    Short Term Technical Assistant- Education Curriculum Review

    Situation Analysis
    Female Genital Mutilation/Cutting remains widespread in Nigeria with regional and ethnic variations in prevalence. According to the MICS 2016 -2017, 18.4% of women aged 15-49 years had undergone
    FGM/C which is a decrease from 27% in 2011 (NBS & UNICEF 2011; NBS & UNICEF 2017). Sadly though, the prevalence among daughters aged 0-14 years has increased from 19.2% in 2011 to 25.3% in
    2016. In the UNFPA/UNICEF intervention states, the overall FGM prevalence among women aged 15-49 years ranged from 43.2% in Ebonyi to 67.8% in Osun state (NBS & UNICEF 2017). Decreases in FGM
    prevalence among women aged 15-49 years have occurred across the UNFPA/UNICEF intervention states with the highest drop seen in Oyo state(Ebonyi: 62.3 % to 43.2%; Ekiti: 66.2% to 62.6%; Imo: 58.4% to
    51.6%; Osun: 73.4% to 67.8 %; and Oyo: 71% to 55%). The highest decreases were observed in Imo (33.4% to 22.2%) and Oyo states (32.9% to 29.6%). A slight increase was seen in Ekiti from 40.3% to
    41.7% and Osun from 33.4 to 34.6%. Although the prevalence among girls 0-14 years is lowest in Ebonyi, several Ebonyi communities cut girls from adolescence and above so this indicator might not give a true picture of FGM/C for that state (Ebonyi – 6.4% to 5.2%).
    The MICS 2016 -2017 has revealed new hot spots for FGM/C in Nigeria. States such as Zamfara, Kaduna, and Jigawa all had FGM/C prevalence less than 20% during the last MICS conducted in 2011. The recent
    survey however reveals a disturbing trend with very significant increase in prevalence among women aged 15 -49 years. Part of our intervention is now to engage with community-based organizations in these
    locations to provide preventive mechanisms to prevent having more girls from being cut and given off into early marriage.
    Purpose of the Consultancy
    Youth Network for Community & Sustainable Development is seeking to hire a consultant with experience in curriculum review & development to deliver a consultancy in two parts: Firstly, to
    take stock and review existing formal and non- formal curriculums being used by development partners, primary and secondary schools particularly related to Gender Based Violence issues such
    as Female Genital Mutilation/Cutting, and provide recommendations through a comprehensive desk review report submitted to Youth Network for Community and Sustainable Development.
    Secondly, based on the findings and recommendations, work with Youth Network for Community & Sustainable Development and all other relevant stakeholders at the state level to develop a rigorous Curriculum Advisory/Guideline submitted to State Ministries of Education across Ebonyi,
    Enugu, Osun and Oyo states.

    Methodology:

    • Desk review of the existing Formal and Non Formal Education programme curricula in Ebonyi,Enugu, Osun & Oyo states.
    • Key informant interviews with the relevant stakeholders at federal and state level including selected relevant development partners as well as Activists.
    • Co- facilitate workshops with YNCSD technical staff including but not limited to item selection and condensing, writing, critique and editorial and finalization workshop with key stakeholders at the state level.

    Key deliverables:

    • Report on the review of existing formal and non-formal education curricula, which includes detailed recommendations on the next steps and requirement needs for the inclusion or
    • implementation of FGM/C and GBV related teaching in state curriculum.
    • In collaboration with State Ministries of Education and other development partners, produce a final State-specific curriculum Guideline/Advisory on the inclusion of FGM/C and GBV into the
    • education curriculum to be submitted for review and approval by the relevant authority. It is expected that this curriculum is finalized and refined at Regional Stakeholder Meetings to be
    • organized by YNCSD in partnership with the Consultant. Furthermore, the successful consultant will lead in the preparation and facilitation of the workshops at the state level.
    • Fully developed teacher Guideline and Advisory with clear follow up plan for YNCSD’s further action and knowledge management.

    Selection Criteria
    Required competencies:

    • Compelling evidence of interest in and commitment to the mission of the YNCSD.
    • Solid people manager, able to manage and promote inclusive and diverse teams within the organization
    • Excellent writing and analytical skills
    • Advanced computer usage skills with proficiency in Microsoft® Word, Excel, PowerPoint
    • Expertise on gender equality and equity
    • Ability to work with minimum supervision and engage relevant stakeholders.
    • Ability to work well with government agencies and coordinate with other development partners.
    • Proficiency in English
    • Evidence of ability to deliver on all institutional and technical requirements above.

    Education and Experience

    • Academic training: Master's degree or higher in education preferably in curriculum design and development especially accelerated education program or any other social science degree.
    • Experience: At least five years relevant professional experience developing educational curriculum, including research or similar related topics preferably for accelerated learning programmes.
    • Consulting experience: in strategy, research, international development in reputable consulting firms a major plus.
