    LGA Polio Consultant - National Polio Outbreak Response (POBR) Project

    Description and Objectives

    • Working with thePolio Team, the LGA Consultant will provide technical assistance to the State Emergency Operating Center (EOC) or/and the State Primary Healthcare Development Agency (SPHCDA) in the planning, coordination and management of the polio outbreak response activities in assigned LGA.

    Technical Responsibilities

    • Support polio teams of selected LGAs and states to plan and coordinate the polio outbreak response
    • Support the LGA team to convene settlement harmonization meeting with the LGA Chairman, community leaders, civilian Joint Task Force (cJTF) and the military. Starting with the existing line-listing of settlements (e.g., as provided by WHO), the group will review the existing settlement listing in detail and revise as appropriate – deleting inexistent settlement names and inserting ones missed out.
    • Classify currently unreached settlements based on true accessibility status with input from all stakeholders mentioned above.
    • Develop costed LGA-level micro plans to reach each settlement with immunization Teams
    • Monitor implementation and ensure use of up-to-date data for iterative planning and course-correction. b. Provide data analytics and data management support
    • Analyze daily vaccination and supervision data during campaigns. Support documentation of polio outbreak response activities
    • The preparation of technical documents, briefing notes, PowerPoint slides, and other documentation and advocacy materials for engagement with external and internal stakeholders.
    • Development of weekly and post-campaign reports
    • Archiving of all polio response documents and reports for easy access by all state polio stakeholders

    Job Requirements

    • HND, Bachelor’s Degree in Sciences,and other related fields.
    • Experience working with primary healthcare facilities
    • Proficiency in the use of Microsoft Office suites–Excel, Word and PowerPoint.
    • Vast experience in team leadership
    • Excellent written and verbal communication
    • Ability to carry out effective on-the-job training to teams

    LGA Consultant (Northern Nigeria States Routine Immunization Strengthening (NNRISP) Project)

    Job Description

    • The LGA Consultant will provide effective and quality on-the-job training to LGA teams to improve ward and PHC program management.

    Key Responsibilities

    • Guide the LGA teams on the mentoring and monitoring of PHC Officers-In-Charge (OICs) and their deputies on the execution of their facility operations in compliance with set standards
    • Co-monitor PHC efficiency (with the LGA teams) based on key performance indicators
    • Monitor the job performance of the LGA teams and support planning for PHC program implementation
    • Ensure the timely collection of PHC data
    • Provide routine progress reports on PHC supervision activities to the core team, including reports on challenges, on-the-spot mitigation responses, recommendations, successes and lessons learned
    • Ensure adequate documentation and reporting of PHC performance
    • Support LGA team and PHCs to identify and resolve problems associated with PHC management
    • Co-report a monthly PHC implementation progress and performance report, including implications of results and/or recommendations for improvement
    • Provide feedback on the mentorship approach and identify improvement areas Required travel: Routine visits to the PHC facilities in the state (required to visit every PHC in their assigned LGAs at least once a month)

    Qualifications

    • Minimum of a Diploma, ideally Bachelor degree, preferably in the field of health or other natural sciences
    • Previous work experience in PHC system strengthening and/or other health system related projects

    Other required competencies:

    • Proficient in English and Hausa languages
    • Ability to coach and mentor
    • Proficiency in the use of Microsoft Office Suite to conduct basic analysis, interpret data, and write reports
    • Strong communication and interpersonal skills
    • Ability to identify and solve problems on the spot
    • Strong organization and planning skills

    Data Analyst

    Description and Objectives

    • The Data Analyst will support the day-to-day implementation of the special intervention program by providing technical assistance in data analytics and data management support to the state EOC/PHCDA across special intervention states

    Key Responsibilities / Technical Assistance
    Pre-campaign:

    • Develop and maintain databases and dashboards to store and manage program data
    • Conduct a pre-campaign analysis of the MLoS to ensure completeness and accuracy
    • Assist with settlement geo-coordinates analysis to ensure that all planned settlements have coordinates.
    • Analyze pre-campaign dashboard data to determine the state’s level of campaign preparedness, and identify delayed activities and bottlenecks.

    Campaign:

    • Collate polio vaccination data from LGA consultants or STFs
    • Conduct daily data entry onto the call-in data template/dashboard
    • Work with the SIO and state coordinator to ensure the timely submission of reviewed tally sheets
    • Review and analyze daily vaccination and supervision data to identify trends, patterns, and key insights and deduce inferences to foster strategy development and disseminate to the team for better planning. Key metrics to analyze include:
      • Daily vaccine coverage rates against the set target
      • Number of missed communities and households
      • Vaccine usage and wastage rates by location
      • Several AFP reports
      • Field team supervision reports
      • Vaccine hesitancy rates
      • Social mobilization data, and others as appropriate for the context.

    Post-campaign:

    • Conduct data quality assessment and validate data from multiple sources across supported states, address data quality gaps share reports for proper intervention and planning
    • Track key performance indicators on the program
    • Prepare reports and presentations to communicate findings and recommendations to relevant stakeholders
    • Regularly monitor and review program activities to ensure quality, accountability, and contractual compliance with agreed deliverables and performance indicators as per the scope of work

    Stakeholders’ engagement/meetings:

    • Collaborate with other team members and stakeholders to identify data needs and ensure data quality standards are met
    • Participate in regular meetings and discussions to provide updates on data analysis and insights.

    Other Responsibilities:

    • Participate in partner problem-solving and learning sessions to share knowledge, best-practices, challenges and progress on program implementation.
    • Engage actively with relevant stakeholders to foster a good relationship with the organization.
    • Support any other tasks as may be required by the Program Manager and Project Director

    Educational Qualification

    • Minimum of a Bachelor’s Degree in Public Health, Epidemiology, Monitoring & Evaluation, Demography, Biostatistics, Statistics, Analytics, Science / Computer Science or a related field is required.
    • 2 years work experience.

    Required competencies:

    • Strong skills in data analysis using Microsoft Excel and other relevant software.
    • Experience with data visualization tools such as MS PowerPoint, Tableau etc
    • Ability to work effectively in a fast-paced environment, manage multiple tasks and priorities, and meet tight deadlines
    • Excellent verbal and written communication skills, with the ability to clearly and concisely communicate complex data analysis to non-technical stakeholders
    • Strong interpersonal skills, with the ability to work effectively in a team environment
    • Proficient use of Microsoft Office applications; Word, Excel, PowerPoint
    • Knowledge of information management systems architecture
