    Regional Project Officer (Epidemiology)

     

    Background

    This position is located in the United Nations Office on Drugs and Crime (UNODC), Country Office in Nigeria (CONIG). The National Project Officer Epidemiology will contribute to activities in the framework of the project “Support to ECOWAS Regional Action Plan on illicit drug trafficking, organized crime related to it and drug abuse in West Africa”. The incumbent will work under the direct supervision of the Programme Coordinator and overall guidance of the UNODC Representative.

    Duties and Responsibilities

    The incumbent will perform the following tasks:

    • Liaise with key national counterparts, stakeholders and resource persons, as well as with bilateral and multilateral partners involved in epidemiological research and data collection related to  extent of drug use, drug dependence and  treatment demand, drug related morbidity including HIV and AIDS and other indicators as relevant;
    • Provide technical assistance to the counterparts on data collection in the field of epidemiology of  drug use and health consequences and other areas as relevant;
    • Closely collaborate with the relevant Sections and Branches at UNODC (Country office, Regional Office and at Statistics and Surveys Section, Research and Trend Analysis Branch and Drug Prevention and Health Branch at UNODC Headquarters);
    • In the substantive field of epidemiology, prepare costed annual workplans, ToRs for recruitment and contracting of consultants and subcontractors, as well as detailed plans for training courses, seminars, workshops, meetings and for provision of equipment in the country when required;
    • Contribute to the identification of national and regional implementation partners in the and solicit their support for implementation of project activities, contribute to regular communication with national and regional counterparts and project partners;
    • Monitor the implementation of grant components of the projects;
    • Assist in the preparation of documentation on epidemiology of drug use and health consequences including HIV/AIDS, and analyze and collate papers and reports, including background materials, documentation on training courses and meetings, data for evaluation, briefing notes, working papers etc., of the project activities in the country;
    • Carry out general administrative arrangements for the project component of epidemiology, including preparation of funding requests and briefs, project progress and implementation delivery rate reports, as well as liaise with regional, national and donor authorities, UN agencies and other international and regional organizations;
    • Act as an additional resource person and /or moderator in regional workshops, seminars, training courses and meetings in the substantive field of epidemiology;
    • Contribute to and participate in meetings and national events related to epidemiology of drug use including data collection, research and monitoring as well as on drug use prevention, drug dependence treatment and care;
    • Perform other tasks and assignments as necessary.

    Competencies

    • Professionalism: Knowledge of approaches, tools, and methodologies in drug epidemiology essential to planning and executing effective drug use monitoring systems and setting up of national Drugs Observatory; ability to produce a variety of written communication products in a clear and concise style;

    Required Skills and Experience

    Education:

    • Advanced university degree (Master's or equivalent) in health, human or social sciences (epidemiology, public health, psychology, medicine, social work,) or related studies in combination with qualifying experience.

    Experience:

    • Essential: Experience in epidemiology or public health. Minimum of 5 years of professional work.
    • Desirable: Work in the field of drug epidemiology, drug monitoring systems,   and health system data collection treatment or drug demand reduction policy, HIV/AIDS prevention and care, , programme management experience (with UN or other international organizations) will be an asset. Previous work experience or collaboration with UN environment would be an asset. Experience and knowledge of the West African context and of the Senegalese context would be an advantage.  

    Languages:

    • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (and preferable French) both oral and written is required;
    • Knowledge of other UN official languages is an asset.

    Finance and Administrative Associate

     

    Background

    This position is located in the United Nations Office on Drugs and Crime (UNODC), Country Office in Nigeria (CONIG). Under the general supervision of the Programme Coordinator of the project “Support to ECOWAS Regional Action Plan on illicit drug trafficking, organized crime related to it and drug abuse in West Africa”., the incumbent will administrative tasks under the direct supervision of the Programme Coordinator.

    Duties and Responsibilities

    The Finance and Administrative Associate will be responsible for administrative, finance, procurement, HR and logistical support, focusing on achievement of the following results:

    • Interpretation and implementation of procedures and rules related to administrative, procurement, financial and personnel matters and ensure their compliance;
    • Administrative support to organization of trainings, conferences, workshops, retreats, study tours, etc.;
    • Arrangement of travel and hotel reservations, preparation of travel authorizations;
    • Timely preparation and updating of procurement plans for the Programme;
    • Preparation of requests with all supporting documents for issuance of purchase orders, contracts, subcontracts and other documents related to procurement of goods and services;
    • Serving as a focal point in procurement processing for the Programme/Project;
    • Undertaking joint procurement activities under combined Purchase Orders for stationery, computer hardware, photocopiers; joint contracts for computer maintenance, air-conditioning maintenance, shipping services, etc.;
    • Provision of information for reports on financial status, procedures, exchange rates, costs and expenditures and potential funding problems;
    • Assistance in proper control of the supporting documents for payments and financial reports for the Programme/Project; payment execution and monitoring payment status;
    • Processing of financial documentation (vouchers, supporting documents, etc.) and maintaining internal expenditures control system by ensuring that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, monthly payment orders (MPOs) and other entitlements are duly processed;
    • Maintenance of Petty Cash;
    • Preparation and handling the routine correspondence related to general administration, procurement, financial and personnel matters; faxes; memoranda and reports in accordance with UNODC rules and procedures;
    • Maintenance of files related to personnel, finance, procurement, administrative, logistical, programme/project matters;
    • Assistance to the Audit and prepare necessary documents;
    • Monitoring the Inventory Records, maintain the records and files on assets management, distribute the  stationery to personnel and provide advice on procurement of goods to avoid unnecessary purchase;
    • Maintenance of files and records relevant to office maintenance;
    • Perform other related tasks, as required

