    Monitoring and Evaluation Officer

    Job Description

    JOB SUMMARY

    The purpose of the M&E Officer position help is to coordinate Health sector data collection, compilation, consolidation and analysis. S/he will support research, assessments and evaluations focused on helping IRC to monitor, document and improve on impact measurement. He/she will be engaged in reflective practice to generate lessons from projects/program and prepare M&E plans for the sector.  S/he is responsible for establishing, updating and maintaining health sector indicator tracking sheets and ensure functional data collection systems for Health sector.  S/he will support the M&E manager in the supervision, coaching and mentoring of Health Assistants M&E Officer/s on M&E aspects.  S/he will support implementation of the IRC community accountability mechanisms and devise a strategy for program staff participation in M&E activities.  The position holder will closely work with the front-line program staff and community volunteers to support the IRC Health sector interventions in IRC program locations.  S/he is a member of the M&E unit on technical matters and reports to both the M&E Manager and Health managers on programmatic M&E issues.

    RESPONSIBILITIES

    A.    Program/project design and learning (15% of time)

    • Design, develop and continuously update project M&E, and measurement tools and systems on timely fashion;
    • Develop and make sure all the projects in the sub-sector have tested monitoring tools that capture both program activity and indicators progresses;
    • Organize panel monitoring and/or similar M&E events to ensure accountability to the target community, with relevant stakeholders including communities and ensure their dissemination to concerned parties;
    • With support from the M&E Manager and M&E Coordinator, establish and maintain project level information management system;
    • Facilitate implementation of the IR community accountability mechanism, and ensure that program stakeholders have correct information on the IRC activities.
    • Proactively ensure networking and sharing of lessons from the core program with strategic partners and other stakeholders including government;
    • Coordinate synergy and cross-learning among different projects and programs;
    • Cross fertilize learning among projects by regularly producing (compiling) summary monitoring reports and sharing to staff and partners.

    B.     Monitoring and evaluation (50% of time)

    • Track progress against monitoring work plans;
    • Coordinate the field level community participatory monitoring and evaluation, reflective practice and impact measurement;
    • Ensues the on time execution of projects major monitoring and evaluation events including but not limited to baseline survey, mid-term evaluation, final evaluation, data quality audit and field supervision;
    • Provide technical assistance to staff and partner organization on information management system, proper data collection and record keeping;
    • Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives;
    • Update M&E plan timely and provide feedback to program staff on status and quality of implementation.
    • Assist with monthly and/or quarterly performance indicator analysis, including generation of reports as well as presentations for staff related to on-going performance;
    • Conduct regular data verification exercises to ensure reporting and collection of quality data;
    • Verify entered data for completeness, correctness, and consistency and follow up on any data quality issues;
    • Document findings from data quality audits and store in project files to ensure collective and sustainable access;
    • Actively participate in and contribute to M&E team activities, system assessments, development and implementation of new systems and/or tools aimed at strengthening overall M&E practices at IRC Nigeria;
    • Closely work with staff to ensure they follow correct procedures and criteria during beneficiary registration;
    • Take part in the recruitment of enumerators and survey consultants;
    • Provide M&E inputs for reports written during project implementation;
    • Periodically leads reflective practice forums at field office/ project level and compile lessons from project implementation processes.

    C.    Information management and reporting (15% of time)

    • Establish and maintain project information management system;
    • Submit data set to update country office wide program database on monthly basis;
    • Compile regular project monitoring report, including lessons learned, prepared by different projects and application of evaluation recommendations;
    • Ensure all projects have downward/ forward accountability mechanisms and works with project staff to make sure its implementation;
    • Compile quarter, biannual and annual tabular and narrative reports (as required by project stakeholders) on projects’ accomplishments by cost and alert the management for special deviations form the plan.

    D.    Capacity building and supervision (15% of time)

    • Assist local partners in designing monitoring and reporting tools and establishing database management systems.
    • Organize orientation for front line staff, partners’ staff and volunteers on the monitoring tools and train them how to use data for decision making;
    • Let the front line staff and volunteers understand IRC’s program principles and the bigger picture, in general;
    • Coach, mentor and supervise Assistant M&E Officer/s,
    • Assist her/his subordinate/s in completing performance management activities including: performance planning, monitoring, and annual performance appraisals;

    E.     Perform other duties assigned by the supervisor (5% of time)

    • Perform other task related assignment proposed by his/her supervisor/s

    Qualifications

    • Degree/diploma in statistics, computer science/IT/or any sector or sub-sector related field;
    • Excellent computer skills are required (particularly Microsoft Excel, Access and Word);
    • At least two year experience working in monitoring and evaluation preferred;
    • Strong data collection, analysis, and report writing skills required;
    • Ability to work independently, think analytically and take initiative in solving problems;
    • Ability to communicate technical issues effectively;
    • Familiarity with logframe analysis and M&E plan;
    • Experience in conducting assessment;
    • Desirable – Working experience with highly vulnerable and displaced people would be added advantage;
    • Good verbal communication skills in local languages and working knowledge of English;
    • Most importantly, commitment to IRC values and principles;
    • A strong team player with excellent interpersonal skills and the ability to work with groups of diverse backgrounds.

