    Project Coordinator Support Personnel

    Main Objective and Responsibilities

    • Provide support to the Project Coordinator in the administrative part of coordination tasks in Gusau, ensuring a smooth relationship with local authorities and other actors, contributing to the context analysis, ensure representation in Zamfara state for MSF Holland (OCA) and Spain (OCBA) sections, represent MSF in meetings or setting up meetings for MSF staff coming, follow up on any other assigned tasks that requires physical presence of MSF officials in Gusau.

    General Accountabilities:

    • Dispatching of MSF correspondences to relevant government authorities at state level and as the need arises, organize meetings with the state government officials, national and international NGOs based in Gusau, attend meetings on behalf of MSF and take notes to be shared with the Project Coordinators (PC).
    • Updating of contact list of relevant stakeholders including but not limited to state government officials from collaborating Ministries, Departments and agencies in case of transfers or any other changes.
    • Ensure, together with the PCs that all MSF activities in Gusau are running lawfully and in agreement with the Memorandum of Understanding in all administrative related issues and inform about any possible risks or problems.
    • Ensure that no illegal money is paid to any authorities or any individual, promoting and sharing MSF principles and values at all levels.
    • Keep all documentation and files updated, properly filed and easily accessible for the internal users.

    MSF Sections Context

    • At present MSF Holland (OCA) is managing two projects in Zamfara state. The first in Anka, co-managed remotely from Sokoto town (Sokoto State). The second project in Gummi, is directly managed since 2022. MSF Spain (OCBA) is directly managing 1 project in Zamfara state with two base covering Shinkafi LGA and Zurmi LGA.
    • Brief history of Zamfara/Anka project: it started in 2010 as lead poisoning project and then it grew into a big pediatric intervention in SMoH hospital with 120 beds (ITFC + IPD) with MSF staff only. During high season the number of beds used to double. Security started to deteriorated in 2021 and due to increasing insecurity, especially during movements, it was decided from June 2022 to have only MSF staff from Anka working there and to remote co-manage the activities from Sokoto. This was fully implemented in August 2022. Number of beds went down to 40, but at same time, it was scaled up the Targeted Primary Health Care Structures system by increasing the number of MoH staff under incentive.
    • The Anka team is planning to return to Zamfara state and set their project base in Talata Mafara in the coming months. Now that elections are over the security situations will be reassessed through a proper context analysis and the move back to the state will planned accordingly.
    • As for Gummi project, it started at start of 2022 with an IDP intervention. Because of alarming figures coming from UNICEF’s smart survey, MSF decided to do a MUAC screening. This led to even higher malnutrition rates, so we decided to do an emergency nutrition intervention in the form of Plumpynut distribution. Slowly this intervention morphed into a nutrition project and we are currently running 1 ITFC and 3 ATFCs there, next to targeted primary health care support for main morbidities and we started to support the IPD.
    • At Shinkafi and Zurmi, Following an emergency Nutrition intervention in september2019, MSF OCBA opened Zamfara project which has two identical base, by supporting Shinkafi General Hospital 170 bed and Zurmi General Hospital 150 bed respectively. We are currently running ER, ITFC,peadiatrics, SRH,SGBV,MH and life saving referal to the tertiary hospital in Gusau, additionally we also supporting 10 PHC includidng 7 OTP services and 20 Decentralized model of care site in had to reach location in both project locations.

    Context Specific Accountabilities

    • Reinforcing or ensure strong collaboration with the SMoH and SMoHA and the state government office in Gusau. The candidate might also still get involved in some lead poisoning activities with Zamfara State Ministry of Mining and others.
    • Raising concerns from the different projects with the relevant actors in Gusau, for example outbreaks (measles, cholera, meningitis), malaria prevention, collaboration with MoH on project level etc and trying to find solutions for these concerns after initial agreement with the PCs.
    • Provide support in negotiating with service providers in Gusau as the need arises.
    • Improve the engagement with other humanitarian actors
    • Participate in medical meetings with SMoH and other I/NGOs and share minutes with both sections’ PCs and MTLs
    • Compile and share with PCs weekly context and activities updates additional to monthly sitrep
    • Follow up on different issues with support from PC and Advocacy Manager or Humanitarian Affairs Officer in areas such as health, nutrition and emergency surveillance in Gusau.
    • Support MSF Nurse and follow up administrative matters of referrals bills
    • To assist in submission of Monthly Tax remittance and schedule to respective tax office and collection of the original receipts when available in Gusau.
    • Arrange Hotel accommodations for teams visiting Gusau.
    • Perform any other duties as assigned by the Project Coordinators
    • Contributing to the continuity of relations/networking with key stakeholder, international NGO, local actors (key line ministries, security services at Gusau level) and updating state contacts and correspondence to ensure information sources accuracy and its availability on regular basis.
    • Organizing advocacy contacts and appointments for the Project Coordinator.
    • Facilitate processes of state MOU renewal /organize meeting with ministry representatives
    • Involvement of road clearance from Gusua to Sokoto.
    • Contribute to the Humanitarian and Medical surveillance of Gusau LGA and Zamfara state by Extention ( Alert displacement and Medical follow-up and documentation ).

