Scope of Work
- This scope of work (SOW) sets forth the services to be provided by the Procurement Advisor to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc. in the implementation of the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) in Nigeria.
Background
- The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world.
- The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and maternal new born and child health program. GHSC-PSM provides health commodity procurement services and systems strengthening technical assistance that address all elements of a comprehensive supply chain. All four task orders are implemented in Nigeria.
- The Procurement Advisor will provide and support technical assistance to the National and State Governments, PEPFAR implementing partners, The Global Fund partners and other relevant stakeholders in the developing health product requirements across HIV/AIDS, Malaria, Tuberculosis, Family Planning and Maternal, New Born and Child Health Programs.
- These will be supported as part of the mandate of the Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project to develop capacity of Government counterparts in estimation of products requirements and gap analysis.
- S/he in collaboration with other advisors will inform health product procurement to promote uninterrupted access to health service delivery under the direction of the Procurement Manager or his/her designate.
Principal Duties and Responsibilities (Essential Functions)
- Conduct the procurement process for technical and operational procurement – from solicitation to final delivery of goods and services, including submission of final payment request to Finance for payment processing.
- Track operational and programmatic procurement requests. Ensure all requests are logged, acknowledged and acted upon in a timely and compliant fashion and are consistently updated in the procurement tracker.
- Contribute to regular updates of the vendor database, with the objective of promoting a more transparent and competitive procurement process. The vendor database will contain a selection of vendors and service providers.
- Daily update of the procurement tracker to monitor status of procurement actions.
- Facilitate technical evaluation committees, where required, to inform final procurement decision on goods and services to obtain best value.
- Cultivate and manage relationships with local vendors and service providers to ensure they fully understand USAID FAR/AIDAR regulations and are compliant with procurement processes and systems, as well as requirements for working with Chemonics.
- Draft negotiation memoranda, selection memos and other procurement documentation where applicable, and ensure this is on file for all procurements.
- Prepare purchase orders and work closely with the Program and Operations teams to ensure all procurements adhere to the specifications in the procurement action request (PAR) forms prior to final purchasing.
- Investigate and provide resolution on post-order problems and of progress reports on procurement matters
- Upon completion of procurements, prepare and process all necessary paperwork, and ensure copies are saved on the Shared Point prior to submission to Finance for payment.
- Under the guidance of the Procurement Manager, prepare documents using ARTMIS to manage commodities procurement actions.
- Production of weekly reports on procurement actions and status.
- Ensure the highest level of honesty, integrity, openness and transparency in administering the award processes and procedures.
- Report any concerns or issues, whether verified or not, to senior management through supervisor.
- Other tasks as assigned by the Procurement Manager and/or Director, Procurement and Subcontracts.
Job Qualifications
- Bachelor's Degree in relevant technical area
- Minimum of Five years’ relevant experience in procurement of goods and services with International Non-Governmental Organization especially in the health sector preferred. USAID experience a plus
- CIPS - Chartered Institute Procurement and Supply Certification and/or membership a plus
- Demonstrated experience working with high performing team required
- Experience engaging with local and international vendors on procurement of goods and services required
- Knowledge of procurement using ERP systems is required
- Knowledge of the Nigeria public health sector environment a plus
- Proactive, with positive problem-solving approach and attention to detail
- Good interpersonal and team-working skills
- Fluency in English and effective communication skills are required
Supervision:
- The Procurement Advisor will report directly to the Procurement Manager.
Working Conditions/Duration of Assignment:

- The Procurement Manager will provide technical procurement services for the Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM) Program managing Target Local Procurement (TLP) and the Chemonics International, Inc. public health supply chain Field Office in Nigeria and support technical assistance to the National and State Governments, PEPFAR implementing partners,
- The Global Fund partners and other relevant stakeholders in the procurement of health products and services across HIV/AIDS, Malaria, Tuberculosis, Family Planning and Maternal, New Born and Child Health Programs.

Principal Duties and Responsibilities (Essential Functions)
- Support the Director, Procurement and Subcontracts in the development of overall strategic plan, implementation framework and review of the Department’s goals and objectives to support the GHSC-PSM Project and Chemonics International, Inc.
- Provide support for the technical procurement of health products and services that will support the implementation of the GHSC-PSM Project Nigeria and Chemonics International, Inc. programs for uninterrupted access to health commodities at the service delivery points.
- Collaborate with Home Office Risk Management team in development of RFP, RFQ, IQC-sub-awards and TO for procurement services.
- Develop and manage request for information (RFI), request for proposal (RFP), request for quotation (RFQ) and Indefinite Quantity Contract (IQC) Sub-awards that will support the management of technical procurement of products and services for GHSC-PSM Project and Chemonics International Inc. health service delivery in Nigeria.
- Develop, review and issue task orders (TO) to contracted service providers for smooth implementation of services in line with Chemonics policies.
- Initiate, follow through and complete all procurements related to LLIN/ITN distribution campaigns.
- Work with the compliance team to ensure that technical procurement of goods and services are in line with USAID FAR/AIDAR regulations and Chemonics policies.
- Develop and manage relationships with vendors (including performing relevant assessment and due diligence) to ensure that technical procurement of goods and services are of the highest quality that meets US Government regulations.
- Support the development of appropriate sourcing strategies that will enable the project to obtain best value for resources committed to project activities.
- Supervise and manage the Procurement Advisor(s) and Associate(s) assigned to promote smooth internal operations of the unit in line with Chemonics operational manual.
- Supervise the regular update of the Procurement Master Tracker to ensure that all required information is completed and shows the correct position of each approved PAR received.
- Support the development and regular reporting on key performance indicators to demonstrate the project achievements in support of technical procurement services.
- With input from team members, prepare monthly funds forecast for review by the Director, Procurement and Subcontracts.
- Demonstrates maturity, dependability, integrity, and initiative to learn competencies and skills required for the job assignment.

