    Regional Director, Research, Measurement & Evaluation

    About The Role

    • We are seeking a full-time Research, Measurement, and Evaluation Regional Director to lead this team—someone eager to share their expertise and build upon NewGlobe’s tradition of evaluation excellence.
    • The Research, Measurement, and Evaluation Regional Director will lead studies on multiple aspects of NewGlobe’s operational and instructional performance. Their primary responsibility is to co-design, conduct, and deliver evaluation reports estimating the impact of the NewGlobe program on teaching and learning. This role reports jointly to the Group Managing Director and NewGlobe’s Vice President of Research, Measurement, and Evaluation.
    • Additional responsibilities include supporting the growth of managers as they develop and refine data collection tools, protocols, and visualizations. At NewGlobe, data and analytics are core to our ability to learn as an organization. To drive improvements in teaching and learning, we must deliver high-quality data to all decision-makers. The Research, Measurement, and Evaluation Regional Director will support all aspects of the analysts’ work, including technical review, project management, professional development, and stakeholder engagement. In short, this role provides leadership and capacity-building for the Research, Measurement, and Evaluation team, equipping them to support NewGlobe’s continuous improvement.
    • The ideal candidate must also be able to manage relationships with government counterparts, collaborate effectively with individuals from diverse backgrounds, demonstrate strong emotional intelligence, and maintain composure in a fast-paced environment.

    What You Will Do

    • Direct the Execution of Research Studies. The Research, Measurement and Evaluation Regional Director will work closely with the Research, Measurement and Evaluation team and the Research, Measurement and Evaluation Vice President to design and execute research studies. These responsibilities include, but are not limited to, ensuring reliable data collection, preparing and analyzing the data files, data visualization, writing and other modes of communications to disseminate the findings.
    • Direct Research, Measurement and Evaluation Analyst Personnel. The Research, Measurement, and Evaluation Regional Director will oversee and coordinate Research, Measurement, and Evaluation enumerators while also supporting data analysts and research fellows throughout the report production process. Additionally, they will ensure that team members correctly apply appropriate research methods and statistical models.
    • Develop plans and manage projects. This includes developing a work breakdown structure, creating a timeline, liaising with other departments to get the support you need, managing and motivating short-term staff members, figuring out how to get things done when things don’t go as planned, getting the data you need and getting it right, conducting analyses, framing the results, and answering any and all questions about your work.
    • Establish Data Reporting Protocols. The Research, Measurement and Evaluation Regional Director is responsible to establish and enact data reporting protocols to ensure timely communications to relevant NewGlobe Managers. The Research, Measurement and Evaluation Director will monitor current reporting targets and deliverables to ensure timely reporting.
    • Accommodate requests for quick analyses. Time-sensitive questions may come from NewGlobe’s VPs and C-Level Executives, and usually take anywhere from a few hours to a few days. Oftentimes, you will need to direct your staff to use their best judgment in the face of imperfect data.
    • Identify Opportunities to Enhance Effectiveness and Efficiency. The Research, Measurement and Evaluation Regional Director supports NewGlobe’s ability to deliver a world-class education by helping NewGlobe managers use information for improvement. With limited resources, the Research, Measurement and Evaluation Director must prioritize high potential research and build efficiencies that strengthen the research.
    • Stakeholder Management and Engagement: The Research, Measurement and Evaluation Regional Director will play a key role in engaging with Government stakeholders, research partners, and the general public. This includes communicating complex research methodologies, learning outcomes data, and global best practices in educational assessments, ensuring alignment with NewGlobe’s vision and objectives. The director will leverage a comprehensive knowledge of our research methodologies and findings to build and sustain strong relationships and partnerships with external stakeholders.
    • Knowledge of Research, Measurement and Evaluation Concepts: The Research, Measurement and Evaluation Regional Director possesses a deep understanding of monitoring and evaluation concepts and education research. This includes familiarity with education assessments and the education landscape (both globally and regionally). The director will leverage this knowledge to support the Research, Measurement and Evaluation team in ensuring that our research methodologies and findings are aligned to the current education practices observed in the region and worldwide.

    What You Should Have

    • A high level of proficiency with Excel, Stata, SAS, or R. You've done a fair share of data cleaning, manipulation, and analysis. A recognition that when it comes to data, 70% is data prep and 30% is design, analytics, and visualization.
    • An advanced degree – in a relevant academic discipline, such as Economics, Policy, or Statistics.
    • Strong experience using quantitative methods – At least 5 years of experience using quantitative methods in an academic or applied setting, such as being an analyst, research assistant, data manager, or consultant.
    • Expertise in Education Assessments: A solid understanding of education assessment tools such as EGRA, EGMA, ICAN, DIBELS, and ASER, alongside a deep understanding of global educational metrics, including learning deprivation.
    • Team Management Skills: Proven experience in managing, mentoring, and overseeing team members, including enumerators and other Research, Measurement and Evaluation staff. Effective leadership, coordination, and motivation skills are essential to guide the team to success.
    • Organizational Skills: Strong organizational skills to oversee all quality assurance procedures and effectively coordinate production processes across various stakeholders.
    • Communication Skills: Excellent verbal and written communication skills to produce reports that influence decision-making and provide insights to production managers and business leaders.
    • Technical Skills: Expertise in developing, refining, and troubleshooting data collection and reporting tools to ensure data integrity and reporting efficiency.
    • Passion for NewGlobe’s Mission: A deep passion for NewGlobe’s mission and vision to transform education and create lasting impact.
    • Bonus – experience in extreme growth situations and dealing with ambiguity and complexity; worked/studied in a developing country, worked in a no-excuses charter school in high-poverty areas in the U.S., and/or experience implementing data collection projects, particularly for impact evaluations.

    What You Will Do:

    • Drive definition of the data products, coordinate the strategy, roadmap including decisions on what to build, buy, or use from open-source.
    • Lead the product development lifecycle, encompassing ideation, defining requirements, quality assurance.
    • Collaborate closely with engineering, data science, and internal stakeholders to deliver successful and user centered data products
    • Lead the planning, management, and prioritization of the product roadmap, ensuring alignment with overall company strategy and stakeholder interests.

    Skills:
