    Procurement & Supply Chain Manager

    Job Description

    • The Roche Finance Chapter is looking for a fit-for-future professional to join our Nigerian team as Procurement & Supply Chain Manager, with the ability to swarm the company and teams through uncertain environments.
    • The professional is a self-starter team player who uses agile practices to drive outcomes tied to the enterprise’s ambition. Owns fiduciary responsibilities and acts as the custodian of the performance and the company’s license to operate, continuously interacting with Networks, Local Business Squads, and external environment to drive and co-create solutions beyond finance and services boundaries.

    Main Responsibilities
    Procurement:

    • Procurement and Contract Management
    • Improve total costs, service, quality and timely delivery for materials and services identified in the scope of centralized purchasing.
    • Focus on supplier performance in close collaboration with stakeholders and in line with global category strategies.
    • Ensure that the procurement function is carried out in accordance with high professional standards, in full compliance with internal SOPs, group guidelines, and all relevant legislation.
    • Build a strong collaborative network with internal customers, global procurement and supply chain functions.
    • Ensure development and implementation of site procurement strategies and local supplier relationship management
    • Ensure continuous improvement of processes and business value of systems in use by actively suggesting measures to improve costs, efficiency and transparency
    • Manage and optimize the local procurement to pay processes and ensure compliance to Roche procurement guidelines and SOPs. Accountable for meeting the procurement outcomes.
    • Work closely with Commercial, Medical and Regulatory teams to promote process improvements and ensure adherence to relevant SOPs.
    • Coordinate and act as implementation lead for global procurement projects in Nigeria.
    • Establish local procurement contracts that offer the most efficient and cost effective approach to acquire required goods/services.
    • Establish and maintain supplier relationships by serving as a single point of contact for contractual matters.
    • Manage record keeping for all contract-related correspondence and documentation.
    • Provide contract-related issue resolution, both internally and externally.
    • Monitor and complete contract close-out, extension or renewal, as appropriate.
    • Communicate contract-related information to all stakeholders.

    Supply Chain:

    • Supervise the logistics function for Roche Products: planning, inventory management, importation and customs clearance procedures.
    • Manage the logistics service provider on warehousing and in-market distribution of Roche products. Ensure that the warehouse is properly secured, that suitable and comprehensive measures are taken to guard against theft;
    • Ensure that maximum efforts are taken to protect the warehouse from damage due to fire and flood and all other legal requirements are followed;
    • Take responsibility for driving through improvements in customer supply chain performance in line with corporate objectives
    • Anticipate shortages, minimize write-offs and ensure proper stocks management. Accountable for targets as well as for specific KPIs in the supply chain (forecast accuracy, stock-outs, back-orders, inventory write-offs).
    • Develop logistics relationship with customers for improved service and collaboration;
    • Understand customer’s requirements so that distribution and delivery service levels are developed and maintain sales volume at the highest possible level;
    • Liaise with the Regulatory team to ensure availability of company’s regulatory licenses/permits for products and special license for dealing with narcotic products
    • Work on temporary projects as assigned and fulfill additional tasks within the field of Supply Chain, Logistics and Distribution
    • Cooperate with the business squads in the area of Tenders, Sales terms and conditions (prices, rebates, payment terms etc.), customer service and inventory level.

    Background Requirements

    • Bachelor's Degree in a Finance / Business related discipline
    • CIPS or any relevant professional qualification

