    Grants and Partnership Manager

    Location: MMC, Borno
    Reporting to: Program Manager (Head of Programs)
    Start date: January 2, 2020

    Job Purpose

    • The Grants and Partnerships Manager will be responsibly Project Cycle Management as well as donor reporting and promotion of internal compliance to donor rules and regulations.
    • Additionally, the position holder will oversee all the M&E processes including data collection, cleaning and reporting and the maintenance of an accurate database, besides supporting the sub-award management for local implementing partners.

    Responsibilities
    Donor Funding Management:

    • Maintain a broad and deep understanding of relevant institutional donors’ policies, regulations and procedures and regularly update the donor mapping matrix for NCA Nigeria
    • Extract relevant donor compliance regulations from the grant agreement and develop compliance summary sheets for each agreement signed.
    • In consultation with the Finance Manager, provide guidance on compliance questions arising from the implementation of each agreement signed.
    • Proactively identify compliance risks throughout the portfolio and advise programs, support teams and senior management on necessary actions
    • Actively cascade information on donor and NCA compliance regulations to implementing partners.
    • Liaise with NCA colleagues in Head office about specific compliance issues and clearly communicate these issues through to relevant colleagues in the field
    • Support the Finance Manager, Head of Programs, and Country Director to maintain positive and constructive relationships with donors, in-country
    • Track donor correspondence ensure that effective channels of internal and external communications relating to grants are established and respected
    • Ensure that senior management and technical leads understand donor communication protocols and provide copies of correspondence for files

    Business Development:

    • Contribute to the proposal development and cost modification processes, including compilation and editing of the technical narrative, development of budgets narratives and drafting of required annexes for review
    • Reviewing and soliciting required approvals and processing related grant documents according to NCA grants procedures.
    • Facilitate grant opening, quarterly reviews and grant closing meetings to ensure project objectives are being met and identify and challenges, delays or deviations from the project plan. Communicate suggested realignments internally as appropriate and document meeting minutes and action items identified in grant meetings.
    • Support program staff in grant revisions, cost extensions, no-cost extensions, budget realignments, and other as required
    • Facilitate capacity building of NCA program and support teams in report writing, budget management and indicator tracking, as appropriate.
    • Ensure proposal development processes are properly tracked

    Reporting and M&E:

    • Prepare and circulate templates, coordinate inputs, review and edit quality donor reports in line with donor expectations and within the established timelines.
    • Ensure quality information management related to grants and maintain online grant files (SharePoint and 360), reporting calendars, and regularly update internal NCA documentation
    • Develop and maintain a reporting calendar for all grants and ensure adherence to stipulated schedules
    • Maintain a comprehensive information management and filing system that ensures all donor contractual documents, reports, key correspondences, are appropriately filed in up-to-date and consistent soft and hard libraries available as needed
    • Facilitate the development of Results Frameworks and manage the tracking of indicators
    • Develop data collections templates and apply digital data collection processes for monitoring and evaluation
    • Maintain an easily accessible database and regularly update and circulate key program information as needed.
    • Ensure compliance with GBVIMS and PRIMERO requirements
    • Promote accountability to program participants, through a functional CRM system in all project locations.

    Partnership Management:

    • Promote adherence to NCA policies and procedures, including donor compliance, among implementing partners
    • Conduct regular assessments of implementing partners to ensure they meet the minimum threshold and support their capacity development on identified gaps
    • Draft sub-award agreements and modifications, acting as focal point for review and approval, and facilitate signature by NCA and partners
    • Ensure the timely internal review and clearance of all financial documentation and reporting associated with sub-grants.
    • Ensure timely and accurate payments are made to partners throughout life of the sub-grants
    • Monitor and facilitate compliance of partner’s programs with donor and NCA requirements and raise issues affecting external/internal compliance to the Program Manager.
    • Utilize NCA’s Sub-Award tools and systems to ensure NCA and donor compliance with sub-award management
    • Maintain Sub-Grants Tracker and ensure regular maintenance of sub-grant files, both electronic and hard copy.
    • Update internal NCA documentation and provide analysis of current and closed sub-awards.

