COOPI in Nigeria
- COOPI started its operations in North-East Nigeria in July 2014 to carry out a rapid evaluation of the most relevant constraints suffered by the Internally Displaced People (IDPs) displaced by the food crisis and the Boko Haram insurgency in the Lake Chad Basin.
- The COOPI Nigeria Field Office is located in Sokoto State, in order to cover intervention LGAs in Sokoto State and to provide direct assistance to the IDPs and their hosting communities, through a multi-sectorial program covering Food Security, Disaster Risk Reduction, Social protection, Early Recovery, and Livelihoods, Nutrition and Child Protection interventions. COOPI's capacity to respond to the humanitarian situation in the country is confirmed by its experience in providing humanitarian aid in more than 27 other Countries around the World, in over 50 years of operations.
Scope of the Vacancy
- The M&E assistant will provide support to multi-sectorial intervention toward IDPs in NE Nigeria, in the design, planning, monitoring, and evaluation of the program by managing data including Complain and feedback management and facilitating program implementation at the LGA level, under the guidance and direct supervision of the Project and M&E Officers.
- The M&E Assistant will be responsible for monitoring data gathering, analysis, and reporting. She/he will assist in tracking the progress of key indicators and provide timely reports to the M&E Officer.
- He/she will also be responsible for the collection and resolution of complaints in the field. He/she will ensure the accuracy of complaint registration and provision of feedback to beneficiaries and non-beneficiaries.
Main Responsibilities and Tasks
- Working under the supervision and guidance of the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer, the MEAL Assistant will be based in Yobe State and any of the LGAs of implementation which are Yusufari, Yunusari, Fika, Fune, Nangere and Geidam.
- The MEAL Assistant will work closely with all program staff in the field to implement all MEAL commitments and improve program quality through enhanced data management systems and processes supporting WFP Project under activity I&II grant. The Assistant will support the MEAL officer in managing day-to-day MEAL tasks arising in the Field Office and providing technical support to field teams to ensure effective project implementation.
Responsibilities
- Receive and maintain clean data source documents from field staff.
- Ensure proper filing and storage of MEAL documents, including CFM databases, questionnaires, monitoring reports, and datasets, among others.
- Actively participate in sensitization and information sharing sessions for the beneficiaries and the communities related to their right to file complaints and receive feedback.
- Maintenance of an effective record and filing system for all complaints solved and pending issues including correspondences and other related documents for quick and easy reference.
- Report any issue which needs immediate action to the MEAL Officer and follow up on the resolution of such issues.
- Support the program team in facilitating the process of setting up Complaint Response Mechanism at Ward/ LGA level and handling complaint/ feedback.
- Be in charge of providing feedback to the complainants when complaints are resolved, with the support of the Food Management Committees
- With support from the MEAL Officer, conduct capacity building and mentorship to field staff.
- Keep the MEAL and other CFM databases up-to-date and support program staff prepare periodic high quality reports.
- Assist program staff during survey planning and implementation, especially preparing needed logistics and participating in data collection and cleaning.
- Develop project monitoring and evaluation tools with support from M&E Officer and Project Lead.
- Maintain confidentiality and observe data protection and other associated guidelines.
- Support MEAL officer in the compilation of Monthly, Quarterly, Biannual, and annual reports by providing timely, accurate, and updated data.
- Support project teams to prepare activity reports and documentation of best practices, lessons learned, assessment reports.
- In collaboration with the MEAL Officer, develop data templates to capture and store data in a mild form.
- Verify data by comparing it to source documents.
- Retrieve data from the database or electronic files as requested.
- Perform regular backups to ensure data preservation.
- Sort and organize paperwork after entering data to ensure it is not lost.
- Process data for use by, among other things disaggregating by gender, age, or any additional description as required by end-users.
- Organize the transferred data into relevant formats and computer files or database systems using appropriate IT.
- Supervise staff and enumerators on data collection and handling.
Profile of the Candidate (Education, Training, Competences, Skills)
Minimum Requirements:
- Undergraduate Degree in Monitoring and Evaluation, Degree/Diploma in Sociology, Economics, Rural Development, Development Studies, Project Management, Statistics, Demographics, or any other relevant field.
- A minimum of 1-2 years of work experience and experience in M&E is preferred and with previous experience working in developmental projects
Skills & Experience:
Essential:
- Fluency required (verbal and written), and the ability to read and write in English.
- Ability to manage, track and report on program data; proficiency with Excel in monitoring and analyzing data.
- Strong writing and communication skills, including familiarity with writing funder reports, SOPs, and other program management documents.
- Ability to work independently in a fast-paced environment and meet strict deadlines.
- Excellent critical thinking skills; ability to multi-task.
- Knowledge of Electronic Data collection tools.
- Knowledge of the local language (Hausa and Kanuri).
- Willing and able to be based and travel regularly within remote areas, where services are limited.

