    RH Midwife

    Background
    The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state
    In February 2014 the IRC moved into Adamawa State in NE Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict affected populations. IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri, Monguno and Gwoza of Borno state and Damatru of Yobe State

    Currently, IRC Nigeria implements programs primary health care, nutrition, environmental health, women’s protection and empowerment, protection, child protection, education, food security & livelihoods. In response to the new IDP influx displaced from Kukawa local government, the IRC will be providing emergency reproductive health package according to the MISP for the new IDP influx and host communities.

    Job Overview/Summary

    • The Midwife is a member of the health team, and will be responsible for supporting the implementation of the Emergency Reproductive Health activities in Maiduguri including the MISP (Minimum Initial Service Package for RH in Crisis Situations) according to the IRC and donor work plans
    • She will work to ensure the improved quality of the project clinical activities e.g. family planning, maternal and neonatal care, case management of sexually transmitted diseases and the clinical management of sexual assault survivors in the IRC supported health facilities
    • The Midwife will ensure the well-being of girls and women in Maiduguri and Monguno both through the IRC supported health facility and through RH Services at community level.
    • The Midwife is responsible for the oversight and implementation of Maternal and Neonatal Care, in particular: Basic Emergency Obstetric and Neonatal Care (BEmONC), Antenatal Care and Postnatal Care, Counselling and provision of Family Planning (including Long term methods) are offered according to MoH Guidelines at the IRC supported health facilities is of quality standard, Post Abortion Care.

    Major Responsibilities

    • In line with the Minimal Initial Service Package (MISP),
    • Provide the Clinical Care for Sexual Assault Survivors (CCSAS) according to national protocols and guidelines.
    • Provide the clinical care activities in the IRC RH clinical area or at the maternity
    • Adhere to and practice use of Universal Precautions and proper waste management at all IRC supported health facilities.
    • Performs basic and assisted delivery care.
    • Performs any needed neonatal and obstetric resuscitation activity.
    • Ensures timely supported referrals to the nearest Emergency Obstetric Care center.
    • Provide technical support and guidance to other midwives in assisted deliveries (by vacuum, forceps, and breech).
    • Identifies survivors of sexual assault and refers them for registration, counseling and Clinical Care Support the RH and GBV clinic staff with technical advice, and provides services in line with the MoH and/ or international best practice guidelines.
    • Monitor progress against grant work plan; promptly identifying any current or potential delays and recommending solutions to technical issues.
    • Prepare Purchase Request forms for program supplies/activities and undertake field procurement as designated and authorized.
    • Monitor program supply inventory levels; perform monthly spot-checks on program inventory
    • Work with and provide timely technical support to IRC’s implementing partners; maintain respectful and constructive relations with partner staff, services providers and patients.
    • Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation

    Qualifications
    Education:

    • Qualified Midwife/Nurse with Degree/Diploma/Certificate and a practicing license

    Work Experience:

    • At least 2 years’ experience in midwifery and nursing care preferably in SRH, at BEmONC and at  primary health care level

    Demonstrated Skills and Competencies:

    • Skills to communicate on sensitive RH topics, provide RH education
    • 1 year of experience counseling survivors of abuse or violence with a reputable organization.
    • Clear understanding of gender equality and gender issues for women and girls.
    • Ability to maintain beneficiary confidentiality and respect at all times is essential.
    • Ability to lead, train, supervise and facilitate other midwives, nursing staff and community health workers in their respective tasks.
    • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.
    • Ability to work as a member of a team is essential.
    • Ability to communicate in English and write clear and concise reports in English.
    • Must be computer literate, including Microsoft Word and Excel

    Language Skills:

    • English and Hausa a must, Kanuri and Shuwa will be an added advantage.

    For position in Gwoza, indigenes will be given priority

    Nurse/Midwife

    Job Overview/Summary

    • The Nurse is responsible for patient care at the mobile clinics and overseeing community health activities for the population in the catchment area of IRC mobile clinics in MMC, Jere, Borno State. The Nurse reports to the team leader.

