    Senior GBV Officer Case Management

    Job Description

    General Information

    Time frame:

    Brief description of the post

     With direct management support from the GBV Program’s Manager, the Senior GBV Manager plays a key role in leading project development and implementation, providing technical support and guidance to NCA’s Case management services. The GBV Senior Officer  will be primarily responsible for the establishment of additional  of direct and partner Gender Based Violence (GBV) service provision; women and girls safe space in all field locations NCA operates in; capacity building of partner organisations on specialized service provision and lead the GBV field level sector  meetings .
    Specific objectives of mission (objectives, scope and deliverables) Max 7 or less.

    Objective 1

    Ensure NCA and Partners GBV Response activities (not limited to GBV case management and GBVIMS) are implemented according to Global and NCA standards in all field locations as per the need of target population and specific work plan, budget and ensure reporting.

    Objective 2

    Manage the NCA GBV Response team (planning and supervising of daily tasks, performance review, staff management and staff well-being) and Supporting the partners response staff

    Objective 3

    Coordinate with MEAL department to support effective monitoring and reporting of the activities and expected results (timely contributions to the M&E framework, internal reporting)

    Objective 4

    Ensure coordination between field locations, program department and main office in Maiduguri (including regular communication with the supervisor and other departments, monitoring of security situation and timely information about the humanitarian needs)

    Objective 5

    Represent NCA in relevant coordination mechanisms in the deep-field locations (and Maiduguri as may be requested by supervisor), ensure coordination and complementarity of NCA’s programs in the deep-field locations.

    Roles and responsibilities (specific tasks, coordination etc...)

    Related to Objective 1 (specific partner activities)

    • Support partners in setting up a safe, timely, effective, efficient, equitable, and survivor-centred structure for GBV response in locations
    • Design new approaches to build the capacity of partners including operational and technical support on on-going GBV case management services including but not limited to strengthening care for child survivors.
    • Conduct trainings on GBV response component trainings (GBV Case management, CCS, PFA, PSS, GBVIMS, GBVIMS+, Remote Case Management, emergency case management protocol) for NCA staff and partners
    • Ensure through support and on the job training quality delivery of GBV case management and PSS with focus on the survivor centered approach.
    • Conduct monthly monitoring to partner facilities/locations to ensure GBV Case management protocols are followed.
    • Support partners in building networks for smooth referrals and comprehensive service provision
    • Ensure partner activities are well implemented according to project documents provided
    • Facilitate and support partners timely reporting of response activities including GBV case management on a weekly and monthly basis
    • support the identification of new partners to expand the  program’s portfolio in new field locations
    • Contribute to any business development required for the program, including drafting concept notes, proposals as required by the GBV Manager
    • Support program design including the development of project narratives and budget
    • Hold high-quality meetings with each direct report on a regular and predictable basis, at least bi-weekly.
    • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

    Related to Objective 2:

    • Facilitate the development of monthly activity planning for the individual response staff as assigned per field location and submit to supervisor
    • Facilitate the development and submission to the supervisor the monthly staff movement planning and coordinate respective staff movement requests.
    • Facilitate the development and submission of annual leave and compensation leave plan for the staff members to GBV PM for approval
    • Under supervision of the GBV PM, develop and update regularly procurement plan and ensure timely procurement requests to the Logistics department.
    • Monitor the security situation and report any security or safety-issues to the Security Department, ensure staff members’ and partners compliance with NCA Security Protocols.
    • Ensure staff acts in line with NCA internal policies.
    • Participate on recruitment and on boarding of staff.