Under the direct supervision of the MEAL Team Lead, and in collaboration with the Program/Project Managers, Field Coordinators, and other collaborators of the projects and of the Base, he/she will:
Collect qualitative and quantitative information and program data through surveys, assessments, post distribution monitoring, and regular market monitoring:
- Quantify methods and identify data sources for program performance and impact indicators, in conjunction with respective program component teams.
- Conducting project baseline, end-line and progress surveys, ensuring appropriate sample size and sampling survey methods, data collection procedures, and data verification through periodic site visits
- Facilitate training of staff, Community Mobilisers and partners in the MEAL data collection tools and participate in the sensitization of beneficiaries in collaboration with program teams.
Support in collating and analysing monitoring data, as well as report on findings from monitoring activities:
- Ensure proper monitoring of the program, focusing on the overall MEAL framework of the projects
- Present and analyse data based on information needs of project team and partners and support in database management.
- Analysing of data, report development and submission of MEAL reports
- Provide support to improve monitoring and reporting mechanisms through revised monitoring and reporting framework, through collaboration with the program team.
- Review of reporting made against indicators
- Drafting and sharing lessons learned from the different project interventions for programme development and quality control
Protection and Accountability to Affected Population:
- Mainstream gender and protection across the various components and activities of the WFP-funded Projects in Yobe State. He/she will create and develop protection and Gender integration activities in line with the priorities determined by COOPI. He will ensure performance tools are available for local staff, in order to guarantee smooth implementation of the programs while taking into consideration the local cultural context. He will be responsible for the implementation, monitoring and follow-up of the Gender mainstreaming and general protection activities of the project
- Support the implementation of the minimum measures for mainstreaming protection as outlined by the Humanitarian Principles, the SPHERE Standards, WFP Policy on Protection and the Inter-Agency Standing Committee Guidelines
- Prepare, organize and conduct the protection-oriented Focus Group Discussions and Gender Discussion Meetings during project implementation
- Work closely with the project team and the beneficiaries to ensure activities are being implemented in a gender sensitive manner.
- Using a consolidated database, assist in monitoring and compiling field offices/Core competency CFM reports according to COOPI standards;
- Assist the MEAL Team Lead, program coordinator, and programme staff in capturing and storing complaints and feedback; lessons learned and good practices for effective knowledge management;
Work with program teams to ensure COOPI information on program activities is shared within LGAs and provide for beneficiary feedback in line with relevant guidelines and frameworks:
- Collaborate with government and humanitarian partners to ensure the smooth sharing of information in consultation with the Project Manager/Field Coordinator/Program Manager
- Assess existing community capacity and mechanisms that can be used to set up/strengthen/adapt COOPI’s information sharing processes, complaints and feedback for the Damaturu Office level;
Provide support to the programs at LGA level and within the communities:
- Directly supervise data entry and data cleaning activities by the data entry clerks
- Analyse and provide information regarding general context at the LGA level and explore opportunities in support of partnership, building initiatives with LGA level government and other humanitarian actors.
- Assist program teams in the selection of beneficiaries as per the established procedure from the project proposal.
- Assist the program team in the selection of Community Mobilisers to facilitate the process of beneficiaries’ selection.
Capacity Development:
- Assist the MEAL Team Lead to provide trainings on monitoring and evaluation that include sampling, data collection, data cleaning, analysis and reporting guidelines to all program staff. Coach data entry clerks and project officers on data cleaning

- Degree/Diploma in Economics, Rural Development, Development Studies, Statistics, Demography or related subject, with previous experience working in developmental projects

- 2-3 years MEAL related work experience with an iNGO
- Experience in data collection, collation, analysis, and report writing
- Have previous experience in indicator tracking matrix, RedRose, 5Ws, MIS, PSS of cash-based interventions (i.e. cash for work, cash transfers or cash vouchers).
- Have excellent communication, writing and analytical skills.
- Have proven ability to create program support systems for large amounts of data within a complex program.
- Have knowledge and experience in using database specific software.
- Have experience in designing and leading capacity building and training for national teams.
- Be excellent in communication skills and proficient in report writing
- Have IT troubleshooting capabilities.
- Be resident and familiar with the terrain in the Northeast Nigeria.
