    MEAL Coordinator

    MEAL Coordinator- Temporary Appointment

    Background

    GOALPrime Organization Nigeria (GPON) is a policy-driven humanitarian, non-governmental organization that implements her program through revitalized partnership. It is a non-profit organization with a mandate of making the lives of vulnerable people especially in the face of disaster or crises. GPON is presently operating in the North-eastern regional part of Nigeria where we have reached over 800,000 lives with relief materials, child protection services, GBV mitigation services, livelihood skill-building, health services, and Education support services.

    MEAL SYSTEMS DEVELOPMENT

    Based on the project proposals, implementation plan, and donor reporting requirements, support the MEAL Manager in the development and implementation of a system for capturing and documenting data and relevant information on project activities, beneficiaries, outputs, outcomes, and impacts

    • Ensure an effective roll-out of MEAL collection and reporting systems at the base level through training, site visits, manuals, and other technical support as needed
    • Conduct training for base project staff on MEAL in line with identified capacity needs and provide ongoing mentoring support in consultation with the MEAL Coordinator.
    • Work with the various project teams to ensure that all information and data is collected, documented, and collated in an accurate and timely manner
    • Contribute to regular reviews of the MEAL system itself, making improvements as needed and recommended, in consultation with technical managers MEAL Coordinator, staff, and partners
    • Submit 5w reports to sectors.

    MONITORING AND REPORTING

    • Lead on compilation of regular monthly and quarterly base level reports and ensure data verification prior to use.
    • Support the MEAL Manager to ensure that planned activities are carried out in a timely fashion, cost effective, adheres to best practice and standard operating procedure.
    • Provide base level project data to help with donor monthly, quarterly, and annual reporting

    RESEARCH AND EVALUATION

    • Coordinate with the donor-contracted Evaluation Team for conducting of activities at base and community level.
    • Support coordination of overall project review and evaluation activities as required. This includes working with the independent Evaluation Team to coordinate mid-term and final evaluations and supporting donor and external reviews as required

    ACCOUNTABILITY

    • Support creation of a system for ensuring that information obtained is also shared with communities, women, and other stakeholders through a regular feedback mechanism.
    • Ensure beneficiary accountability mechanism is logged and addresses complaints in a timely manner. Ensure program managers are aware of delays in acting on any complaints or information requests
    • Training beneficiaries, community stakeholders and program participants on GPON complaint response mechanism to promote downward accountability.

    STAFF MANAGEMENT:

    • Supervise MEAL unit team at (MEAL Assistants and Officers).
    • Provide technical and programmatic leadership for MEAL Assistants and Officers and other stakeholders as deemed
    • Set performance objectives and annual appraisal for MEAL unit staff.

    KNOWLEDGE MANAGEMENT & LEARNING

    • In consultation with MEAL manager, facilitate and compile case studies, change stories and lessons learned reports on a regular basis to share wider program and inform improvements in quality and delivery
    • Analyze information about the base level program / projects and make recommendations for improvement.
    • Ensure key base level lessons and challenges are documented and shared with staff and partners to help consolidate lessons learned for future proposal development and implementation of best practices.
    • Proven knowledge of managing red rose platform.

    KEY REQUIREMENTS

    Essential

    • Training in quantitative methodologies, including database management.
    • 4 years of direct experience of monitoring and evaluation related to one or more of these fields: Protection, WASH, Shelter, Food security, Livelihoods Community Liaison and Peace Building initiatives.
    • Strong analytical skills and an understanding of a range of methods for monitoring, evaluation, and assessment to promote evidence-based learning. Demonstrated ability and understanding to design, commission, and manage assessment methodologies and techniques such as focus group discussions, key informant interviews, observations to name a few.
    • Good verbal and written communication skills. Ability to analyses data and summarize it for a range of different audiences.
    • Good understanding of red rose platform in addressing issues relating beneficiary cash programming
    • Computer literate.
    • Ability to build support from staff across teams and across members, and to build the capacity of others.
    • Proven ability to coordinate effective resource allocation to ensure quality programs.
    • Sound strategic thinking and planning skills, including ability to think creatively and innovate and to set priorities and evaluate progress.
    • Experience of working within budget constraints.
    • Commitment to GPON’s mission, values, and approach.
    • Commitment to team working and understanding of how to contribute. Ability to build support from staff across teams and across members, and to build the capacity of others.

    Conditions

    EiE Officer

    Dimension of Role

    The post holder will directly implement the project and document lessons learnt, support assessments and monitoring and evaluation of the Education in Emergencies components of GOALPrime’s emergency response.

    He/she is responsible for assessment, response analysis, design, capacity building.

    Key Roles/Responsibilities

    In collaboration with the Project Coordinator:

    The EiE Officer reports to the EiE Coordinator. You will directly implement the project and document lessons learnt, support assessments and monitoring and evaluation of the Education in Emergencies components of GOALPrime’s emergency response. You are responsible for assessment, response analysis, design, capacity building. The post holder will also contribute towards the capacity building of education monitors and community volunteers in project locations.

    RESPONSIBILITIES

    • Support in documenting lessons learnt and best practices of the pilot project
    • With support from M&E team design a Monitoring plan and simple data collection tools to ensure monitoring and data collection of key project indicators.
    • Support assessment of Education sector in the state of implementation
    • Review, assess and update the education situation in areas affected by emergency
    • Highlight education issues requiring a response – both immediate (less than 2 months) and medium-term and make recommendations on specific GPON actions required. Ensure core commitments to children are taken into consideration.
    • Ensure key data from assessments could be used as a baseline for program evaluation. If additional baseline data is required to evaluate children’s learning outcomes, then work with appropriate colleagues to collect this additional information.
    • Support in designing appropriate education interventions based on the outcomes of assessments and the context. Inclusion of quality issues in education and learning outcomes is really important.
    • Ensure that issues of early childhood, gender, protection, DRR, and conflict sensitivity are factored into the program design.
    • Ensure GOALPrime guidelines, UN education cluster standards and INEE Minimum Standards, are considered and any departures documented.
    • Provide regular updates to Response Cordinator and Chief of Programme, on progress, priorities and constraints – verbally and in writing on an agreed frequency.
    • Represent GOALPrime to clusters, governmental and non-governmental groups as needed and agreed.
    • Support the implementation of, and represent GOALPrime in, emergency education coordination mechanisms including any relevant cluster.
    • Brief updates and reports on sectoral activities/strategies to donors and other stakeholders.
    • Perform any other project related duties as specified by the Project Coordinator.
    • In collaboration with the MEAL team, carry out a Quarterly rapid assessment to identify the needs of beneficiaries across current and prospective project locations as well as carry out gap and implementation risk analysis to identify bottles and provide swift solutions.

    Technical Expertise, Skills and Knowledge

    Essential

    • University degree or equivalent in Education, Social Science, Social Work, Psychology, or related fields
    • Minimum of 3 years relevant working experience Education in Emergencies
    • Experience working in emergency settings
    • Good knowledge and understanding of DO NO HARM principles and established international child protection standards (especially UNCRC)
    • Experience with participatory approaches to education, emergency preparedness, crisis/emergency relief management, or other related areas.
    • Experience working with IDPs, refugees and other vulnerable populations (ideal)
    • Experience in TaRL methodology EiE programme desirable but not essential
    • Previous experience directly providing services to children at risk and victims of  abuse, exploitation and violence.

    • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
    • Excellent interpersonal and problem-solving skills, creativity and flexibility