    Major Responsibilities

    • Will support reproductive health activities (ante-natal care, family planning, post-natal care, and emergency delivery)
    • Act as the link between Health facilities/mobile clinics and the community to ensure awareness of available services, proper follow-up of patients and defaulter tracing.
    • Develop and conduct training of community volunteers on pillars of safe motherhood, infant and young child feeding practices, general child care and hygiene promotion.
    • Provide health and nutrition messaging in the communities, in collaboration with community volunteers.
    • Conduct regular meetings with the CVs, for sharing information, discussing relevant health issues and weekly activity plans for health messaging in the communities.
    • Ensure health basic protocols and other IEC materials are well displayed in the facilities and outreach sites.

    Income Generating Activities Assistant

    Job Overview/Summary: 

    The International Rescue Committee (IRC) in Nigeria through the Education sector sector is support vulnerable population affected by the conflict through income generating activities for households to generate income to improve learning in schools. The IGA Assistant will perform his/her role to assist in carrying out all Income Generating activities under the supervision of the IGA Officer.

    Education M/E Officer

    JOB SUMMARY:

    Under the supervision of both the Education project manager and M&E Manager, the monitoring and evaluation (M&E) Officer will be responsible for the design, coordination, and implementation of the monitoring and evaluation, research, and learning framework of the Project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project. He/she will also provide technical assistance to the local implementing partners, particularly in relation to monitoring and reporting. The officers will also be responsible for incorporating relevant program indicators into the project’s M&E systems that enable to measure the contribution of individual projects in achieving program objectives.  

    RESPONSIBILITIES:

    Program/project design and learning (5% of the time)

    • Ensure that detailed and feasible project monitoring plans are developed that: i) provide an indicator matrix, ii) consider ethical and safe collection and storage of data, iii) consider data quality audits, vi) consider storing, protecting and sharing project documents;
    • Closely work with education officers and manager to make sure all projects have tested standard monitoring tools that capture both program activity and indicators progresses;
    • Make sure all projects have accountability mechanisms up and running; 
    • Work with project and support staff to determine which monitoring activities will take place and which data collection methods will be used to ensure their adequacy and appropriateness;
    • Assist in conducting and documenting project learning, and sharing lessons learned and best practices, incorporating these into project implementation 
    • Assist in identifying, recording, storing and sharing lessons learned that have implications for refinement of best programmatic practice

    B. Monitoring and evaluation (65% of the time) 

    • Facilitate the preparations of monthly project activity plans including M&E plans;
    • Work with project staff to determine which monitoring activities will take place and which data collection methods to use;
    • Work with project staff to ensure that the project work plans include monitoring activities (or that a stand-alone monitoring work plan is in place), is up-to date and progress tracked;
    • Work with project staff to develop, translate, pilot and finalize data collection tools as needed;
    • Work with projects to ensure that data is collected and entered into databases and tracking sheets, and the data platform regularly;
    • Work with project staff to track progress on action points related to implementation and M&E activities;
    • Work with project staff to provide M&E inputs for reports written during project implementation;
    • Closely follow up the field data collection and flag the data collection issues to the M&E manager and coordinator and project staff; 
    • Conduct data quality audits of project data to identify and resolve systemic problems affecting data quality;
    • Document findings from data quality audit and store in project files to ensure collective and sustainable access;
    • Document schedule of activities related to sharing reports with the project team, donors and other stakeholders; 

    C. Information management and reporting (20% of the time)

    • Provide M&E inputs for regular analysis and action planning meetings to (1)  compare data against project milestones, targets, and quality expectations across project sites; (2) identify issues requiring concerned staff attention;
    • Extract lessons learned from projects, systematically document and make readily accessible to staff;
    • Support M&E manager and project manager to ensure that data is collected and entered into databases and tracking sheets, and/or the data platform regularly;

    D. Staff capacity building (5% of the time)

    • Train staff in data collection methods, management, analysis, and how to use data for decision making;
    • Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives.

