    Project Manager

    Reports To (Title) : Special Project Lead

     POSITION SUMMARY

    ICAP at Columbia University seeks highly qualified and experienced candidates to fill the position of Project Manager to be based in Abuja Nigeria.

    ICAP Nigeria in collaboration with NCDC under the leadership of the United States Centers for Disease Control in Nigeria has been mandated to provide coordinated implementation, project management, and technical oversight of C19RM activities.

    MAJOR ACCOUNTABILITIESThe Project Manager’s role is vital in the COVID-19 Response Mechanism, which is a multi-pillar response project for   COVID-19 in Nigeria. It is funded by the CDC. The Project Manager will serve as the overall lead for the design, implementation, monitoring, and evaluation of the project.

    The Project Manager under the direct supervision of the NCDC Special project lead will:

    • Provide programmatic/technical assistance to NCDC on ensuring national alignment among the implementing partners through the coordination of periodic Covid-19 Program Implementation Review Meetings
    • Determine and define project scope and objectives
    • Predict resources needed to reach objectives and manage resources in an effective and efficient manner
    • Prepare a budget based on the scope of work and resource requirements
    • Track project costs to meet budget
    • Develop and manage a detailed project schedule and work plan
    • Provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress
    • Manage contracts with vendors and suppliers by assigning tasks and communicating expected deliverables
    • Utilize industry best practices, techniques, and standards throughout the entire project execution
    • Monitor progress and adjust as needed
    • Measure project performance to identify areas for improvement

     EDUCATION

    • Bachelor's degree in health, management, business, or a related field
    • Master’s degree in management or MBA
    • Project Management Professional (PMP) certification preferred

    EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

    • 5-8 years of project management and related experience
    • Proven ability to solve problems creatively
    • Strong familiarity with project management software tools, methodologies, and best practices
    • Experience seeing projects through the full life cycle

    Senior Technical Advisor – Case Management

     POSITION SUMMARY

    ICAP at Columbia University is seeking an experienced and qualified expert to fill the role of Senior Technical Advisor – Case Management for ICAP’s CDC-funded project, Global Fund Covid-19 RM.

    The Senior Technical Advisor, working under the supervision of the ICAP Special Projects Lead and other key stakeholders such as NASCP, NTBLCP, NACA, and FMoH, will provide guidance to the government of Nigeria regarding activities to mitigate the knock-on effects of COVID 19 on HIV and TB programs according to approved C19RM plans and guidelines s required, the STA will also provide technical assistance to other country activities and works with technical staff on opportunities, new and existing tools, and country implementation programs related to strengthening Covid-19 management systems

    MAJOR ACCOUNTABILITIES

    • Oversee the collaboration with relevant stakeholders for the incorporation of Covid 19 Case Management into the current package of care for HIV/TB recipients of care including the current DSD models for TB/HIV.
    • Develop a training curriculum in collaboration with relevant stakeholders for surveillance of knock-on effects of Covid-19 ON TB and HIV.
    • Coordinate the routinization of bidirectional testing for Covid-19 and TB/HIV across SNUs and Facilities
    • Support FMoH, to collaborate with NCDC, NASCP, and NTBLCP to track specific AEFIs from TB and HIV RoC and periodically hold joint reviews
    • Provide technical support to FMoH & relevant agencies to analyze trends in overall health facility attendance rate and uptake of specific HIV and/or TB services to ensure they are well prepared, to adapt & respond better to subsequent COVID-19 wave or other health threats
    • Provide Technical Assistance to the Government of Nigeria on the development of Data Analytics Tools for monitoring treatment outcomes and response patterns from HIV/TB Recipients of Care who are/were co-infected with covid-19.
    • Provide Technical Assistance to the Government of Nigeria on the design of epidemiological studies/survey on the pattern across SNUs and sub-populations of PLHIVs and TB Clients
    • Support the GON through relevant agencies to track and observe the trend of AEFIs in HIV/TB RoCs co-infected with clients.
    • Perform other related tasks that may be assigned

    EDUCATION

    Advanced degree in public health, with a specialization in epidemiology

    MBBS degree from an accredited university

    EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

    • Proven experience with analytical and epidemiological skills and preferably some experience in geospatial analyses and cost analyses and strategies for capacity-building at national and sub-national levels
    • Minimum of 5 years of experience working on international public health projects either in the headquarters of an international organization or in resource-limited settings in the field
    • Minimum of 5 years of experience in conducting surveillance and survey projects
    • Ability to analyze issues, draw valid conclusions, and make recommendations; to prepare and present comprehensive statistical and narrative reports; to conduct effective presentations
    • Strong knowledge of statistical and database software, including SAS and MS Access, preferred
    • Fluent English oral and written communication skills
    • Previous experience in Sub-Saharan Africa

    Epidemiologist (Technical Advisor)

     POSITION SUMMARY

    ICAP at Columbia University is seeking an experienced and qualified expert to fill the role of Senior Technical Advisor - Epidemiologist for ICAP’s CDC-funded project, Global Fund Covid-19 RM.