    Health Policy & Access Partner, Africa

    The Position

    • The focus for this role would be to bring global policies to local levels to shape and influence implementation across the continent through support of affiliate teams. The role would be based on the continent (e.g. Nairobi or Addis Ababa) for consistent engagement with regional and/or local stakeholders who have regional influence and to enable travel to countries across the continent as needed. 
    • This role has both strategic and tactical elements to support initiatives that span multiple countries and for linkage at the regional level with Roche Pharma and Diabetes Care colleagues. This role is about the “how” and the “what” in regional health policy. 
    • The Access and Policy Partner, Africa will focus on global health policy and government affairs topics across the African continent and across Roche’s divisions. 
    • The successful incumbent will serve as a point of contact for health policy for Africa to regional intergovernmental organizations (eg: African Union, OAFLAD, Africa CDC) and related local agencies/NGOs (Amref, CHAI). This person will engage with regional level stakeholders, provide insights into African regional health priorities and policy agendas and provide support for the local affiliate policy teams. This will be done within the context of the One Roche Africa Policy and Partnership Squad and a team effort together with other policy roles.
    • This person will bring insights into the political and economic healthcare ecosystem for key regions on the African continent, build strong relationships with regional or national stakeholders that influence across multiple countries and advocate for patient access to healthcare no matter where they live. 

    Responsibilities

    • Build a deep understanding of the health ecosystems across the African continent to set policy agenda priorities including the environments, institutional and political landscapes with emphasis on key priority countries linked to the One Roche Policy and Partnership strategy . 
    • Actively engage and build relationships with political stakeholders and key influencers of health policy agendas at regional and national levels in coordination with global health policy lead and the One Africa Roche Policy and Partnership  Squad to enable removal of barriers and bring key disease area and health topics to the priority agenda for rapid, broad and sustainable access to Roche innovations for patients.
    • Conduct research, analyze current healthcare policies, evaluate the effects of proposed legislation, and reporting on findings within the One Roche Africa Policy and Partnership  Squad, EMEA LATAM region and Area Africa to identify unmet needs and opportunities.
    • Influence political and social events to increase voice around healthcare issues related to key business initiatives under the strategic initiatives of Roche in Africa both internally and externally.
    • Build supporting tools and knowledge resources (eg best practice) for implementation of policy agenda at local levels that deliver clear, evidence-based and compelling positions for governments and key influencers including financial aspects (eg pricing, business models), monitoring and evaluation metrics to track momentum for access and lessons learned and communication mechanisms (eg communities of practice).
    • Support affiliate policy and commercial teams in local activities in minimizing gaps/hurdles to access in support of health system strengthening initiatives and public private partnerships.  Such projects include Global Access Program, One Roche Cancer Diagnostics strategy, Women's Health, UHC, NCDs and local affiliate pilot projects for access. 
    • Member of One Roche Policy and Partnership Squad for Africa, One Africa Policy and Partnership team, EMEA LATAM Governmental Affairs team and interface with Pharma Global Access Policy team and Communication teams for coordination in the co-creation of Africa health policy leading to greater regional government support for health development activities.

    Impact will be Measured by:

    • Delivery of key initiatives that result in changes to regional or local policies leading greater access within agreed timelines.

    Requirements

    • Bachelor's Degree in Public Health, Health Administration, Health Economics, Political Sciences or Public Policy. Graduate Degree (Health Policy, Health Economics, Public Policy, MBA) preferred.
    • Proven work experience of 5 - 7 years in government affairs, policy, public or corporate affairs preferably with some years of experience in the Pharma/diagnostics industry in LMICs/Africa.
    • Experience in working with political or governmental organizations and decision-makers to advance the public health conversation.
    • Understand political decision making and complex networks of influence and leverage negotiation skills.
    • Interpersonal skills for successful collaboration within highly matrixed cross-functional teams .
    • Critical thinking, strategic mindset, problem solving, and analytical skills.
    • Ethical mindset and good understanding of relevant compliance principles and regulations.
    • Strong influencing and negotiation skills: confirmed abilities to influence others without authority and mobilize people behind a common purpose and strategy.
    • Excellent command of English. French and/or Portuguese a plus.

