    National Consultant To Develop A Simplified Version Of The Trafficking In Persons (Prohibition) Enforcement And Administration Act, 2015

    Duties and Responsibilities

    Specific tasks to be performed by the Consultant:

    • Draft a report comparing and highlighting differences between provisions in the old and the new Acts;
    • Develop a simplified version of the new Act in plain English that can be easily understood by stakeholders and target groups;
    • Produce a fact sheet of the above-mentioned simplified version; and
    • Facilitate two (2) one-day training sessions for relevant stakeholders on the content of the new Act, based on the above-mentioned note, simplified version and fact sheet.

    The main objective of the training referred to  above is to ensure that the new provisions of the new Act are well understood by relevant stakeholders who are working with NAPTIP to curb TIP in Nigeria. It is expected that two one-day training sessions is delivered to relevant stakeholders to be identified by NAPTIP to equip them with the knowledge of the provisions of the new Act and to use training methods that will allow the recipients to transfer the knowledge gained to other relevant stakeholders within the TIP/SOM sector in Nigeria. 

    Institutional Arrangement

    The consultancy will be executed under the supervision of the Acting Project Coordinator and the National Project Officer, Victim Support, Rehabilitation and Grant Officer of the UNODC project, Promoting Better Management of Migration in Nigeria by Combating and Reducing Irregular Migration that occurs, inter alia, through Trafficking in Persons (TIP) and Smuggling of Migrants (SOM) (NGAX41) and in close collaboration with the designated staff from NAPTIP. 

    Expected tangible and measurable outputs:

    Specific outputs of the assignment are:

    Description of output

    • Develop and submit a detailed workplan of all the activities to be carried out;
    • Draft a report comparing and highlighting differences between provisions in the old and the new Acts;
    • Develop a simplified version of the new Act in plain English that can be easily understood by stakeholders and target groups;
    • Produce a fact sheet of the above-mentioned simplified version;
    • Facilitate two (2) one-day training sessions for relevant stakeholders on the content of the new Act, based on the above-mentioned note, simplified version and fact sheet;
    • Write and submit a final report of the whole assignment.

    The consultant upon resumption of duty shall submit a draft workplan which includes the following activities:

    • Date for initial Meeting with UNODC;
    • Date for initial meeting with NAPTIP;
    • Time frame for the development and submission of the simplified version of the Act;
    • Time frame for the development and submission a Fact Sheet of the Penal Provision of the new Act in simplified language;
    • Time frame for the development and submission of the training material and the training methodology;
    • The dates of the two one-day training sessions for stakeholders;
    • Date for the submission of the final report.

     Indicators to evaluate the consultant’s performance:

    • Timely and accurate submission of the documents required;
    • Substantive and linguistic quality of the documents prepared;
    • Delivery of the training to relevant stakeholders;
    • Evaluation and approval of the whole activities by UNODC and the Management staff of the National Agency for the Prohibition of Traffic in Persons and Other Related Matters (NAPTIP).

    Remuneration:

    • Successful candidate will be remunerated in an agreed ratio of about six (6) instalments tied to different deliverables as will be stated in the contract

    • Commitment to confidentiality of the assignment and handing over of products and documents paid for by UNODC used in the delivery of consultancy outputs.

    Required Skills and Experience

    Education:

    • Hold university degree in law or criminology.

    Experience:

    • At least 8 years of professional experience;
    • Excellent experience in and  knowledge of trafficking in persons and related issues;
    • Legal drafting background or a good experience of past similar activities.

    Language:

    • Fluency in English;
    • Working knowledge of some major Nigeria Languages is an advantage.