    E. Perform other duties assigned by the supervisor (5% of the time)

    • Perform other tasks as necessary and given by his/her supervisor/s

    Qualifications:

    • University degree (statistics, social science, development economics, or a related discipline);
    • Minimum two (2) years of experience within the development / humanitarian sector;
    • Proven technical skills in monitoring and evaluation, experience with qualitative and quantitative data collection and analysis;

    Reproductive Health Manager

    Job Overview/Summary

    The Reproductive Health (RH) Manager is the focal point for the IRC’s Emergency Reproductive Health services in Gwoza and MMC/Jere LGAs (Borno State). The RH Manager ensures that proposed RH interventions are guided by IRC and donor guidelines and are aligned with WPE activities within the Comprehensive Women’s Centers (CWC), and Health mobile outreach activities located in Gwoza.

    He/she reports to the Senior RH Manager and works closely with the RH, Health and WPE Managers in those program sites where he/she will be supporting the RH program teams and activities.

    Major Responsibilities

    Under the supervision of the Senior RH Manager, the RH Manager is responsible for:

    Program support & development

    • Ensuring that proposed emergency RH interventions are guided by guidelines and protocols, including the following services/activities: Family Planning, STIs prevention and treatment, Post Abortion Care, ANC/PNC, Facility deliveries, Emergency Obstetric Care (BEmONC) or referrals for CEmONC, and  Clinical Care for Survivors of Sexual Assault (CCSAS);
    • Ensure that all stated RH goals and objectives are met, that projects are monitored, and that reports are submitted in a timely manner; 
    • Work closely with the IRC’s WPE and Health teams at the field level to insure coordinated and integrated activities within the CWCs and mobile outreach clinics respectively.
    • Provide technical oversight to field-based reproductive health staff of Gwoza and MMC/Jere in the area of RH, with an emphasis on staff capacity building, supportive supervision and mentorship.
    • Supervise the RH Community Mobilization strategy in Gwoza and MMC/Jere; 
    • Work with the M&E team to ensure the smooth running of the M&E system: from data collection and facility level to weekly data compilation reports, databases and analysis of the data to inform decisions and report-writing. 
    • Assisting the Senior RH program Manager in proposal writing for RH funding opportunities;
    • Continuously assessing RH needs and suggesting new projects to address identified unmet needs;
    • Promoting a culture of learning whereby lessons-learned and good practices are documented and shared for institutional memory;
    • Any other duties as assigned by the supervisor to enable and develop IRC programs.

    Grants Management & Reporting

    • Manage and oversee all the RH budget lines by means of workplans, spending and procurement plans to ensure that project deadlines are met and targets achieved;
    • Participate in Budget monitoring meetings, Grants Opening, Mid-Term and Closing meetings;
    • Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required;

    Staff Management 

    • Undertake RH capacity-development activities/training  for RH and clinical health staff; 
    • Work closely with Health Managers to build their capacity to oversee RH activities.

    Coordination and Representation

    • Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organisations and other IRC sectors to enhance cooperation and coordination;
    • Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate;
    • Represent the IRC in coordination mechanisms and meetings with other agencies, including the Ministry of Health, WHO, UNFPA and other UN agencies, non-governmental organizations, or donors.

    Qualifications

    • Health professional (MD, RN, PA or CO) with strong public health background, MPH a plus;
    • 3 years’ experience in coordinating, implementing and managing reproductive health programs in emergency contexts and/or refugee settings;
    • Experience in providing technical support to reproductive health staff in a complex setting;
    • Thorough understanding of gender-based violence response protocols and service provision;
    • Ability to validate and interpret health data;
    • Demonstrated ability to support and build staff capacity;
    • Ability to work independently and as a collaborative team member;
    • Fluency in English and Hausa;
    • Excellent oral and written communication skills;
    • Ability to live in a high security environment;
    • Excellent computer skills: MS Word, Excel, PowerPoint, SPSS, Outlook and the internet.
