In light of the displacement in the north eastern part of Nigeria, NRC is about to start up an emergency response programme in Nigeria to respond to the humanitarian needs.
In the coming months, the main focus for NRC would be conflict affected populations including IDPs, returnees and the local communities in Borno State. NRC will initially be starting activities in the area of food security, water and sanitation and shelter sectors. NRC is therefore seeking a Finance Officer for the NRC Country Office in Abuja, Nigeria for 2015. The Finance Officer reports to the Finance Manager.
Tasks and Responsibilities
· Ensure adherence to Financial Handbook, other NRC policies and donor requirements
· Prepare bank account and cashbox reconciliations for the country office
· Review cash boxes, bank statements and vouchers from the Field Offices to ensure that they are executed according to the Financial Handbook and other requirements, and give relevant feedback to the Field Offices
· Prepare the financial Project Summary
· Ensure proper filing of documents and transactions
· Distribute information and reports as required
· Supervise, train and develop financial team
Qualifications
• Minimum 3 years’ experience from working with finance management in a humanitarian/recovery context
· Relevant university degree, preferably business administration/financial management, or other relevant educational background combined with relevant professional experience.
· Previous experience from working in complex and volatile contexts
· Documented results related to the position’s responsibilities
· Knowledge about own leadership skills/profile
· Managing resources to optimize results
· High-level competency in computer skills (Microsoft Office applications)
· Fluency in English, both written and verbal
· Fluency in one or more of the national/regional languages

Tasks and Responsibilities
· Implement and maintain NRC’s administrative systems and procedures, and supervise the administration team
· Ensure compliance with NRC HR policies and the local labor law in all procedures and processes
· Implement and maintain a filing system for all administrational documents according to procedures
· Ensure a well-functioning reception, clean office premises and general follow up of the NRC office and houses/apartments and ensure that utility bills are paid
· Coordinate staff recruitment and exits, introductions, trainings, staff benefits etc. on field office level
· Ensure that staff records are up to date and filed appropriately
· Ensure reporting, documenting and payment of staff benefits, social security, taxes etc.
· Prepare input to periodic HR reports
· Ensure correct staff pay roll
· Advice and support line managers staff in HR processes
Qualifications

Tasks and Responsibilities
· Implement and train staff in NRC’s logistics policies and procedures
· Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes
· Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management)
· Supervision, training and development of logistics team
· Ensure safe and efficient transport of staff and materials/goods
· Ensure all NRC assets/premises are in good conditions and monitor maintenance/repairs if required.
· Prepare, check and share plans, records and reports as required (e.g. status reports, inventory lists)
· Implement a filing system/archives according to procedures

Tasks and Responsibilities
· Coordinate the food security activities according to strategy, proposals, budgets and plans
· Ensure adherence to NRC policies and donor requirements
· Involve and inform communities and community leaders about the activities
· Break down the annual operational plans into weekly, monthly and quarterly implementation plans
· Coordinate with relevant partners
· Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures

· Prepare periodic progress reports and other documents as required
· Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities
Qualifications
• Minimum 3 years’ experience from working with food security projects in a humanitarian/recovery context
· Degree or diploma in Agronomy, or other relevant educational background combined with relevant professional experience, such as livelihood and market based approaches.
· Experience from project implementation of cash and voucher approaches is an added advantage.

Tasks and Responsibilities
· Implement NRC’s safety and security policies at office level
· Conduct regular security and risk assessments to identify safety and security needs
· Train staff in safety and security and provide regular briefings and updates
· Immediately report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities or assets
· Facilitate staff evacuation in emergency situations
· Supervise, train and develop eventual security staff at office level
· Liaise with UN agencies, NGOs and other external actors to gain security information
· Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition

Tasks and Responsibilities
· Management of shelter/WASH project field staff
· Adherence to shelter tools and handbooks and other NRC policies
· Contribute to shelter strategy development and provide input on needs and gaps from relevant area
· Manage and implement delegated portfolio of shelter projects (activities, budget and project documentation) in line with proposals, strategies and donor requirements, and ensure high technical quality, and provide regular reports to PDM.
· Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
· Develop and manage project budget, as delegated from PDM
· Promote and share ideas for improvement and necessary changes in the activities
· Ensure capacity building of project staff and transfer key skills