    Related to Objective 3:

    • Support partners in conducting GBV assessments and feed into designing of appropriate tools of data collection
    • Support the design of monitoring and evaluation tools that are contextually appropriate and will allow NCA to measure the impact of programming.
    • Monitor regular data collection to support M&E in verification of field data realized from project implementation
    • Support M&E staff in their tasks especially building capacities of the staff members in M&E
    • Contribute to timely internal and external quality monthly and quarterly reports.
    • Ensure that all internal and external reporting requirements are met and that reports are of high quality and submitted on time
    • Support the timely information sharing regarding challenges and needs at the field level

    Related to Objective 4:

    • Ensure coordination between GBV response team and other departments (prevention, ASRH, WASH and other support departments). 
    • Ensure respect of NCA internal procedures by NCA staff and partners (e.g. HR, procurement, finance and security) and identify gaps/issues with procedures implementation and share with GBV PM
    • Monitor gaps and humanitarian needs and other information of targeted population at deep field and update the GBV PM regularly to enable management gain better lens in the response and in preparing proposals to seeking funds from donors
    • Participate in development of NCA Programmatic Strategy
    • Contribute to preparation and designing of project proposal for different donors in line with the management’s strategy.
    • Ensure that information from the deep-field location reach decision-makers in Maiduguri (for NCA internally).

    Related to Objective 5:

    • Ensure NCA’s representation and visibility in relevant field location coordination structures mainly GBV and protection and any other relevant sector coordination
    • Map out available services in field of operation and ensure linkages
    • Ensure NCA’s role as an active humanitarian actor field of operation
    • Ensure information sharing with partners, GBV cluster and relevant working groups as requested by GBV PM;
    • Undertake any other task related to the GBV programming and NCA’s mandate as necessary.
    • Cross Cutting Issues (Gender, Protection, Environment & Other)
    • The Senior GBV Officer – ensures the centrality of protection, GBV mainstreaming and respect of CHS and AAP standards in all activities his/her project location.

    As such, the she is responsible:

    • for respecting and integration of CHS and for inclusion of all vulnerable groups in every stage of Project Cycle Management (PCM);
    • that all data in assessments, plans and reports are gender disaggregated and that indicators and results are gender specific;
    • for support to initiatives related to the establishment of gender, age and diversity sensitive Complaint Response Mechanism;
    • implementation of ACT Alliance Code of Conduct.

    • The success of the Senior GBV Officer’s activities will depend very much on her ability to:

    Brief description of the post

    The WaSH Officer is responsible for the implementation of the program activities in the whole area of responsibility.

    S/he coordinates and oversees the contractors, provides updates to the Senior WaSH Officer, ensures timely and effective implementation of activities, including identification of financial, logistics and security needs in the deep field and sharing with his/her supervisor.

    Specific objectives of mission (objectives, scope and deliverables) Max 7 or less.

    Objective 1

    Ensure the timely and effective implementation of activities under his/her supervision in the specific deep-field locations (daily coordination of activities, BoQs, procurement requests, financial requests)

    Objective 2

    Manage partner implementation and teams of contractors (coordination and implementation of daily tasks, support of performance review by the Senior WaSH Officer, participation on field staff meetings) and ensure the teams are understand and use all relevant NCA protocols

    Objective 3

    Support with MEAL to effectively monitoring and reporting of the activities and expected results (relevant data collection and documentation, internal activity reporting)

    Objective 4

    Support the Senior WaSH Officer in coordination between deep field locations and main office in Maiduguri (including regular communication with the supervisor)

    Objective 5

    • If requested, represent NCA in relevant coordination mechanisms in the deep-field locations

    Related to Objective 1:

    • Based on project documentation, develop and submit to the supervisor the monthly activity planning in coordination with contractor’s teams from the specific deep-field location;
    • Develop and submit to the supervisor the monthly staff movement planning and coordinate respective staff movement requests;
    • Provide his/her supervisor with regular updates on procurement needs and supporting documents for the request to the Logistics Department;
    • Develop and submit advance requests related to the activities in the specific location, and ensure timely clearance of advances;
    • Monitor the security situation and report any security or safety-issues to the Security Department.
    • Designs training modules for local leaders and contributes to the improvement of the existing ones ;
    • Ensure that water and sanitation activities are implemented in a timely and professional manner and in line with the needs of beneficiaries
    • Maintain a close link and collaborate with implementations partners other sectors in particular area.
    • Ensure hierarchical management of the project staff at the level of its area.
    • Implement the portfolio of project activities delegated to it in accordance with the action plan and the logical framework
    • Monitoring project implementation and progress (NCA and partners)
    • Ensure compliance with NCA policies, manuals, directives
    • Ensure that projects target beneficiaries with the greatest needs and propose efficient ways of delivering assistance.
    • Encourage and promote technical improvement of partners
    • Prepare monthly progress reports and other technical documents or tools
    • Contributes to capacity building of project staff(both NCA and partners)
    • Develop, according to the supervisor's instructions, the necessary tools for the WASH programme (drawing, specifications, technical specifications, service contract, supply and use of construction materials, etc.).