    Requirements

    • Bachelor's Degree - Master's Degree preferred - in Social Studies or a related field
    • At least three (3) years relevant work experience
    • Excellent writing skills and experience in writing proposals/concept notes.
    • Demonstrated field-based experience in grants management
    • Proven competency in budget development and management; including strong Excel skills.
    • Proven experience working with and mentoring nascent local organizations.
    • Working knowledge of key donors Norwegian MFA, USAID/PRM, ECHO, UNICEF, UNOCHA, DFID and other donor rules and regulations.
    • Excellent writing skills and experience in writing proposals/concept notes.
    • Ability to work and lead tasks independently while being a strong team player.
    • Works well in and promotes teamwork, comfortable in a multi-cultural environment.
    • Good interpersonal and staff management skills
    • Ability to maintain professionalism and calmness in stressful and emergency contexts.
    • Fluent in spoken and written English.

    Senior Safety and Security Officer

    Location: MMC (Borno) with frequent travels to deep field locations
    Reporting to: Country Director
    Start date: January 2, 2020

    Job Purpose

    • The overall goal of the position is to ensure that security and safety protocols are developed and applied in all NCA offices and guest houses in Nigeria and that the protocols are adaptable to the changing context of programming in North East Nigeria. Additionally, the position will support partners in establishing key security protocols to guide their operations.

    Responsibilities
    Security Management:

    • Implement the security management plan and security protocols developed for the country office
    • Conduct regular security risk assessments in line with minimum operation requirements
    • Maintain and implement location and situation-based security standard operating procedures (SOPs) as applicable
    • Adapt security protocols to the shifting operation context in NE Nigeria as needed
    • Implement and incident and crisis management protocol for the mission identifying and assigning responsibilities as appropriate, in consultation with Head of Mission

    Staff, and Asset Safety:

    • Conduct regular safety audits of all NCA premises and recommend measures that would reduce risk, focusing on prevention and deterrence.
    • Ensure that Security guards at all NCA premises have undergone basic safety and security trainings and maintain clear records on the same
    • In consultation with Admin Manager, ensure that safety features are installed in NCA premises
    • Advise the Admin Manager on safety requirements for asset and commodity movements, asset and commodity storage and use.
    • Ensure all NCA premises are equipped with fire extinguishers in clearly marked locations
    • Ensure that all NCA premises and vehicles used by NCA staff on official duty are equipped with first aid kits
    • Identify hibernation options for staff and ensure that hibernation kits stocks are always available in all locations.
    • Ensure that staff are assigned means for emergency communication when deployed to deep field locations.

    Trainings:

    • Conduct safety and security trainings to all new staff before deployment to filed locations and or Maiduguri
    • Analyze staff security and safety needs and share with line managers.
    • Develop a catalogue of mandatory trainings that staff should undertake before deployment to deep field locations and communicate this to line managers
    • Maintain records of staff safety and security trainings
    • Outsource specific safety and security trainings and liaise with line managers to identify who can benefit from the same
    • Conduct regular refresher security and safety trainings to security guards deployed at NVA premises
    • Train staff on the use and maintenance of security communication equipment: Thuraya phones, radios

    Liaison and Coordination:

    • Ensure close coordination of NCA security protocols with other actors in the operation areas and keep monitoring for any actions that may elevate our security risk for immediate remedy
    • Attend security coordination meetings regularly and keep the Head of Mission informed on any new developments
    • Liaise with the Logistics department for cargo movements to ensure security protocols are followed
    • Liaise with the Admin department before vehicles are deployed to deep field locations to assess the vehicle conditions, drivers’ awareness of security requirements and safety provisions in the vehicles
    • Liaise with the Security Advisor at Head office and keep updated on new NCA global security and safety issues as they emerge.

    Reporting:

    • Ensure that incidents are promptly reported, and clear actions are taken as needed.
    • Compile monthly security reports and share with Head of Mission
    • Ensure that staff understand and clearly apply the incident reporting tools as needed
    • Receive daily staff check-ins from all the deep field locations through a designated focal person

    Requirements

    • Bachelor's degree in Political Science, International Relations, Social Development or other related field
    • Previous work experience as Safety and Security Officer in active conflict environment
    • At least two years working experience in North East Nigeria in the last 7 years
    • Strong interpersonal skills
    • Strong analytical skills
    • Good command of English
    • Good reporting skills
    • Ability to travel on short notice to deep field locations
    • Ability to speak at least two of the dominant languages in the operation area; Kanuri and Hausa
    • Good negotiation skills
