    Position Description

    Position Status: Fixed, Contract

    Location: Benue, Plateau, Kogi, Kaduna, Kano and Katsina

    Reference number: ABV/PRO/2019/0024

    Background of the program

    Community Initiatives to Promote Peace (CIPP) is a five-year USAID-funded program with objectives of:

    (1) empowers communities to prevent and respond to violence and violent extremism by strengthening key skills and relationships, and

    (2) fosters an enabling environment for peace through policy advocacy, media outreach, and linkages to development programs.

    CIPP is building on collective learning, furthering aspirations for the leadership of partners, and reflecting the model of strategic collaboration, continuous learning, and adaptive management. The lead activities include interfaith dialogues and cross-regional exchanges, dialogue and mediation training, communication and mass media strategy across and policy/advocacy initiatives.

    Purpose

    Purpose of the Baseline Study

    The purpose of the baseline study is to collect information on existing conditions, as related to key indicators, provide information which the CIPP project can monitor and assess its progress and effectiveness during implementation and after the activity is completed. The assessment will form the basis for comparison with the midterm and end line study. Data collected and analyzed from the baseline study will also provide the project team with a clearer picture of the level of conflict and other relevant information in target communities.

     In summary, the purposes of the Baseline study are as follows:

    1.      Collect relevant data on conflict and other related activities in CIPP sites in Benue, Plateau, Kogi, Kaduna, Kano and Katsina states in order to measure the conflict situation. This will be used to assess project progress and effectiveness and also compared with midterm and end-line assessment.

    2.      Inform any necessary changes to the implementation of program activities; and

    3.      Collect relevant data in CIPP sites that will serve to determine the degree to which changes related to key outcomes will be attributed to CIPP project interventions during implementation.

    Scope of Work /Responsibilities

    The field enumerators will:

    • Get familiar with data collection tools and the study protocol
    • Attend assessment orientation and data collection training
    • Conduct Baseline data collection in all CIPP sites in Benue, Plateau, Kogi, Kaduna, Kano and Katsina states
    • Orient and guide the MC project team on likely sensitivities that could affect the usage of the survey tools within the target communities
    • Work collaboratively with CIPP project and MC M&E team to ensure successful implementation of the Baseline study
    • Review filled data collection tools to ensure completion and quality of data
    • Provide guidance and clarifications at the data analysis stage regarding collected data as needed         
    • Play a key role in the mobilization of community respondents for the survey.

    Qualifications and Personal Attributes

    • Qualifications in te fields of the Social Sciences, Economics, Development Studies or Statistics.
    • A soundtrack record in developing and conducting research
    • Proven skills in the use of a mobile device for data collection
    • Experience in conducting quantitative and qualitative research in the Northern part of Nigeria
    • Experience working in the selected communities and a good understanding of the local dialects is preferred.
    • Experience in data collection and analysis using participatory methodology.
    • Possess a degree of flexibility to work and availability to respond to comments and questions in a timely and appropriate manner.
    • Strong command over English and Hausa, especially the ability to write high quality, clear and concise reports.

    Timeframe / Schedule:

    • The enumerators will be engaged for a period of 10 days each.  A total of 60 enumerators will be consulted, 10 enumerators each will be working in CIPP sites in Benue, Plateau, Kogi, Kaduna, Kano and Katsina.

    The enumerators will work with:

    •  CIPP Monitoring and Evaluation Officer, CIPP team, Partner and a consultant
    • The enumerators will report to:
    • CIPP Monitoring & Evaluation Officer.