    Requirements (Qualifications)

    Learning and Development Implementer

    Main Objective and Responsibilities

    • Responsible of the implementation, the grounding and the consistency in the execution of the mission specific L&D Strategy by the implementation of tools and activities which are in line with the established standard.

    General Accountabilities:

    • Promote the learning and development mission specific strategy with related activities and tools.
    • Implement the learning needs assessments logic within the mission by assisting the managers in execution of the process.
    • Implement tools and monitoring system to enhance the application of learning within the mission.
    • Give guidance to coordinators/supervisors/activity managers on L&D activities and tools.
    • Develop / adapt / update training curriculum, training manuals, handouts and other training materials accordingly.
    • Implement plan to enhance the capacities and expertise of Trainers within the mission.
    • Facilitate and deliver training courses when required.

    MSF Section / Context Specific Accountabilities:

    • With support of the L&D manager, develop and implement tools for the induction and onboarding of all new staff within the mission – including but not limited to the monitoring and supervision of the function specific onboarding plans for the mission.
    • Implement and enforce the mission specific learning policy.
    • With support of the L&D Manager, assist the HR team with implementation tasks surrounding the Employee Engagement Survey and Code of Conduct for the mission.
    • Advise and support the line managers and employees in their understanding of the concepts of Performance Management and contribute to develop their competencies to implement performance management according to standards.
    • With support of the L&D manager and in collaboration with HQ L&D, develop and implement tools for the tracking of L&D needs identified in evaluations and LNAs.
    • Collate mission L&D activities and share this in the mission L&D newsletter on a quarterly basis.
    • With support of L&D manager, identify suitable support to the L&D activities at mission level.
    • Collect and analyze training data to investigate the learning trends in the mission and develop plans to enhance learning culture in the mission.
    • This position requires traveling to all MSF project locations in Nigeria regularly (50-60%) to support planning, implementation, and follow up of L&D activities.

    Requirements (Qualifications)
    Education:

    • Degree in HR or in a field, which is related to didactical or Educational Psychology.

    Experience:

    • Previous experience of at least 1 year in Learning and Development sector.
    • Previous working experience in MSF or other NGO in developing countries is desirable.

    Languages:

    • Mission language essential. Local language desirable.

    Knowledge:

    • Knowledge of adult learning principles, HR in general, staff development tools and strategies.
    • Computer literacy (word, excel) is essential.

    Health Promoter Supervisor

    Main Objective and Responsibility of the Position

    • Implement and supervise educational campaigns to increase awareness of the targeted population to promote prevention and treatment of diseases in the project area, in close collaboration with the medical team and Watsan.

    Accountabilities

    • In close collaboration with the HP manager, participating in the definition and update of the HP/IEC strategy and identifying indicators in order to monitor HP activities, results, and achievements. Supporting the HP manager in organizing and carrying out assessments and research on the impact of HP activities and identifying and reporting the constraints, difficulties or strength points of the HP strategy inside and outside the medical structures in order to reinforce the link between the communities and the project.
    • Providing support in selecting and developing quality pedagogical communication strategies towards the community. Planning information campaigns, including targets, objectives, methods and goals in order to increase awareness among the targeted population.
    • Informing, according to protocols, community members and identified risk groups (prisons, army, sexual workers, etc.) about health related issues.
    • Organizing health awareness sessions for MSF's medical and non-medical staff.
    • Identifying key actors (local authorities, local NGOs, traditional healers, formal or informal authorities) and being the focal point for the networking in order to support the dissemination of health information of the target population, and be the point of reference for the relation and networking with these subjects.
    • Organizing, training, and supervising the HP team in terms of planning and organizing their work, supporting, evaluating and coaching of personnel, collecting reports and reporting the activities of each health worker and regularly visiting communities that are under his/her responsibility.
    • Supervising, in close collaboration with the HR department, the HR associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.
    • Ensuring cleanliness of IEC (information, education and communication) areas
    • Collecting and reporting to the medical team any information linked to the health situation of the population and the patient.