    Education:

    • Secondary Education, with specialized certification in Accounting and Finance. University Degree in Finance, Business or Public Administration desirable, but it is not a requirement

    Experience:

    • A minimum of 6years of progressive experience in finance, administration, budget preparation, budget monitoring and analysis are required. Experience in UN/UNDP financial procedures is an asset. Experience in the usage of computers and office software packages (MS Word, Excel, Access, Power Point, MS Publisher, etc) is also required. Experience in ATLAS, FOML and ProFi systems will be considered a plus. Experience of IPSAS and/or IFRS an asset.

    Other Skills:

    • Up-to-date knowledge and practical experience of auditing approaches and practices, especially of public or international institutions is desirable.

    Languages:

    • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language, particularly French, is an advantage.

    Administrative Associate

     

    Background

    This position is located in the United Nations Office on Drugs and Crime (UNODC) Country Office in Abuja, Nigeria (CONIG). Under the supervision of the Operations Manager, the incumbent will perform variety of activities relating to office administration and human resources issues in relation to the objectives and sustainability of the UNODC Country Office in Nigeria.

    Duties and Responsibilities

    The incumbent will carry out the following tasks:

    • Provide substantive support to the Operations Manager for the proper management of UNODC office premises.
    • Management of Vehicles.
    • Supervise Clerks/Drivers/Cleaners & Security Guards.
    • Protocols Work.
    • Make hotel reservations.
    • Management of Office Communications.
    • Support missions and projects for transportation.
    • Maintain and manage office equipment/furniture and plant.
    • Prepare ToR/ specifications and requests for the procurement of goods and services.
    • Lead the physical verification of CONIG fixed assets.
    • Reconcile the physically verified assets with FOFAR.
    • Send request to PSB for write-off of old /damaged items or handed over to beneficiaries
    • Submit annual report of FOFAR to Vienna.
    • Record staff and consultant’s data.
    • Regularly update/ maintain data of all staff
    • Arrange basic and advance security in the field training.
    • Arrange security briefings for staff and consultants.
    • Organize Security Trainings for staff
    • Provide radios and assign radio call signs

    Driver

     

    Background

    This position is located in the United Nations Office on Drugs and Crime (UNODC) Country Office in Abuja, Nigeria (CONIG). The incumbent will be responsible for providing reliable and safe driving services to the Core Project Unit. S/he will also be responsible for providing clerical and administrative support to various project staff and to the CONIG as required, including day-to-day office project work as well as during events such as workshops, meetings, conferences, seminars, and training activities. The driver will be under the overall supervision of the Programme Coordinator and direct supervision of the Finance / Administration Associate

    Duties and Responsibilities

    • Provide reliable and secure driving services to the Core Project Unit and CONIG personnel, as required.
    • Ensure cost-savings through, amongst others, proper use and accurate maintenance of daily vehicle logs.
    • Ensure proper day-to-day maintenance of the assigned vehicle through minor repairs, timely change of oil, check of tyres, brakes, car washing etc.
    • Report any mechanical fault in good time for repairs to be carried out and cross check to see that the repairs were well done.
    • At all time, make sure that copies of vehicle insurance including office directory, map of the city/country, first aid kit and necessary spare parts are available.
    • Ensure that all immediate measures required by rules and regulations are taken in case of involvement in accidents
    • Learn and comply with all security requirements, when driving and using the vehicle
    • Support the project team by providing administrative and clerical support as requested, including in preparing, copying, collating, binding, filing and distributing documents, mail and notifications, as instructed
    • Provide logistical and administrative support during events and meetings, as required
    • Support hospitality and orientation support of personnel and other individual, especially of new staff and visitors and guests of the Project Unit and the Country Office, as required
    • Ensure security and safety at all times especially while driving and respond to radio checks/calls at all times.
    • Performs other duties as assigned

    Competencies

Work experience with the UN or other international institutions with stringent accountability rules would be an asset.

    Languages:

    • Fluency in English, with excellent drafting skills, is essential. Knowledge of other main languages in Nigeria would be an advantage
