    REACH Field Assistant

    Location: Maiduguri, Borno

    About REACH

    • REACH was born in 2010 as a joint initiative of two INGOs (IMPACT InitiativesandACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purposeis to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction, and development contexts, supporting and working within the framework of the humanitarian reform process.
    • REACH facilitates information management for aid actors through three complementary services:
      • Need and situation assessments facilitated by REACH teams;
      • Situation analysis using satellite imagery;
      • Provision of related database and (web)-mapping facilities and expertise.

    Summary
    The REACH Field Assistant shall be responsible for:

    • Cover remote data collection and quality assurance
    • Local engagement
    • Managing enumeration teams
    • Cover other field locations and in-person data collection when needed
    • Field FLATS support (finance, logistics, administration, and security)
    • Any other tasks need to ensure the success of the REACH mission in Nigeria
    • Asset management

    Managing Field Surveyor Teams:

    • The REACH Field Assistant will primarily be leading remote data collection but also lead enumeration teams of up to 10 individuals when needed and be responsible to providing direction, logistical and technical support to the enumerators.
    • They will also support the REACH Assessment/GIS Officer/Field Manager/Senior Field Officer as needed; they will directly manage enumeration teams and ensure key informant networks are developed and maintained.

    Data Collection and Quality:

    • The REACH Field Assistant will primarily be leading remote data collection over the phone. Depending on the needs, they will also cover in-person data collection in various field locations. During remote date collection they are responsible for maintaining a good relation to local guides and other stakeholders in the field.
    • In case of in-person data collection they are responsible for ensuring the enumerators are following data collection procedures, conducting monthly trainings on the tool for enumerators and reporting any challenges relating to data collection or quality to the Field Manager.
    • They will conduct daily briefings for enumerators to address any problems identified in the email updates from the database unit and Field Manager.

    FLATS Support:

    • The REACH Field Assistant will provide FLATS support to the Field Manager by filling and tracking order forms and tracking existing and incoming REACH assets in field locations as needed.
    • They will also provide support in organizing movement of REACH teams to and from field locations, identifying accommodations and office space, and liaising with appropriate government authorities to ensure REACH can conduct activities as needed.
    • In coordination with the Field Manager, they will manage the hiring process for enumerators and ensure their payments are processed.
    • They will in addition ensure proper documentation of working hours for local guides and that their payments are processed.They will communicate challenges relating to FLATS to the Field Manager in a timely manner.

    Local Engagement:

    • The REACH Field Assistant will seek to build positive relations with local governments, traditional leaders, Community based organization, partners, and other relevant stakeholders.
    • They will follow guidelines from the Field Manager and report challenges to the Senior Field Officer and the Field Manager.

    Other Tasks:

    • The REACH Field Assistant will participate in other, undefined tasks that are necessary to support the REACH mission in Nigeria.

    Managing Field Surveyor Teams:

    • The REACH Field Assistant will support the Field Officer in managing the organization’s assets at the call centers/field during data collection.

    Accountability to Communities and Beneficiaries:

    • The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.
    • Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every ACTED staff member.

    Qualifications and Experience

    • Qualification: Bachelor's Degree
    • Minimum of 1 year of experience in humanitarian or development organizations, preferably in a field-based position
    • Willingness and ability to work in a dynamic and fast-paced field environment for extended periods of the time required
    • Strong skills with the Microsoft Office Suite
    • Experience using ODK for quantitative data collection, or the ability to rapidly master the process
    • Experience hiring and managing casual laborers
    • Experience conducting focus group discussions, or the ability to learn rapidly
    • Positive attitude and a willingness to learn
    • Excellent communication skills
    • Excellent time management skills
    • Ability to operate in a cross-cultural environment requiring flexibility
    • Prior experience working in IDP settlements an asset
    • Spoken fluency in English and Hausa required
    • Strong written skills in English, Hausa and Kanuri required
    • Spoken Kanuri and other regional languages strongly preferred
    • Ability to work independently
    • Willingness to cover other locations when needed

    CCCM Senior Site Officer

    Location: Maiduguri, Borno

    Project Implementation
    Management of CCCM teams:

    • Devise weekly workplans and movement schedules for CCCM teams, with the CCCM Officers, ensuring day to day activities run smoothly
    • Timely reporting of problems and challenges in the sites to the Deputy CCCM Project Manager.

