    Senior Technical Officer - Reproductive Health

    Job Summary / Responsibilities
    Basic Function:

    • The STO-Reproductive Health will provide technical and programmatic support to implement high quality care and support activities with primary focus on reproductive health.
    • The STO-Reproductive Health primary responsibilities are to manage and support RH clinical activities for three sites of the new liberated government areas (LGAs) - Dikwa and Bama - with potential for additional sites.
    • Under the supervision of the Response Team Coordinator, the STO-RH will manage all activities related to reproductive health while ensuring the quality of service and correct application of the treatment protocols.

    Duties and Responsibilities:

    • Provide day to day technical and programmatic support related to Clinical Management of RH and integrated medical services at the facility level guided by strategies and approaches related to the implementation.

    Qualifications

    • MB.BS/MD/PHD or similar degree with 1 to 3 years’ relevant experience in clinical care with a sound understanding of RH in humanitarian relief settings.
    • Possession of an MPH or post graduate degree in a related field is required.

    Procurement/Logistics Manager

    Job Summary / Responsibilities
    Basic Functions:

    • Manages day to day operations and systems coordination related to the procurement of various supplies and services in support of the project located domestically and internationally.
    • Selects, develops and evaluates personnel to ensure the efficient operation of the function.

    Duties and Responsibilities:

    • Manages the procurement process and inventory of office supplies, computer peripherals, software, cell phones, furniture, publications, subscriptions, medical equipment and pharmaceuticals for both domestic and country offices.
    • Oversees logistical system for shipping/property control and related contracts.
    • Works with vendors to negotiate and obtain best pricing and service for international shipping contracts.
    • Develops and implements logistics plans, budgets, and procedures to maximize compliance.
    • Acts as liaison with finance to assure purchase orders are paid as due and accounts are maintained currently.
    • Trains staff on procurement and logistic procedures and policies to ensure compliance with government regulations and documentation requirements pertaining to exports.
    • Coordinate and plan bookings of meeting and training rooms by internal and external users. Ensure that all internal and external meeting organizers comply with FHI’s Guidelines for meeting/workshops.
    • Oversee the upkeep, rehabilitation and maintenance of facilities utilized by the humanitarian response team including the physical building structure, all mechanical, electrical, and related equipment in accordance with energy conservation and preventive maintenance programs.
    • Coordinate the periodic inventory verification of all listed stores and property.
    • Ensure that the inventory list is accurate and complete and that all required data fields are populated and accurately entered into electronic inventory system.
    • Perform other duties as assigned.

    Qualifications

    • BS/BA degree in Procurements and Logistics related field with 5 - 7 years of relevant experience.
    • Or MS/MA degree in Business Admin or related field with 3 - 5 years’ relevant experience.
    • Familiarity with donor-funded procurement rules and regulations is an advantage.
    • Experience using inventory management software is an advantage.
    • Demonstrated success in multicultural environments is an advantage.

    Basic Functions:

    • The IT Assistant will provide support and maintenance to the Borno State Office computer equipment and network infrastructure to ensure stable operations.
    • S/he will implement new IT solutions to improve business efficiency and productivity and will maintain/support implemented systems to ensure high end-user satisfaction.

    Duties and Responsibilities:

    • Monitor and troubleshoot Server Systems and Networks, automated backup and restore operations and mission critical applications such as email, file/print services and other line of business applications to allow IT respond proactively to emerging problems and perform ongoing IT “housekeeping” functions.
    • Perform installations of operating systems, layered products, and third party products for multi-user computer systems that host corporate applications, databases and websites.
    • Assist and perform software installations and upgrades as required.
    • Provide IT training on a periodic basis to project staff.
    • Perform daily and periodic backups of all data on the servers.
    • Ensure communication devices (mobile phones, walkie talkies, CODAN radios, satellite phones) are working properly.
    • Ensure timely updates to Server and Client Systems. Study and apply Security patches and other updates or service packs as required.
    • Provide on-going training to end-users and update of user manuals.

