    COMMISSIONING & START-UP Team Lead

     

    Location: Rivers state, Nigeria

    Overview:

    Our client is an international E&P company with a huge global presence presently working on a number of projects in Nigeria.

    Position Description - Roles & Accountabilities

    • Ensure that commissioning team members understand and conform to cleint's HSSE policies and own their personal safety; intervene when observing unsafe actions.
    • Manage HSSE applicable to work scopes and monitor the HSSE behaviors of CSU team members, in the office and the field; intervene as needed to ensure clear expectations.
    • Contribute to the CSU Team work planning, execution strategy, team roles, contracting strategies, staff planning, work scheduling, etc.
    • Assist in the management of the projects CSU budget and schedules (planning and execution).
    • Assure that the Preservation, Flawless Project Delivery (FPD), Build It Clean (BIC), and Build It Tight (BIT) work processes are developed, approved, resourced, and executed so that the CSU team inherits an asset with the highest reasonable likelihood for meeting the design intent without preventable rework.
    • Ensure the commissioning team is adequately trained as required for their duties and organize all site-related training and inductions.
    • Assign work tasks and performance monitoring of Contractor staff.
    • Systemize the plant into commissioning systems to affect the most efficient plant start-up, allocate commissioning systems to the commissioning system engineers
    • Assist in ensuring development and validation of high-quality system commissioning procedures (SCPs), manuals and check sheets by verifying that the authors are working at the appropriate level of detail and obtaining the appropriate level of input from stakeholders.
    • Manage Project technical and operational interfaces (internal and external) with appropriate and timely engagement of technical authorities.
    • Organize team accommodation and consumables  including IT equipment (usually with assistance of construction manager)
    • Update all commissioning documentation post start-up; if required direct and/or participate in all pre start-up safety reviews and pre start-up Hazard study activities.
    • Participate in all coordination, scheduling, safety and progress review meetings, design review meetings as required i.e. HAZOP, P&ID reviews, 3-d model reviews, DCS SFAT and SAT.
    • Safe and successful delivery of assigned tasks including handover to operations. Meeting project targets for schedule, cost, risk management, operability and reliability.
    • Ensuring compliance with project controls at all times, including management of change (MoC) process.
    • Contribute/review/approval of project/activity deliverable documents and deviations to standards and standard practices.
    • Application and interpretation of regulations, standards, specifications and guidelines (International, National and Company [DEM/DEP]).

    Qualifications

    • Mechanical Engineering degree or equivalent
    • 10 years of work experience in a similar role
    • Work within all laws and client HSSE policy.
    • Stay within the Project’s CSU budget.
    • Work with contractors, vendors and regulators as required.
    • Hold review meetings with project’s stakeholders on key decisions and work processes that might affect the interface with them.
    • Work within or renegotiation Performance Agreements

    Personal qualities

    • Fluent in English, written and spoken.
    • Ability to manage a team.
    • Strong leadership skills
    • Work in a multi-cultural environment

    Lead Mechanical/Facilities Commissioning Engineer

    Position Description - Roles & Accountabilities

    • Lead by example and ensure that commissioning team members understand and conform to client’s HSSE policies and own their personal safety; intervene when observing unsafe actions.
    • Create an overall Mechanical Commissioning Scope document for the CSU department.
    • Determine the number of subsystems associated with each system assigned to me and document these systems/subsystems on the P&IDs.
    • Initiate and facilitate CSU-related meetings and attend relevant external meetings related to commissioning of rotating & static equipment and other systems assigned to me (HSE, Operations, Startup, FAT, third-party vendors and contractors).
    • Develop a System Commissioning Plan (SCP) for each system assigned to me, obtain approval, and then execute each SCP.
    • Provide input on resources and select spare parts required for commissioning each system assigned to me.
    • Coordinate mechanical commissioning activities with other commissioning leads and with the mechanical commissioning technicians, both on- and offshore.
    • Review and provide comments on all Mechanical B check sheets.
    • Manage the mechanical commissioning scope and activities within the project.
    • Participate in the equipment preservation audit process at vendor’s yard.
    • Make inputs and report progress of mechanical commissioning plans.
    • Work with the CSU team to identify and manage inherent risks associate with interfaces between our team and outside parties (Engineering, fabrication and construction teams, vendors, etc.).
    • Supervise and train automation commissioning engineers, technicians and programmers while the project is in the various locations and at site.
    • Attend factory acceptance tests of assigned systems and subsystems on behalf of the CSU team.
    • Provide Mechanical engineering support for other disciplines within the CSU team
    • Consult with Engineering and vendors concerning rotating and static equipment (compressors, pumps, turbines etc.).
    • Evaluate and specify specialist additional equipment or vendor-related training requirements for approval by the Commissioning

    Qualifications
