    Accountability Coordinator

    Child Safeguarding

    • Level 3- The responsibilities of the post may require the post holder to have regular contact with children or young people and, in the overseas context all posts are considered to be level 3 posts in view of potential situations which may allow staff unsupervised access to vulnerable children and young people.

    Role Purpose

    • The Accountability and learning Coordinator is primary responsible for Learning and Accountability Mechanisms in all projects under the response.
    • S/he will lead output monitoring and quality monitoring of the projects.
    • S/he is responsible for coordinating and providing technical assistance to the SCI project teams in the areas of monitoring, evaluation, accountability and learning.
    • S/he will provide technical support at the field level in order to ensure quality implementation of the interventions.
    • This person is responsible for synchronizing the MEAL plan between Projects of SCI Response program in line with SCiBD plan and response strategy. S/he is responsible for supporting development and implementation of MEAL plan for ongoing and new projects.
    • S/he will support capacity development of SC & partner staff in field of MEAL.
    • S/he will document lessons learnt, best practice and organize learning event.
    • The contract length for this position is 8 months.

    Key Areas of Accountability
    Developing/strengthening accountability system:

    • Undertake responsibility for the roll-out of the Accountability system in SCI’s programmes and partners
    • Ensure that area operations and project staff understand the various steps and tools for the Accountability system and that this is used consistently across projects / areas
    • Lead in Accountability tools development and record keeping systems for CfMs, in collaboration with the MEAL and the programme team
    • Coordinate and participate with AAP-CWC WG to ensure that summary of complaints and feedback are shared and referred to
    • Document lessons learnt across all awards/sectors

    Monitoring and Accountability:

    • Lead in maintaining, updating, consolidating and cleaning the Accountability database. Ensure data quality across data collected from the different complaints and feedback mechanisms (CfM) within SCI and partners
    • Lead in consolidating sector and/or project complaints for the output tracker, reports and MEAL update
    • Lead in the consolidation and validation of KPI 19 in collaboration with MEAL and programme team
    • Provide support to the project management in developing reports (through data collected and analysed) ensuring that complaints and feedback from community facilitates change in quality/implementation of programmes
    • Collaborate with MEAL and Programme team, to conduct focus group discussions, post distribution monitoring, child participatory activities to gather affected community’s satisfaction; and
    • Liaise with programme teams and Community Mobilization team to develop information sharing and community engagement strategies, to ensure stronger accountability to beneficiary communities

    Quality Benchmarks:

    • To conduct quality monitoring of programme activities, measured against the quality benchmark on Accountability (MEAL Systems Quality Benchmarks), ensuring a functional, safe and appropriate mechanisms

    Capacity Building:

    • Contribute at the field level towards the creation of an organisational culture that promotes Accountability to Affected Population and child participation
    • Support on program and partners staff capacity to handle complaints and feedback and sharing of information and child participation
    • Partner Learning and Accountability Mechanism
    • Ensure partners’ documentation of complaints and feedback
    • Ensure that partners’ complaints and feedback mechanisms are reflected in SCI database and reports
    • Orient and mentor partner staff particularly MEAL staff on handling complaints and feedback/documenting lessons learnt and best practise across projects.
    • Ensure partners’ documentation of lessons learnt and best practices across projects.

    Documentation and Dissemination:

    • Support reporting to donors by providing analysis and trends on information, complaints and feedback to programme managers on a timely basis;
    • Ensure that Monthly, Quarterly and Annual Accountability reports (including inputs from Community Mobilization team) include accurate key data summaries and brief narrative description of critical analysis and issues as well as project specific information.
    • Support other reporting processes as required.
    • Ensure that Monthly, Quarterly and Annual learning reports include key findings from learning event.

    Coordination:

    • Coordinate and communicate with community mobilization team and programme staff on CfM, participation and information sharing activities
    • Maintain liaison with MEAL unit colleagues of PDQ department
    • Coordinate with CO Accountability team on hotline complaints and feedback and its timely closure

    Learning:   

    • Coordinate and communicate lessons learnt and best practices with programme staff.
    • Document lessons learnt and best practices across projects.   
    • Managing, designing, developing, coordinating and conducting all learning events across projects.
    • Update learning database and produce learning report across projects
    • Support learning across all projects.

    Skills & Experience

    • Minimum 3 years post NYSC experience in M&E positions and/or program experience in field data collection in emergencies
    • Detailed knowledge on Accountability and Participation systems/frameworks
    • Experience in establishing complaints and feedback mechanisms including child friendly mechanisms
    • Experience in at least one of the following sectors: Nutrition, Child Protection, Education and WaSH.
    • Good understanding of routine data quality checks/validation
    • Have experience and/or knowledge about working with children on research issues and is aware of the local legal and child protection systems.
    • Experience in survey and qualitative interviewing, including supervising field data collection teams and writing research reports/case studies
    • Proficiency in mobile data collection tools design and deployment
    • Fluency in Hausa language
    • Advance knowledge Microsoft Office Suite, especially MS Word, Excel, and PowerPoint
    • Ability to assess problems and recommend solutions
    • Experience in participating on Working groups or Cluster meetings

    Desirable:

    • Experience of working in a post conflict environment/refugee/IDP situation
    • Project management experience
    • Working knowledge of Kanuri language
    • Ability to work as part of a team, Flexibility, adaptability, and patience
    • Ability to work under pressure often to strict deadlines.
