    Safety Advisor, Mobile for Lake Chad Basin

    Location: Maiduguri, Borno

    Job Description

    • We are seeking an experienced individual to join our team as Safety Advisor - Mobile for Lake Chad Basin to be based in Maiduguri, Nigeria.
    • The Safety Advisor- Mobile will combine a strong humanitarian and safety background with experience of a similar country risk context, a clear understanding of humanitarian safety principles, conflict analysis and with a flexible, outgoing personality he/she will be able to interpret and articulate and publish best information and principled, expert advice to a broad range of humanitarian actors.

    Job Summary

    • Safety Advisor positions are highly rewarding roles, offering a unique opportunity to work in a close-knit team giving security analysis and advice that is not only some of the best of its kind, but that is also vital to the efforts of the NGO community to deliver aid and assistance to the thousands of people who need it. Successful candidates will be outgoing and resilient, with the ability to analyse complex security issues and contexts, give sound practical safety and security advice, communicate to an excellent standard of English both verbally and in writing, and above all else share INSO’s commitment to humanitarian principles.
    • The Safety Advisor- Mobile is a roving specialist who is frequently deployed to our regional offices (Nigeria, Niger and Cameroon) in order to cover standard SA duties whilst the regional SA is out of office, and to support local teams in crisis situation or with trainings and on-the-job orientations. Frequent travels and flexibility in adjusting to different regional teams and situations are key requirements of this post.
    • In addition, the applicant will be able to identify trends and patterns within quantitative datasets of security incidents, linking this information to broader political and socio-economic developments.
    • The applicant must also be an appropriate representative of INSO among a diverse and important audience of members and a wide network of contacts, including UN agencies, international donors and organizations, local communities and their leaders.
    • In addition to providing potentially life-saving advice and analysis, our Safety Advisor must consistently represent INSO's mandate of neutrality and independence, while upholding humanitarian principles and actively promoting the improvement of operating practices, to allow access to be retained and expanded, and vital services to be delivered safely and promptly.

    Major Responsibilities

    • Establish and maintain an active information network, which includes NGOs, the UN, military forces, and other national and international security actors to obtain credible and relevant safety information.
    • Provide NGOs with timely and credible security information and contextual analysis of the local security situation through daily incident alerts, weekly incident lists and bi-weekly analytical reports.
    • Facilitate and lead regional NGO community security round-tables.
    • Assist NGOs in developing their own security management capacities by reviewing policy documents, conducting site-security surveys, and assisting in crisis evacuation planning.
    • Manage a small office team, including supervision of national staff and oversight of local logistics and administration.
    • Effectively represent, promote and protect INSO's mandate of independence, impartiality and neutrality.
    • Support the Deputy Director and the Regional Analyst in development of context-specific analysis across the region

    Mandatory Requirements

    • Fluency in English & French (written and spoken).
    • Graduate level education or equivalent work experience.
    • Experience in insecure/conflict-affected environments.
    • Strong writing skills and proven analytical abilities
    • Demonstrable understanding of humanitarian safety practices and principles and their application.

    Preferred Characteristics:

    • Minimum 1 recent year experience in Cameroon, Niger or Nigeria - ideally in an NGO safety role or equivalent - and demonstrable understanding of the security dynamics and context.
    • Employment history that reflects experience in both security and civilian fields.
    • Experience with NGO security and/or project management.
    • Local language skills.

    Terms & Conditions

    • 12-month contract with a start date ASAP,
    • Euro 4550 per month salary, 4 calendar days’ annual leave per month and 7 days of R&R every 2 months with a 1000 EUR R&R allowance, global medical coverage, AD&D coverage.

    Training Manager

    Locations: Abuja, Nigeria and Cameroon

    INSO Lake Chad Basin Regional Office

    • Since registering in Nigeria in 2016, INSO has developed a strong regional approach supporting NGOs working on the Lake Chad Basin crisis. The coordination office, which is based in Abuja, oversees offices in Maiduguri, Nigeria and Maroua, Cameroon. A third operational office in Diffa, Niger is in its opening phase.
    • We are currently seeking an experienced humanitarian professional to join our Lake Chad Basin team as Training Manager for Cameroon and Niger, to be based in our regional office in Abuja, Nigeria with frequent travel within the Lake Chad Basin region.

    Job Summary

    • The primary aims of the post are to lead and deliver security management trainings to international NGOs operating in Cameroon and Niger and to support the delivery of security management and personal safety courses in Nigeria.
    • In contrast to many training positions, an INSO Trainer is also responsible for monitoring and advising on the operational application of the training after the courses have finished.
    • The ideal candidate will be an experienced humanitarian training professional with experience in curriculum development, delivery and impact monitoring and with a keen interest in INSO, Cameroon, Niger and/or the Lake Chad Basin context, and a passion for capacity building of NGOs.

    Major Responsibilities
    Responsible for training program development in Cameroon and Niger, including the delivery of the following courses:

    • Basic Security Management
    • Advanced Security Management
    • Crisis Management

    Responsible for supporting the delivery of the following courses in Nigeria:

    • Advanced Security Management and Crisis Management
    • Hostile Environment Individual Safety Training (HEIST)
    • Hostile Environment First Aid Training – First Responder (HEFAT- FR)

    Responsible for assisting in the management of the training team:

    • Assist the Training Manager LCB in ensuring that the logistical and financial needs of the training team are met in coordination with INSO LCB’s administration, finance, and HR teams.
    • Assist in developing the annual training strategy and budget.
    • Develop, implement, and oversee INSO internal staff development training for national and expatriate staff in the field of security management.
    • Review, evaluate, and adapt training materials as necessary and identify and develop trainings (through needs assessments) to meet the training needs of NGOs.
    • Design and implement monitoring and evaluation tools that allow for the ongoing adaptation and improvement of the security management and personal safety courses.
    • Manage and maintain NGO and public perceptions of INSO’s reputation as an independent, impartial, and neutral actor.
    • Where required, assist senior management staff in the day-to-day running of the country program and provide support to operations where required.

    Mandatory Requirements

    • Experienced safety and security trainer with both academic and practical experience (prior military service or law enforcement, experience considered).
    • At least 1 year providing training in the humanitarian safety sector, specifically at the field level.
    • Significant experience working in conflict environments, preferably as a humanitarian worker.
    • Experience working with diverse teams and able to organize people around deadline-driven events.
    • Familiarity with the philosophy, priorities, and principles of humanitarian NGO approaches to security.
    • Ability to work in a fast-paced, multi-cultural and close-knit team to deliver results on a deadline.
    • Fluent in French with a working knowledge of English.
    • Willingness and ability to travel around the Lake Chad Basin region, including in remote and insecure locations.

    Preferred Characteristics:

    • Working knowledge of Nigeria and Lake Chad Basin neighbouring countries’ security dynamics.