    Language Skills: Fluency in English, local languages is an added advantage

    Assistant Finance Controller

    Job Description

    SUMMARY STATEMENT OF RESPONSIBILITIES:

    The Assistant Finance Controller assists the Deputy Director Finance by managing the day-to-day operations of the accounting unit. At the discretion of the Country Director the Assistant Finance Controller will assume some or all of the Controller responsibilities when the DDF is absent.

    SPECIFIC RESPONSIBILITIES:

    The incumbent is responsible for ensuring that the day-to-day accounting operations and financial management functions of Borno and Yobe States are performed in accordance with IRC and country office policy and procedures. The incumbent is also responsible for the consortium and local partners’ financial management. The AFC represents the DDF in Maiduguri and sits in all coordination meetings, BVA panel and works very closely with the DDFM & SPCs. Specific responsibilities within each functional area are as follows:

    Donor Reports

    • Preparation of draft donor reports for review by the Deputy Director Finance
    • Analysis of actual to budget results to identify problems in accounting or compliance
    • Identification of procedural or training issues to be addressed to improve the quality of report data.
    • Preparation of the creation of detail level budgets in IRC SUN format to ensure required donor reports can be produced form the accounting system

    Field Office Training & Support

    • Acting as the primary liaison for the Borno and Yobe office finance staff for policy or procedure questions
    • By frequent visits to the deep field offices providing training to finance staff on IRC accounting procedures and requirements, assists the Senior Area Managers and program staff in finance related issues and activities.
    • Ensure the review of financial data submitted by Borno and Yobe states offices to identify weaknesses or problems being encountered by Borno and Yobe states finance staff and recommend corrective action.
    • In conjunction with the Deputy Director Finance developing or revising policy and procedures and assists in the implementation.

    Procurement Accounting

    • The review of and accounting for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments
    • Providing input to Purchase Request approvals to ensure commitments are considered before further purchases approved
    • Primary responsibility for liaison with logistics/procurement.

    Cash/Bank – Processing

    • Supervision of the processing of bank and cash transactions of Borno and Yobe states
    • Ensuring internal control procedures are followed for all cash disbursements, receipts and transfers

    Cash Forecasting

    • Ensure preparation of cash forecasts for Borno and Yobe states
    • Monitoring cash usage and requirements and advises the Deputy Director Finance of possible unusual activity or requirements
    • Working with field and program coordinators to help them develop more accurate cash forecasts

    Cost Accounting.

    • Providing recommendations for cost allocation systems in accordance with donor regulations
    • Assisting in or reviewing physical inventory counts and ensuring proper valuation and accounting for inventory or supply items.

    National Payroll

    • Supervise the processing of the national payroll for Borno and Yobe state ensuring standard financial controls are maintained
    • Supervise the preparation of the necessary related accounting entries including salary allocations for Borno and Yobe states
    • Ensure all statutory deductions are remitted on time to Borno and Yobe state governments

    Internal Audit

    • Internal audit activities as required by the Deputy Director Finance
    • Reviews of controls and monitoring of compliance with established procedures.
    • Preparation of written reports for review by the DDF which identify key issues and provide recommendations for improving control processes or procedures

    Budgets

    • Assisting in the preparation and maintenance of the country’s Operating Budget to ensure data is complete and maintained on a timely basis.
    • Assisting in the development and preparation of cost allocation processes for overarching costs that comply with donor regulations on allowable costs.
    • Working with program staff to prepare grant budgets to support new proposals or realignments to ensure adequate coverage of country operating costs and NY direct and indirect costs.
    • Review of actual vs. budget results to ensure maximum utilization of budgeted amounts and to provide recommendations for realignments as required.
    • Supervise and review proposal budgets, financial reports prepared by direct reports (or as assigned by DDF through grant allocation)

    Consortium and partnership finance management

    • Oversee the consortium and partners financial management
    • Ensure budget and budget revisions prepared in accordance with donor and IRC templates
    • Ensure consortium and local partners monthly and quarterly forecast are aligned with the approved budget and donor flexibility is respected
    • Ensures consortium financial reports are accurate, reviewed by UK office and submitted to the donor on time
    • Ensure all feedback from UK and NY are addressed by the consortium finance staffs
    • Supervise, lead and train consortium finance team. Provide training to partners on financial management.
    • Provide technical support to consortium leadership.

    Qualifications

    Bachelors degree in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting (CPA or equivalent certification would be preferred).

    EXPERIENCE:

    • Minimum of five (5) years of relevant experience and three (3) years of managerial experience.
    • Experienced with various PC and financial related software (spreadsheets, accounting packages).
    • Working experience within IRC finance in the capacity of Assistant Finance Controller and consortium/partnership financial management is highly preferable
    • Must have a proven track record of proactively identifying and communicating potential problems and proposing solutions.
    • Committed to staff capacity building and effective at facilitation.
    • Familiarity with DFID rules and regulations is a plus

    SKILLS AND ABILITIES:

    • Must be able to function comfortably in a loosely structured but complex work environment, working and prioritizing multiple tasks.
    • Able to communicate effectively (written and verbal) in English with program staff, management, and employees
    • Comfortable making decisions.
    • Good supervisory, time management and interpersonal skills