    Partner Coordination and Service Monitoring:

    • Oversee liaison and coordination with all humanitarian partners and stakeholders working in the sites
    • Liaison and coordination with local authorities, with and liaison team as needed
    • Liaison with Sub sector leads (Shelter / NFI / CCCM, WASH, Education, Health and Protection)
    • Ensure regular monitoring and reporting of service provision and standards at site level
    • Report gaps or duplication in service delivery and advocate through appropriate mechanism.

    Community Participation and Representation:

    • Ensure establishment of community committees / governance mechanisms in the sites, ensuring participation of women, youth, and marginalized groups
    • Ensure regular meetings take place between CCCM teams and community, with opportunity for meaningful participation of community members
    • Plan and facilitate trainings to community members, humanitarian partners, and other stakeholders on CCCM topics, with support of Deputy CCCM Project Manager.

    Communications, and Community Engagement:

    • Ensure workplans are in place, and approve content, for outreach, community mobilization, and information campaign activities of CCCM teams
    • Ensure appropriate communications and community engagement (CCE) strategy is in place for all sites
    • Oversee establishment of Complaints and Feedback Mechanism (CFM) in each of the sites, and ensure its functional implementation of Information Desk
    • Proactively engage with the relevant host community to ensure.

    Information Management:

    • Oversee CCCM teams’ regular collection of information, ensuring accuracy of data and timeliness of internal reporting
    • Collaborate with Information Management Officer on identification of information gaps and design / review of tools
    • Compile and review data from the sites, submitting internal and external reports as required, and advocating or raising problems with Deputy CCCM Manager and CCCM Project Manager as needed.

    Protection Mainstreaming:

    • Consider gender, protection, and GBV concerns in all aspects of activities
    • Promote and adhere to Prevention of Sexual Exploitation and Abuse (PSEA) policies
    • Promote participation and inclusion of women, youth, people with specific needs, and marginalised groups in all aspects of programming
    • Ensure referral mechanisms are in place in the sites, in collaboration with Protection partners, for the provision of support to vulnerable persons
    • Ensure confidentiality is respected in all activities.

    Project Management and Reporting:

    • Ensure project activities are delivered according to the technical quality and timelines as agreed with the Deputy CCCM Project Manager/ Project Coordinator
    • Organize regular coordination meetings of CCCM teams
    • Liaison with other project staff members
    • Timely and accurate submission of regular internal reporting as requested by the Deputy CCCM Project Manager / Project Coordinator.

    HR:

    • Line management of CCCM Assistants and functional supervision of CCCM Officers
    • Identification of capacity-building needs and opportunities of CCCM teams, in coordination with line manager / TC / HR Department.

    Finance:

    • Support the Camp Manager in the review of CCCM-related project expenses and forecasting
    • Develop accurate order forms and Bill of Quantities for CCCM activities in a timely manner such as daily workers payment.

    Transparency and Compliance:

    • Ensure compliance to ACTED internal procedures and donor procedures
    • Accurate record keeping of project documentation in soft and hard copy.

    Security:

    • Responsible for ensuring all movement of CCCM teams to IDP sites is approved by the security focal point and informed to Camp Manager
    • Responsible for ensuring all CCCM team members are briefed on all relevant security rules, procedures, and updates by the security focal point
    • Timely reporting of security and safety incidents and risks to the Deputy CCCM Project Manager security focal point.

    Other:

    • Perform any additional task as requested by the line manager.

    Job Requirements (Qualification and Experience)

    • At least 4 years experience in a project implementation position in an NGO
    • At least 1 years experience in a managerial position
    • Experience within CCCM is strongly preferred
    • Knowledge of mobile CCCM or out-of-camp CCCM is desirable
    • Excellent communication and external representation skills
    • Excellent capacity to plan, prioritize, and multitask
    • Excellent team-working skills
    • Flexible, with the ability to cope with stressful situations
    • Excellent English skills, both oral and written
    • Good computer literacy, including smartphone use and MS Office (Word, Excel, and Powerpoint)
    • Knowledge of multi-sectoral humanitarian response, including Protection, WASH, Shelter, and emergency distribution is required
    • Experience in Protection programming is of benefit
    • Willingness to travel to Dikwa, Monguno, and Mafa on an ad hoc basis.