    MSF Section/Context-Specific Accountabilities

    • In close collaboration with the MAM and flying IECHP manager: identify indicators in order to monitor HP activities, results, achievement, use the concrete tools to measure, and follow up those activities.
    • Organize, train, and supervise the team of health promotion related staff in terms of:
      • Planning and organizing their work (areas, days, absences, visits, holidays, etc);
      • Support, evaluation and coaching of personnel;
      • Visiting regularly communities that are under his/her responsibility;
      • Support in elaboration/improvement of materials and identification of strategies for delivering the focused information to the community.
      • Reporting (collecting reports of each health worker and report his/her activities)
      • Support the MAM in organize and carry out assessment and research on the impact of HP activities.
    • Collect rumour, misperception, any feedback from community and report to the medical team any information linked to the health situation of the population and patients
    • Follow up of the community engagement activities with IEC officers and Community health educators
    • Conduct regular exit interview as part of people centre care (PCC) and any other surveys as per the project needs and produce report timely.
    • Identify constraints, difficulties or strength point of the HP strategy inside and outside the medical structures, and report it to the MAM, to reinforce the link between the communities and the project.
    • Identify, design and search for pedagogical material and illustrative tools useful for the activities in order to improve quality and intelligibility of the messages
    • Inform, according to protocols, community members and identified risk groups (IDP, sexual workers, etc.) about health related issues.
    • Plan information campaigns, including targets, objectives, methods and goals in order to increase awareness among the targeted population.
    • Support updating actors mapping and identification of community influentials (religious leaders, traditional birth attendants, youth leaders, women’s groups, etc.) and facilitate common ground understanding using a community-based approach and participatory assessments.
    • Spread MSF principles and increase the visibility of the organization through the work of the CHE in the community and with regular contacts with community leaders and other community representatives.
    • Plan and prepare material, organize and implement health promotion activities (SRH, SGBV, Lassa fever, use of mosquito bed nets, hand hygiene, proper of latrines/showers in the camps and health education sessions, messages and topics addressed to different populations regarding hygiene, diseases and prevention.
    • Assess and address the training needs of the IEC HP officers and community health educators and in collaboration with the MAM, ensure appropriate training done after recruitment to ensure proper and universal messaging on deployment to the camp cluster
    • In collaboration with MAM and MTL, evaluate the quality of activities implemented and contribute to their improvement.
    • Contribute in the elaboration of relevant material and establishment of adequate strategies for delivering the focused information to the community.
    • Ensure delivery of information to community regarding hygiene, diseases and prevention using proper tools and informing communities about MSF and services provided.
    • Monitor, collect from the community health educators and report to the medical team/MAM, any information linked to living conditions and the health situation of the population (e.g. food security, vaccination status, nutritional situation, detect medical needs of the population, number of people arriving or leaving the community, births and deaths in the community, vaccination status of children, etc.).
    • In collaboration with the MAM and medical data entry person, ensure weekly data updates of the health promoting activities and contribute to the monthly medical report.
    • Report to line manager (MAM): difficulties the HP team might encounter during meetings with population in camps and any loss/damage of MSF material /equipment.
    • Submit weekly all DHIS and IDP movement update data to data supervisors timely
    • Maintain confidentiality regarding all information observed or registered.
    • Involve and play an active role in other activities related to the program
    • Contribute to MSF image in the community
    • Monitor, collect security information and report accordingly to Project Coordinator.
    • Ensures that all staff under their supervision perform their duties observing the MSF policies and in compliance with relevant SOPs of the department. Reports to manager immediately whenever compliance is not or cannot be met.

    Requirements (Qualifications / Experience / Knowledge)

    • Essential Diploma in Social Sciences or Education / Pedagogy / or Social Work, Nurse (CHEW acceptable) and Public Health
    • Post Graduate qualification in Health Promotion/IEC specialization/Global Health/Public Health/Community Health is desirable

    Experience:

    • Essential working experience in MSF (1 year minimum) in Health Promotion activities,
    • Essential working experience in Nutrition, Malaria, Vaccination (EPI), Maternal & Child Health, Health Promotion or Community Health related work.

    Languages:

    • Fluent in English (verbal/written) and Local languages: Tiv, Idoma, Hausa (verbal/written essential)

    Knowledge:

    • Desirable basic computer skills

    Competencies:

    • Results and Quality Orientation, Teamwork and Cooperation, Behavioural Flexibility, Commitment to MSF Principles, Stress Management