    The Epidemiologist (Senior Technical Advisor), working under the supervision of the ICAP Special Projects Lead and the National Case Management Team Lead at the FMoH, will coordinate systems that will develop, analyze, and review a comprehensive database of all Covid 19 cases and mortality across the country as well as clinical mortality audit of all COVID-19 deaths in Nigeria.

    He/She will facilitate the design of SOPs, protocols, and guidance factsheets on case management data reporting directly into SORMAS from health facilities.

    The position is based in Abuja, Nigeria.

    Major Accountabilities

    • Provide technical assistance to FMoH to design or update the existing SOPs, protocols, and guidance factsheets on the report of case management data directly into SORMAS from health facilities
    • Design a training curriculum for case management data reporting systems from health facilities straight into SORMAS
    • Provide technical support to design an SOP on the conduct of a clinical mortality audit of Covid-19 cases across health facilities
    • Support the update of a comprehensive database and data of all COVID-19 cases and deaths,
    • Review and update existing adverse events following immunization (AEFI) surveillance and reporting tools and provide technical support on the development or updating of the AEFI data repository to inform cohort studies and the dynamics of management and care
    • In collaboration with the FMoH and CDC, develops and conducts activities to strengthen the          capacity to design and implement epidemiologic studies as well as analyze, disseminate, and effectively use data from these studies to formulate programs and policies
    • Leads and/or assists in the generation and presentation of project reports, publications, and   presentations
    • Perform other related tasks that may be assigned

    EDUCATION

    Risks Communication (Senior Data Analyst)

     POSITION SUMMARY

    Working under the supervision of the Risks Communication and Management Lead for the Covid-19 project in Nigeria and the Risks Communication lead at NCDC, the Risk Communication Senior Data Analyst is responsible for developing and managing paper and electronic information management systems for managing, mining, synthesizing and visualizing data associated with risk communication. This will also entail designing dashboards for rumor management from the states and coordinating the effective use of opinion polls. In addition, the Risk Communication Data Analyst will oversee synthesizing strategic insights from the dashboards and using them to inform policy and decision-making at the management level and facilitate engagement with the MoH.

    MAJOR ACCOUNTABILITIES

    The Risk Communication Senior Data Analyst will:

    • Develop robust information management systems that will facilitate the collection, collation, and management of data at the community and facility levels for routine monitoring and reporting
    • Oversee routine analysis and manage the development of data visualization dashboards to inform program monitoring and improvement.
    • Manage the implementation of a centralized web-based data visualization platform for real-time access to data from community and facility-based service delivery points.
    • Work with Risk Management and Communication Lead, Special Project Lead, Technical leads, and key stakeholders to improve data systems to capture routine data from the community and facility-based service points.
    • Establish data security guidelines and activities to ensure that all data are stored and maintained in a secure and effective manner, in compliance with institutional and donor requirements.
    • Develop and implement progressively digitized data collection and management systems to meet current and projected project needs.
    • Develop mapping tools, manuals, standard operating procedures, and training materials to build informatics competencies in project teams and health facility partners.
    • Collaborate in training and supportive supervision of partners.
    • Liaise with national partners to advance the integration of health informatics systems.
    • Participate in monthly and quarterly project planning and evaluation meetings with corresponding CDC staff and local partners, as needed.
    • Perform any other tasks as assigned by the supervisor.

    EDUCATION

    • Bachelor’s degree in Computer Science or Information Management System
    • Master’s degree will be an added advantage

    EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

    • Minimum 5 years’ work experience in managing health information management or health informatics projects
    • experience with the integration  of data from diverse paper and electronic sources is an added advantage

    Must have:

    • Demonstrated competence in frameworks and elements of informatics systems.
    • Familiarity with CDC and Global Fund-funded projects is an added advantage
    • Excellent computer skills, at minimum in Microsoft Office, including Excel Macros and Visual Basic; familiarity with DHIS2 and other data management software systems.
    • Expertise in elements of geographic information systems and data visualization software.
    • Ability to work independently with minimal supervision and strong problem-solving skills.

