toward a cost-effective organization.

    Key Responsibilities and Accountabilities
    Development of Fundraising Strategy for Oxfam in Nigeria:                                           

    • Leads the development and implementation of the overall long-term fundraising and marketing strategies intended to strengthen resource mobilisation to ensure adequate funding / income levels and partnerships needed to deliver the Country Strategy.
    • Responsible for organizing and regularly updating the Oxfam in Nigeria donor mapping, ensuring this reflects current dynamics in the funding sector
    • Monitor regulatory revisions, proposal guidelines, and application requirements for priority donors together with HQ staff to ensure that new proposals adhere to them.
    • Support country program to develop appropriate and effective fundraising strategies involving donor research and intelligence, product development, marketing, cultivation, solicitation and stewardship. Marketing may include, but is not limited to, development of fact sheets on all Oxfam sectoral programming initiatives in coordination with relevant staff.
    • Develop/cultivate relationships with for-profit and other organizations to increase Oxfam’ opportunities for partnering and consortia building for funding opportunities.

    Development of Quality Project Proposals and Concept Notes:

    • Evaluate trends in the fundraising market and, in collaboration with programme leads/teams organize and design an appropriate mix of projects, events, products and related campaigns that align with Oxfam’s One Programme Approach for maximum impact at scale.
    • Lead the implementation and periodic review of an innovative and ambitious fundraising strategy with clearly articulated targets.
    • Lead and coordinate processes and provide direct technical assistance to staff for timely submission of high quality concept notes and proposals that are responsive to and compliant with donor requirements and with Oxfam technical application and cost application standards.
    • Helps to assemble bid development teams when needed, provides effective bid coordination and management of proposal development processes in country, undertakes quality assurance of donor proposals to ensure high quality competitive proposals that successfully secure institutional donor funds.
    • Oversee the analysis, monitoring, evaluation and review of all fundraising and marketing campaigns and shares that analysis regularly with the Senior Management Team and various fundraising groups within Oxfam
    • Support and guide the identification of local and international partners and negotiation of Oxfam’s role on proposal consortia, ensuring a competitive position for Oxfam that adheres to the agency’s partnership principles and strategic directions.

    New Business Development & Grant Management:                                                                            

    • Pro-actively identifies, assesses and tracks funding opportunities, including scoping new consortium partnership opportunities with local stakeholders. in a systematic manner and in line with Oxfam values and partnership principles.
    • In consultation with Senior Management, agree on fund-raising targets to be met for the organization through both public and institutional fundraising, including among others, individuals and corporate (public and private sector).
    • Identify and foster potential partnerships, coalitions, consortia and affiliate engagement that may result in joint programme funding opportunities.
    • Prepare and share with the Country Director regular updates on income status of the country office in terms of secure income on a quarterly, bi-annual and annual basis, short, medium and long-term income projections as well as quarterly overview of funding pipelines.
    • Regularly advise the Country Director and the program team to ensure shared understanding for effective donor contracts and related risk management procedures.
    • Provide credible, up-to date strategic donor intelligence through regular research and trends analysis to generate information that enables Oxfam in Nigeria effectively engage with funding opportunities at global, regional and country level donors.
    • In collaboration with the Compliance Manager, ensure that donor contracts are managed in line with stated conditions and requirements for effective donor compliance (Reporting is a component of donor compliance).
    • Following each proposal development process, develop a process/activity that not only captures the success and challenges, but assures that they are incorporated into future programming.
    • Work with program staff to develop effective targeted marketing materials including flyers, presentations, banners, capacity statement etc.

    Partnership and Relationship Management:

    • Position Oxfam in relevant external forums, including with donors, corporate, Industry associations amongst other platforms for increased access to funding.
    • Effectively engage externally with government, non-government, partner organizations and UN coordination mechanisms to further Oxfam’s fundraising objectives

    Manage the Organizational Key Performance Indicators:

    • Further develop the standard Balance Score Card of the organization and guarantee that the respective organizational units align their performance management according to the KPI of the organization.
    • Link the cost and result side of the organization and provide and manage a framework to make Oxfam in Nigeria a cost-effective organization.
    • Inform the Leadership Team of progress and provide solutions to challenges related to KPI, performance, and value for money.

    Capacity Building of Oxfam Staff and Partners:

    • Through effective line management, develops the capacity of the Business Development Officer.
    • Provide information and informal training to improve their skills in proposal development, representation to donor and partner organizations, donor and partner intelligence-gathering, and marketing of Oxfam’ capacities.

    Job Requirements
    Essential:

    • Advanced University Degree (Master's degree or equivalent)) or equivalent in Business Administration, Law, Economics, or International Development. A relevant work experience may be considered.
    • Minimum 8 years of experience of which at least 4 years is at a leadership/senior management level in a growing development organization with a successful record in leading and managing fundraising and/or sales strategies and teams.
    • Knowledge of donor environment, understanding of funding issues in relation to the work of NGOs in the Development and Humanitarian sectors
    • In-depth understanding of the economic, political and social causes and dynamics of poverty, vulnerability and inequality and a familiarity with policy issues related to the creation or reduction of poverty, vulnerability and inequality
    • Strong numeracy and ability to interpret financial data, budget and to monitor income and expenditure.
    • Dynamic influencer with well- developed networking skills and the ability to negotiate and broker engagement across teams.
    • Ability to forecast and plan organizational income requirements in the development / not for profit sector.
    • Proven analytical skills and the ability to think strategically in relation to fundraising and donor engagement.
    • Ability to facilitate proposal development processes involving technical program, Supply and Logistics, MEAL, and finance team.
    • Ability to work effectively with others persuading, influencing, negotiating and supporting, following as required in order to achieve fundraising targets. Ability to forecast and plan income.
    • Proven track record in achieving 30%-win rate in getting grants.
    • Excellent interpersonal and communication skills (written and verbal English) including ability to evaluate proposals and write quality/timely reports for donors and make recommendations for improvements.
    • Demonstrated project management skills; ability to manage workflows and balance competing priorities
    • Ability to represent Oxfam in a professional and competent manner with external individuals and organisations.
    • Proven capabilities as a team player able to respond quickly and accurately to queries and issues. 
    • Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and the interests of marginalized people in all aspects of Oxfam’s work.

    Desirable:

    • Knowledge and / or experience of common Oxfam norms objects, standards and tools.

    • The international salary range for this position is set in scale 9 with a salary range between € 2962, -- to € 4557,-- monthly gross based on 40 hours a week.