Job Qualifications
- Master's Degree in Supply Chain Operations, Public Health, Management, Procurement, or relevant Degree required.
- Minimum of 6 years’ relevant experience in procurement of goods and services with International Non-Governmental Organization especially in the health sector preferred. USAID experience a plus.
- Minimum of 6 years’ experience in developing technical proposals and managing complex procurement of goods and services for the health sector required.
- CIPS - Chartered Institute of Procurement and Supply Certification and/or membership a plus.
- Demonstrated experience leading and managing high performing team required.

- The Logistics Advisor will be responsible for coordinating commodity logistics activities in the assigned state for the GHSC-PSM project in Nigeria.
Principal Duties and Responsibilities (Essential Functions)
The Logistics Advisor, working through the State Logistics Management Coordinating Unit (LMCU), shall be responsible for.
Facility Level Replenishment and Reporting:
Ensuring donor-procured health commodities “stock on-hand” within health facilities continuously falls within the min/max range established for each product by supporting the LMCU to:
- Facilitate data collection at the state level
- Facilitate data review at the state level (accuracy of facility reporting)
- Facilitate data input into the National Logistics Management Information System (LMIS) reporting tool
- Support assessment activities (EUV, state warehouses, storage facilities, supply chain, etc.)
- Submit bi-monthly replenishment orders for quantities of each donor procured commodity not to exceed the allocated value of commodity made available to the State from the national supply of donor stock,
- Submit emergency orders if/when donor-procured stock levels fall below min/max values in between bi-monthly distributions
- Support replenishment trend analysis and consumption data pattern analysis to help supervise and identify future distribution requirements.
Facility Level Receiving:
- Share the distribution plan with identified Stakeholders within the state
- In conjunction with the W&D Advisor, will develop schedule to monitor distribution services of the 3PLs making deliveries of donor funded commodities (appropriate trucks, delivery times, etc.)
- Coordinate with SDP IPs and other stakeholders to ensure that facilities have the appropriate staff with signature authority are present during delivery windows, that facilities conduct a comprehensive review the quantities of each product delivered against the proof of delivery, that facilities inspect the quality of the products being delivered, and facilities carefully noting any discrepancies on the proof of delivery document prior to accepting the delivery.
- Receive copies of the PODs from distribution 3PL and share with LMCU.
- Escalate any discrepancies in quantity of products delivered or quality challenges
- Oversee the review of PODs to detect any issues and address/escalate accordingly.
- Provide feedback to the regional and central W&D team on delivery issues
Facility Level Storage:
- Coordinate with SDP/ IPs and other stakeholders to ensure that donor-procured commodities within health facilities are stored and managed in keeping with World Health Organization (WHO) guidelines, and good inventory control best practices.
State Central Medical Store:
- Support the state to strengthen storage practices at the central medical store, applying best practices and improving the state systems.
- Support routine LLIN distribution in Malaria supported states
Coordination and Governance:
- Support state monthly PSM TWG meetings, providing technical inputs and information regarding supply chain activities of program areas supported by GHSC-PSM.
- Support the conduct of biannual ART focal person meeting.
- Support State Health Partners’ Meeting
- Support the state programs in their annual workplan development and periodic review.
- Facilitate periodic visits to the health facilities, by the GHSC-PSM M&E team, to monitor implementation of supply chain activities that supports service delivery, and report results to the Regional Manager.
- Providing state level reports to the Regional Manager on stock status of health products within health facilities in the state and warehouses that have stock allocated to their state
System Strengthening and Collaboration with other Donors:
- Work with other USAID supported IPs to coordinate program activities and promote synergy among partners.
- Work with stakeholders to conduct Joint monitoring and supportive visits.
- Work with stakeholders to conduct capacity building activities suited to address identified gaps
- Conduct joint routine review of data quality issues with all relevant stakeholders and develop appropriate strategies to address issues identified.
- Ensure availability of commodities for all partner programs where it falls within GHSC-PSM mandate.
Report of commodity loss:
- Immediately report donor and state-procured commodity loss at the health facilities or during distribution to the Regional Manager. The losses will include, expiries, theft, discrepancies inventory, commodity damage during handling, damage in product quality etc. while in custody of the state officials at the warehouses and/or health facilities.
- Facilitate the collection of a police report on the incident to ascertain the root cause and preventive action.
Project related:
- Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual.
- Support achievement of the overall project goals as required to ensure project performance.
- Perform other tasks as directed by the Regional Managers
Job Qualifications
- Bachelor's Degree in pharmacy, Public Health, Medical Laboratory Sciences, Logistics management or other related Sciences.
- Specific experience in supply chain and programming related to HIV/AIDS, TB, FP, MNCH or Malaria strongly desired.
- At least 5 years of relevant work experience
- Experience working on a USAID or donor-funded project required
- Good knowledge of using Microsoft office especially word, excel and power point
- Outstanding organizational and coordination abilities
- Excellent communication and interpersonal skills
- Fluency in English is required.
Supervision:
- The Logistics Advisor will report to the Regional Director, Region 5, or designee.