    Risk Communication Specialist

    POSITION SUMMARY

    Working under the supervision of the Risk Communication and Management Lead for the Covid-19 project in Nigeria and the Risks Communication lead at NCDC, the Risks Communication Specialist is responsible for developing standard operating procedures and tools to evaluate mitigation recommendations for understanding uptake, acceptability, and feasibility of Covid-19 interventions.  He/She will facilitate the strengthening of existing infodemic management, engage and support community level risk communication activities and develop and disseminate evidence-based risk communication content

    Based on findings, He/She will develop/modify and disseminate community messaging, and materials through outlets (e.g., mass media, and local gate keepers) to address, dispel rumors and misinformation, promote behaviors that prevent the spread of Covid-19, clarify procedures for isolation, quarantine, and its discontinuation and help maintain healthy environments.

    He or she will develop training materials to capacitate the community, religious leaders, and other community ‘gatekeepers’ on effective communication.

    MAJOR ACCOUNTABILITIES

    The Risk Communication Specialist will undertake the below responsibilities:  The COVID-19 risk communication and community engagement advisor will support the design of strategies to prevent the spread and mitigate the negative impact of COVID-19 on essential health services, and help overcome misconceptions, misinformation, and disinformation related to pandemics in the country.                                        

    The specific objectives are listed below:

    • Design, review and update national SOPs and training curriculum on risk communications, integrating the latest evidence and learnings from the COVID-19 response, including evidence on effective strategies for combatting misinformation
    • Work in collaboration with key stakeholders in the development of key messaging tools for interfaith leaders at the national & subnational level to promote behavior change, debunk misinformation and rumors, address public sentiment and perception of the vaccination, & generate confidence, trust, and demand for the vaccination uptake.
    • Engage with key stakeholders, including civil society organizations on strategies for Covid-19 vaccine demand creation and reduction of vaccine hesitancy amongst clients, especially PLHIVs
    • Develop and manage risk communications content through the production of high-quality, well-researched, and well-written materials (in a variety of mediums) & responding quickly and appropriately to requests for information
    • Develop locally tailored, culturally, and linguistically sensitive risk communication messages, programs, and materials in collaboration with relevant key stakeholders
    • Proactively design activities that mitigate the negative impact of COVID-19 on social cohesion, vulnerable groups, and essential health services.
    • Drive community engagements through some key outreach techniques, tools, and mechanisms, that have enabled communication and provided feedback and input to respondents.
    • Conducting, supporting, or commissioning assessments that provide insights on relevant community perceptions, knowledge, attitudes, and practices on key behaviors related to COVID-19.
    • Design systems to align community network initiatives with the national strategy
    • Facilitating arrangement of all relevant events and meetings.
    • Contributing to assessment including data collection, analysis, and documentation.
    • Supporting ICAP/COVID-19 media engagement activities with the public.
    • Monitoring social media and ICAP/COVID-19 website on behavior assessment and keep the RCCE WG informed of the progress.
    • Undertakes any additional relevant tasks as required by ICAP.

    EDUCATION

    • A master’s degree in communications, public health, social sciences, and international relations.
    • A medical degree or related field from an accredited/recognized institute would be desirable.

    EXPERIENCE, SKILLS & QUALIFICATIONS

    The Risk Communications Specialist must have the required skills and experiences as stated below:

    Required

    • At least five years of related experience, at the national and international level, in designing and implementing risk communications and community engagement activities for humanitarian emergency or health outbreak response and recovery efforts.
    • Demonstrable experience in community engagement, community dialogues and sensitization initiatives to promote SBCC.
    • Significant experience in using mobile technology, web technologies, and social media and developing behavior change campaigns, media engagement, and developing public communication products.
    • Ability to work rapidly and efficiently in fast-paced, complex environments.
    • Excellent interpersonal skills complemented by the ability to conceptualize ideas and advocate consensus.
    • Experience planning and facilitating workshops and meetings, with excellent presentation skills.
    • Ability to “think out of the box” and to make innovative proposals as related to risk communication.
    • Ability to work effectively in a rapidly changing, fluid environment, including possessing skills in proactive and strategic thinking, problem-solving, demand prioritization, and flexibility.
    • Strong knowledge of structures at national, state, and community levels and a minimum of one-year of working experience for a public.
    • Working experience with Microsoft Excel, Google Docs, and DHIS2.
    • Fluent in spoken and written English
    • Interpersonal and team building and management skills.
    • Courses in communication techniques such as graphic design, visual language, and in the use of mobile technology and social media in behavior change campaigns.