    Qualifications

    • BS/BA degree in Engineering, Information Technology, Computer Science or its recognized equivalent with 3 - 5 years post national youth service relevant experience.
    • Or MS/MA Engineering, Information Technology, Computer Science or its recognized equivalent, and 1 - 3 years post national youth service relevant experience.
    • Candidate must possess Microsoft Certified Systems Engineer (MCSE) and/or Cisco Certified Network Associate (CCNA) certifications

    Basic Functions:  

    • Under the direction of the Borno State Senior Finance Officer and the Response Coordinator, the Finance Manager performs diversified accounts payable and reporting functions.

    Key Responsibilities

    • Maintains accurate keeping of all books of account for the project, including maintenance of the checking account, equipment and supply registers and all accounting records.
    • Reviews all payment requests and determines the propriety and accuracy of all expenditures. Assures completeness of supporting documentation and coding in accordance with FHI360 policies and procedures.
    • Supervises the cashiers in the preparation of payment vouchers; attaches supporting documentation and writes checks and submits for review by Country Office Accountant and Associate Director of Finance.
    • Carries out all FHI360 banking transactions such as cash/check lodgments, collect bank statements and bank confirmation
    • Prepares bank reconciliations for review by the Country Office Accountant.
    • Manages the Petty Cash Imprest Account for the project. Prepares and submits request for replenishment of imprest petty cash account and ensures proper coding and recording of all petty cash expenses.
    • Prepares monthly and annual financial reports, including financial status of subprojects account activities with accompanying bank documentation and receipts.

    Qualifications

    • University degree or higher diploma in Accounting, Finance and Business Administration or its recognized equivalent
    • Minimum of 5 years’ experience in accounting related to NGOs and community level programs, with increasing responsibility.

    • Other responsibilities will include conducting water quality testing for all water points rehabilitated under the program and working with Community Volunteers and latrine users to develop cleaning and maintenance schedules for latrines.

    • Prepare and maintain records concerning the receipt and issuance of materials.
    • Update computer inventory control records.
    • Perform periodic physical inventory and reconciles with inventory records.
    • Assist in determining proper inventory levels, ordering points, and ordering quantities.
    • Confer with user departments and provide cost information for budgeting purposes.

    Duties and Responsibilities

    • Responsible for SGBV psychosocial support activities to support social cohesion at field site.
    • Manage and mentor case workers on GBV case management.
    • Provide supportive supervision to community volunteers to monitor the applications of their training knowledge.
    • Coordinate with a range of actors to ensure that safe and confidential services are made available and access to survivors of GBV and vulnerable individuals.
    • Facilitate group PSS activities at safe spaces and in the community.
    • Conduct quarterly activity review sessions with beneficiaries to identify what activities are working and what activities need to be improved.
    • Serves as organizational liaison to external organizations at coordination meetings and conference as assigned.
    • Oversees all aspects of Protection at assigned field site.

    Qualifications

    • BA/BS in SGBV/PSS or a similar degree with 1 to 2 years’ relevant experience in SGBV and PSS with a sound understanding of protection in humanitarian relief settings.
    • Possession of an MPH or post graduate degree in a related field is highly desirable.
    • Familiarity with Nigerian law enforcement systems and NGOs and CBOs is highly desirable.

    Duties and Responsibilities

    • Assists the PLM in arranging travel logistics for project staff, consultants and training participants including hotel reservations and where required, arranging airport and hotel pick-ups.
    • Assists the PLM in arranging logistics for procurement deliveries.
    • Assists the PLM by preparing procurement request forms.
    • Assists the PLM in the provision of logistic support for workshops and trainings.
    • Assists the PLM in the maintenance of an efficient records/storage of all office supplies.
    • Serves as point of contact for logistical and administrative needs in the office.
    • Records minutes of staff meetings and circulates same amongst the staff of the zone.
    • Assists with production of presentation materials for staff members.
    • Act as a receptionist: answers the telephones in an appropriate, clear and friendly manner, takes and relays messages or forwards calls, greets and directs office visitors, receives/sends correspondence, keeps fax log and any correspondence.
    • Perform office equipment tasks such as making needed arrangement for services for telephone and e-mail, obtaining quotations for required services, arranging for repairs of office equipment.

    Qualifications

    • University degree in Accounting, Finance or recognized equivalent
    • Experience with administrative and secretarial skills
    • Accounting skills is an added advantage
    • Experience with large complex organization is required, familiarity with international NGOs preferred