- This scope of work (SOW) sets forth the services to be provided by the MNCH State Logistics Advisor – Health System Strengthening Team to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc. in the implementation of the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) in Nigeria.
Background
- The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world.
- The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program. GHSC-PSM provides health commodity procurement services and systems strengthening technical assistance that address all elements of a comprehensive supply chain.
- GHSC-PSM has been tasked by USAID to improve access to MNCH commodities in five priority States: Bauchi, Kebbi, Sokoto Ebonyi and the FCT. GHSC-PSM will be coordinating its work with other USAID implementing partners tasked with other aspects of health systems strengthening in the five states. GHSC-PSM will also align its activities with the SMOH and work closely with the State Health authorities in support of strong supply system for MNCH commodities.
- The State MNCH Logistics Advisor will be expected to work with the State, IHP project office, Breakthrough Action and other key partners to coordinate and support PSM of MNCH commodities in these priority State.
Principal Duties and Responsibilities (Essential Functions)
Specifically, the MNCH State Logistics Advisor will conduct the following:
- Strategically collaborate with IHP and Breakthrough Action to ensure cooperative and integrated approach to improving MNCH services in respective States.
- Provide technical support and advocate for strategic planning, governance, financing & PSM coordination
- Advocate for the provision of high quality MNCH commodities and good MNCH logistics management practices with both government counterparts and implementing partners.
- In collaboration with the GoN stakeholders, implementing partners, etc. in identifying and providing technical support for institutional and individual capacity building at the State level.
- Facilitate the improvement of coordination role through technical working group, partners forum, coordination meetings, quantification sub-committee and other core PSM activities
- Lead the pilot of targeted State-led interventions within focal States.
- In collaboration with key stakeholders and IPs, identify sustainable financing mechanism to improve MNCH commodity availability and services in the FCT.
- Support the revitalisation of the FCT drug revolving fund mechanism to address supply chain challenges and improve MNCH indices.
- In collaboration with the State LMCU, carry out capacity development on specific supply chain interventions with measurable outcome as fall-outs of assessments
- Lead the system strengthening activities of logistics and supply chain management for the MNCH programs, in collaboration with all program stakeholders and partners at the State level in priority States
- Provide technical assistance for annual national and State-specific quantifications (forecasting and supply planning) of MNCH commodities, in collaboration with all program stakeholders and USAID partners
- Provide technical assistance for quality and timely MNCH data collection, analysis, reporting and feedback to facilitate data visibility and accountability in priority states.
- Facilitate transfer of skills to appropriate logistics officers in implementing the MNCH commodities logistics system in supported states
- Provide technical assistance for the development of tools or in developing or revising standard operating procedures (SOPs) and other policy documents for MNCH program management at the State level.
- In collaboration with GHSC-PSM office in Abuja, support the end-use verification and other routine or designated field assignment.
- Provide technical assistance for the conduct of supportive supervision at the health facilities, in partnership with other USAID partners, state LMCU and MNCH program supply chain operators
- Provide technical assistance for performance management of routine monitoring of routine SCM performance.
- Write routine monthly, quarterly and annual reports for submission to relevant program stakeholders.
- Contribute to the identification of best practices and success stories for GHSC-PSM circulation.
- Work with designated consultants or short-term technical assistance providers to carry out requisite activities and facilitate transfer of skills to appropriate local staff
- Perform any other duties as assigned.
Job Qualifications
- First Degree in Pharmacy, Public and/or Community Health, or Medical or Social Sciences field
- At least 5 years’ experience working in MNCH, Malaria, Reproductive health and/or logistics with extensive field experience in Northern Nigeria
- Good understanding of the Nigeria Health sector especially in the areas of MNCH as a developmental issue and attendant socio-economic implications.
- Experience in logistics management and ability to work with multi-disciplinary teams.
- Excellent written and verbal English and Hausa language skills.
- Experience successfully working with multiple stakeholders at the State level of the public and private sectors to ensure timely project delivery
- Dynamic personality with initiative, flexibility, strong analytical and problem-solving skills
- Must have organizational and strong computer skills
- Ability to work both as part of a team and independently
- Willingness to be based in FCT
- Willingness to travel within and outside the FCT.
Supervision:
- The MNCH Manager will provide technical oversight to the MNCH Logistics Advisor, While the Regional Director Region 3 will provide operational supervision.
