    Programme Assistant (General Food Distribution) G5

    Location: Maiduguri, Borno

    Organizational Context

    • Under direct supervision of the Head of General Food Distribution (in-kind) section, the Programme Associate will be responsible for the following tasks:

    Job Purpose

    • To perform and support activities related to General Food Distribution of food in-kind in Borno and Adamawa States, North East Nigeria to ensure effective delivery of WFP food assistance and proper accountability of food and non-food resources.

    Key Accountabilities (not all-inclusive)

    • Participate and contribute to the overall operational planning for WFP food in-kind assistance as well as assist the National Programme Officer to prepare monthly food distribution plans.
    • Liaise with Partners to establish timely food distribution schedules and draw out dispatch priorities.
    • Supervise food in-kind distribution activities performed by implementing partners to ensure that they are in line with WFP standards.
    • Plan and supervise direct food in-kind distribution, as may be necessary.
    • Coordinate and carry out physical inventory of WFP food stocks and non-food items held by Cooperating Partners and other third party entities on a monthly basis and consolidate and analyse this information to identify any inconsistencies.
    • Ensure regular and timely reporting on food distribution and other WFP operations by Cooperating Partners and review monthly distribution reports in line with WFP reporting and accountability standards.
    • Ensure that WFP cooperate systems for information management and accountability including COMET and SCOPE are updated on a regular basis and are used throughout the project cycle.
    • Follow up with WFP Cooperating Partners to ensure they meet their Field Level Agreement obligations in relation to food in-kind delivery assistance in a clear and transparent manner.
    • Conduct monitoring and oversight missions and provide on-site guidance to Cooperating Partners.
    • Manage and follow up information on complaints, comments and feedback from cooperating partners, beneficiaries, and other stakeholders, related to programmatic issues with the view of fostering efficient operations.

    • Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to facilitate, under guidance, food assistance programme implementation that deploys full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
    • Knowledge of Specialized Areas: Understands basic technical concepts and data andtheir relevance to food assistance programmes.
    • Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
    • Strategic Policy Engagement w/Govt: Understands and applies basic principles of engagement with government counterparts at the national or local level.

    Desired Experiences for entry into the Role

    • Provide guidance and training, as may be necessary, for Cooperating Partners on WFP operational good practices, monitoring tools and methods.
    • Conduct emergency assessment and verification of beneficiaries as may be necessary.
    • Any other relevant task as may be assigned by supervisors.

    Standard Minimum Qualifications
    Education:

    • A University Degree (B.Sc) in Social Sciences or Natural Sciences is desirable.

    Language:

    • Fluency in both Oral and written communication in English Language. Fluency in the local languages such as Kanuri or Hausa will be an advantage.

    Experience:

    • Minimum of 3-5 years experience.