    Related to Objective 2:

    • Ensure the daily supervision of contractors, partners, assess regularly the quality of their work by ensuring their suitability with NCA technical prescriptions.
    • Help team members to identify their needs in capacity building and share with the supervisor;
    • Train the beneficiaries (operators and technicians) on the O&M of WaSH facilities.
    • Ensure the contractor’s teams and partners act in line with NCA internal policies, more specifically CoC;
    • Trains and supports team members, providers and local and technical partners.
    • Ensuring the operationalisation and monitoring of the partner's activities

    Related to Objective 3:

    • Participates in the implementation of needs identification tools and project monitoring and evaluation tools.
    • Contributes to the operational planning of project activities ;
    • Establishes, monitors and evaluates the weekly and monthly planning of the team's activities
    • Make monthly forecasts of related expenses following the established model and follow up on them.
    • Designs training modules for local leaders and contributes to the improvement of the existing ones ;
    • Participate on relevant evaluations and needs assessments;
    • Understand and use the M&E Framework to collect relevant information on project implementation;
    • Ensure that programme activities promote accountability to beneficiaries, gender and protection sensitivity and effective inclusion in programming
    • Ensure regular data collection and transfer supporting documentation about implemented activities and results to the Senior WaSH Officer;
    • Submit progress reports on a weekly basis;
    • Contribute to timely and quality monthly reports;
    • Communicate actively with partners and beneficiaries, support field level CRM.

    Related to Objective 4:

    • Plan weekly spending on activities and regularly inform the Supervisor;
    • Make monthly forecasts of related expenses following the established model and follow up on them.
    • Understand and follow NCA internal procedures (e.g. HR, procurement, finance and security);

    Respect the Security Protocols;

    • Where applicable: regularly update the Security Department on the security situation in the respective deep-field location and contribute actively to NCA’s “duty of care”;
    • Monitor gaps and humanitarian needs of targeted population and update the Supervisor regularly;
    • If requested, contribute to preparation and designing of project proposal for different donors in line with the management’s strategy.
    • Maintain a system of reasonable control over the materials and tools used, while mentioning the quality of the material obtained.
    • Ensure coordination, support and capacity building to the project implementing partner (local)
    • Ensure that standards are known and applied during the implementation of WASH projects in the field.
    • Organize all solicitations for the implementation of the operational project and programme activities of the integrated team.
    • Ensures that all project documents are archived.

    Related to Objective 5:

    • Ensure NCA’s representation and visibility in relevant deep-field location coordination structures;
    • Ensure NCA’s role as an active humanitarian actor.
    • Reports on difficulties, lessons learned and any other obstacles that may impinge on the implementation of the activities.
    • Ensure that programme activities promote accountability to beneficiaries, gender and protection sensitivity and effective inclusion in programming
    • Ensure good coordination with partners and actors in the WASH sector:  WASH Cluster and WASH Technical Group; local authorities, United Nations organisations; local implementation partner etc.
    • Ensure that basic humanitarian standards are integrated into the project plan and activities, in particular with regard to community participation; gender and the integration of GBV measures and strategies and the feedback mechanism.
    • Represent the office in the meetings/workshops of the EHA working groups (EHA, Wash-in-Nut, Wash-in-School etc.).
    • Undertake any other task related to the WASH as necessary

    • The WaSH Officer ensures the centrality of protection, GBV mainstreaming and respect of CHS and AAP standards in all activities his/her project location.