    International Strategic Healthcare Consultant

    The Position

    • Roche Diagnostics in Midrand, Lagos or Nairobi is seeking a Strategic Healthcare Consultant to identify, develop and deliver Strategic Roche Healthcare Consulting projects for key stakeholders with the aim of driving the transformation of Healthcare systems within supported markets.
    • The successful candidate will be required to drive the internal focus on transformative approaches and new business models including outcomes-based and value-based healthcare approaches and contracts. 
    • This role will include a minimum of 70% focus on Pan-African projects and 30% focus on projects across the EMEA LATAM Region with participation in the International Strategic Healthcare Consulting community.

    Key Responsibilities
    Healthcare Consulting Sustainability:

    • To manage the preparation of the offers for strategic consultancy services towards the customers, including for projects which may span multiple countries, by providing the brief, reviewing the draft or drafting proposals and providing input as required
    • To create mutually beneficial business partnerships/arrangements with customers, 3rd party suppliers, and/or additional healthcare actors , including Pan-African region level and/or global health level stakeholders, by identifying, researching, analyzing and making recommendations and negotiating strategic alliances in collaboration with the Africa network as required
    • To drive new business by identifying, analyzing and comparing alternative opportunities for entering new markets and adopting new strategic consulting services as required
    • To champion new and transformative approaches and new business models within the operating context of the Roche Africa Network and EMEA LATAM Region  with a focus on developing transformative approaches to deliver more value for healthcare systems. These might include outcomes-based and value-based approaches amongst other new business models.
    • To collaborate with Roche internal networks, including, but not limited to  the Africa network, Global Access & Policy, Roche Global Access Program and EMEA LATAM RHC community to support broad reaching projects.

    Strategic Consultancy Delivery:

    • To analyse and improve healthcare policy and clinical processes, gathering the related data necessary for the development of business cases for decision-making from healthcare management
    • To participate in the development of strategies, contracts, creation of projects and providing specialized consulting services in support of customer and Pan-African stakeholder relationships       
    • To create a shared vision with the customer team by supporting them with change management and implementation as required,
    • To oversee multi-country project implementation by leading strategic consulting projects and coaching the customer team to reach their goals with tangible outcomes and cost-benefit analysis as required
    • To lead and coach cross functional teams on customer projects that are within the Strategic Consulting Scope.
    • To support Healthcare Transformation projects by providing specialist Roche Healthcare Consulting methods, skills & experience.
    • To monitor delivery by generating reports with different scenarios, analyzing impact on the healthcare outcome, finance, structure, resources and articulating collaborative recommendations showing investments and ROI as required
    • To resolve complex customer problems by looking beyond existing methodologies and own discipline to define and facilitate implementation of solutions as required, 
    • Collaboration with other consulting resources including, but not limited to, Process Consultants to analyze and review different options for optimizing Customer processes and patient flows. 
    • To support customer needs by conducting regular status and strategy meetings with the customer’s senior management to understand their needs and link them to the organization’s strategy as required.

    Stakeholder Relations:

    • To navigate the complex stakeholder management of multi-country projects and balance the project operational needs with the client’s political position, observing all necessary protocols and diplomacy requirements.
    • To help maintain the organization’s ongoing relationships with Health Authorities, Industry and Trade Associations and Allied organizations and stakeholders across Africa and within the global health landscape as necessary by continuously engaging them and addressing their queries as required in conjunction with other members of the Healthcare Transformation Team and other internal functions like Medical Affairs and Marketing, Global Access Program Network, One Roche Policy & Partnerships team and other networks as appropriate.
    • To contribute meaningfully in the International RHC community by regularly attending and contributing content to meetings and initiatives and by participating on international projects.

    Financial Management:

    • To monitor finance and ROI for Roche of strategic projects by understanding financial statements and reports and connecting activities with the outcomes in the financial statements and working and interacting closely with the customer/stakeholder financial functions as required.

    Requirements
    You, as an Ideal Candidate, will have the following Skills, Experience and Education:

    • NQF 7 / 8 in a Science related field or similar, plus
    • 1 to 3 years in Strategic Thinking or Strategic Management roles.
    • 3-5 years experience in sales, marketing or similar
    • English required, French and/or Portuguese preferred.
